On April 13, 1998, the Personnel Committee recommended this item for approval.
Recommended Motion:
I. That the Dispatcher II job description be amended to incorporate the training
responsibilities as part of the representative duties.
2. That the recommended salary ranges be adopted.
3. That funding for one (1) position of Police Captain for FY 98-99 be utilized to fund the
cost of the Dispatcher reorganization, and that carry-over funds from the Local Law
Enforcement Supplemental Funding Act (AB 3229) be utilized to cover the balance of

STAFF REPORT
BACKGROUND
An effective Police Dispatch Operation is a critical component in the overall success of the
Police Department's ability to combat crime. The San Bernardino Police Department has
historically had a difficult time attracting and retaining qualified Dispatchers for its operation.
The difficulty the department has encountered in attracting and retaining quality employees has
also impacted the ability to train those employees that are hired. Historically, the Senior
Dispatchers conducted the training; this job classification was eliminated as part of the budget
reduction measures for fiscal year 1997-98. Consequently, the Dispatcher II's have assumed the
training responsibility. The current job description for the Dispatcher II does not include
training responsibilities. In an effort to compensate the Dispatcher II, the department has
instituted a pay-for-training program. While providing the employees with compensation, the
program has been difficult to administer.
In an effort to address these critical needs, the Police Department asked the Personnel
Department to review the salaries and job descriptions of key dispatch personnel with other
Southern California Cities with police dispatch operations. Eight (8) cities were surveyed with
populations ranging from 141,000 to 242,000.
Four (4) job classifications were surveyed, as listed below:
Dispatcher I
Dispatcher II
Senior Dispatcher
Dispatch Supervisor
Exhibit . A. shows the survey cities, salary ranges and the average salaries paid in the survey
cities and the percentage above the City of San Bernardino salaries.
ANALYSIS
Di'lpl't"h.... I - The survey revealed four (4) comparisons for a Dispatcher I classification. This
is the entry-level position in the City's dispatcher series. The City of San Bernardino's
Dispatcher I salary range of $1,982 - $2,409 is 11.4" below the average of surveyed cities.
Di$p8.tcher II - There were eight (8) comparisons for a Dispatcher II classification. This is the
journey-level position in the City's dispatcher series. The City of San Bernardino's Dispatcher
II salary range of $2,136 - $2,596 is 20.4" below the average of surveyed cities.
Senior Di$p8.tcher - The data shows four (4) comparisons for a Senior Dispatcher classification.
The City of San Bernardino's Senior Dispatcher salary range ofS2,234 - $2,716 is 27.4" below
the average of surveyed cities.
Di_t"ber Sunervisor - The study revealed six (6) comparisons for a Dispatcher Supervisor
classification. The City of San Bernardino's Dispatcher Supervisor salary range of $2,824 -
$3,433 is 12.5.. below the average of surveyed cities.
RFf'OMMENDATIONS
1. That the Dispatcher II job description be amended to incorporate the training
responsibilities as part of the representative duties.
2. That the salary ranges for the following positions be adopted:

These increases represent a 11 % increase for Dispatcher I; a 16% increase for Dispatcher II;
and, a 10% increase for Supervisors. These increases will place these positions in line with
those cities which were surveyed.
The current salaries include the recently approved 2 % salary increases for the General and Mid-
Management Unit.
COSTING
The estimated additional cost for fiscal year 1998-99 assumes that all budgeted positions are
filled and are at Step 5.

These upgrades will be paid for by the deletion of the balance ($30,700) of the third Captain's
position. ($91,800 for this position was already deleted in FY 97-98 as part of the Police
Department's budget reduction package). The remaining balance of the first year costs
($70,978) will be paid from the State Brulte block grant money.
