As Public Health Director for San Bernardino County, I have worked closely with Ms.
Esther Jimenez for the last four years. In her position of Health Education Specialist with
the County's Tobacco Use Reduction Now (TURN) Program, Ms. Jimenez accomplished
much in bringing San Bernardino County, including several city governments within the
County's jurisdiction, into compliance with State laws and regulations against smoking in
public. In a County where individualism is valued, Ms. Jimenez makes great strides in
bringing new ideas concerning non-smokers' rights to community leaders, and winning
. their trust and support.
Ms. Jimenez has shown to be a self-starter, with a unique commitment to her work. She
is a tireless advocate for healthy lifestyles. In delivering public health messages to
government officials and key community stakeholders, she has developed professional
relationships with mayors, City Councils, Chiefs of Police, and private business leaders
in our County's varied and diverse communities. Her ability to convince those with
whom she has contact has resulted in some of the most stringent anti-smoking ordinances
in the State.
Ms. Jimenez was instrumental in organizing the Latino Health Collaborative, a group of
concerned citizens consisting of physicians, educators, directors of community
organizations and local politicians whose mission is to address health disparities and
advocate for improved medical care for Hispanic families. Ms. Jimenez served on the
Board of Directors during the group's formation and helped develop its mission.
Ms. Jimenez' insight, drive and results-oriented business practices have had a very
positive impact on public health in San Bernardino County. She is a valued employee
upon whom I have relied for difficult and sensitive assignments.

To whom it may concern:
I would like to support Ms. Esther Jimenez's application for the Health Educator Specialist II position at the
San Bernardino County Department of Public Health. First of all, I must point out that I am currently an
Associate Professor at the Department of Health Science at California State University, Long Beach. I teach
undergraduate and graduate courses in health education and public health such as Applied Concepts of
Community Health, International Health, Health Promotion/Risk Reduction and Curriculum Development. I
have also worked in various evaluation projects in the field of public health.
I have known Esther Jimenez for almost eight years since working as a co-evaluator for the Tobacco Use
Reduction Now (TURN) Project for six years from August 1998 to August 2006, and the Young Adults
Crushing Appeal (Y ACT AP) Project for TURN for two years. Thus, I have closely followed her development
_since then. When reflecting back on our work with TURN, I feel fortunate to have been at a place and time
when there was a convergence of highly energetic and creative minds interested in promoting health and
preventing disease --- Esther waS foremost among those individuals. I have always been impressed by her
collegiality, organizational skills, and high energy. She is also someone who is highly inclusive- thinking of
how her work and ideas impact not only the community, but the general field of public health as well.
I had a chance to work more closely with Esther on the development, implementation, and evaluation of the
TURN program objectives which she spearheaded. For example, she was charged with working on a policy to
reduce or eliminate the use of tobacco and tobacco products during car shows held at the County. To do this,
she had to meet with organizers, educate them about the advantages and disadvantages of adopting the policy,
and network with numerous leaders in order to move the policy forward. This entailed a significant amount of
time, effort and creativity, and most of aU, flexibility in work hours. This meant she had to attend various
meetings and social gatherings, work with a variety of people to gain their support and advocacy, and become
involved in the organization's activities and programs outside her hours of work.
She created a calendar of model smoke-free cars which gained so much popularity that this was again
implemented the next year. She was very successful at getting the policy approved and implemented, arid her
strategy or method became a model approach for those interested in working to change policy. In fact,
together with Kay Adkins, Michele Jacknik and myself, Esther presented this project at the American Public
Health Association's Conference in San Francisco, California on November 9,2003 entitled Get Your Kicks
On Route 66: An Action Approach to Tobacco-Free Cars.
_Another project on policy adoption and change that Ms. Jimenez worked on with similar successful results
.was the San Bernardino smoke-free doorways objective. This project was presented at the Annual Long
Beach VA Research Symposium on October 29, 2004 entitled The Case of San Bernardino and Smoke-Free-
Doorways: Community Partnerships in Action.
e Although these two presentations provided an opportunity for me to collaborate with Esther in professional
conferences, the majority of my collaboration with Esther involved the evaluation of project objectives for
TURN. Evaluation is an important organizational practice in public health. Evaluation uses science as a means
for decision making and action. It helps the service agency to perform effectively. It helps administration and
staff become more accountable, and it provides a clearer view of how efforts can be translated into outcomes.
In order for successful evaluation to occur, however, evaluators and staff need to work together in a seamless
way from the beginning of the project to the end. It entails working together to create the program objectives,
implementation approaches, development of evaluation instruments, analysis of results, and finally, writing the
reports. I have worked with Esther in all of these activities, and I can say that she does have well-thought out
plans, offers and responds to feedback in a way that allows for learning and ongoing improvement to occur,
and was very open to working in partnership with others to get the job done.
I have always sensed the high degree of enthusiasm Esther had for her work, how thoughtful, caring, and
passionate she was about carrying out her duties and responsibilities, and how she managed to be optimistic
even in the most challenging of times. I can attest to the fact that her colleagues are highly appreciative of her
efforts. I applaud Esther's efforts to link her many public health interests. What I find most appealing is her
commitment to public health through her health education efforts such as networking capability, grant and
report writing skills, and organization of conference presentations. She pushes ahead in all areas. She is not
only one who organizes complex projects and presents the results in many forums, she is a doer who wants to
see the results of her effots. Such work helps to solidifY her reputation in the field.
_ Without a doubt, Ms. Esther Jimenez represents the health education field well with her dedication and
...,commitment to improving peoples' lives. For almost eight years now, she has impressed me with her devotion
to promote the health of others, deep insights, high level of organizational skills, and perpetual zeal. Without
question, she is a leader in the development and adoption of policy in health and in particular, tobacco-related
endeavors. Although I do not work full time in health education endeavors within the community, I can easily
see the Esther could break ground in many exciting and important areas. Esther is a remarkably talented health
educator who has achieved at an extremely high level since working in the public health field more than ten
years ago. She is someone who has a lot to offer in a job that can utilize these talents and abilities, in a way
which challenges her in higher levels of decision-making and creativity. Consequently, I fully recommend Ms.
