NOTICE INVITING. BIDS
NOTICE IS HEREBY GIVEN that the City of San Bernardino will
receive bids or proposals for:
THE CONSTRUCTION OF NORTBPARK BOULEVARD BETWEEN
"B" STREET AND WESTERN AVENUE, IN ACCORDANCE WITH
SPECIAL PROVISIONS NO. 4036, ON FILE IN THE OFFICE
OF THE CITY ADMINISTRATOR, ROOM 2'01, CITY HALL.
Deliver all bids to the City Administrator's Office, Room 201,
City Hall, 363 North "E" Street, San Bernardino, California,
with the specification title and number clearly marked on the
outside of the envelope. .
Said bids or proposals will be receivea up to the hour of
2:00 p.m., Tuesday, 12 May 1970 , at which time all
of said bids or proposals will be publicly opened, examined
and declared in the Council Chambers, 392 Court Street, San
Bernardino, California.
No bid will be received unless it is made on a proposal form
furnished by the City. All bids or proposals shall be sioned,
sealed and accompanied bv cash, cashier's cheCK, c~rtified check
or'bid bond made payable to the City of San Bernardino, in
the amount of ten per cent (10%) of the bid. Such cash,
check or bond shall be given as a guarantee that the bidder
will enter into the contract if awarded to him. In the event
the bidder refuses to execute said contract, the use hv the
public of the improvements will be delayed, and the- public
will suffer great damage. "'rom the nature of the case, 'it
would be extremely difficult and impractical to fix said amount
of damage. Therefore, the City and the bidder.aoree that the
above sum of 10% shall be paid to the City upon the condition
above set forth as liouidated damages and not as a forfeiture.
All bonds furnished pursuant to this notice must be under-
written bv a surety company having a rating in .Best's most
recent Insurance Guide of "A" or better.
Pursuant to law, the Mavor and Common Council. of the City of
San Bernardino, bv Resolution No. 5718 and anY and all
amendments thereto which are hereby referred to and made a
part hereof bv reference as fully as though set forth at
length herein, have ascertained and determined the oeneral
orevailino rate of per diem waoes, and of per diem waoes for
legal ~olidavs and overtime work for each craft or type of
workman needed in the execution of contracts under jurisdiction
of said Mayor and Common Council.
Said pre'vailing rates of wages shall conform to "1;7age Scales
for the Six Basic Trades", filed in the Office of the City
Clerk, 'and "Sub-Trades Hourly wage - Rates of Buildino and
Construction Trade Council of San Bernardino and Riverside.

Counties", filed in the Office of the City Clerk, which are
made a part of said Resolution No. 5718 and amendments there-
to.
It shall be mandatory upon the contractor to whom the contract
is awarded and 'upon any sub-contractor under him, to pay not
less than said specified rates to all laborers, workmen, and
mechanics employed by them in the execution of the contract,
and to prevent discrimination in the employment of persons
because of race, creed, color, or national oriain, as set
forth in the provisions of Resolution No. 7414 of the Mayor
and Common Council of the City of San Bernardino.
No bid will be accepted from a contractor who is not
licensed in accordance with the provisions of Chapter 9,
Division III of the Business and Professional Code.
The City of San Bernardino reserves the right to reject any'
and all bids.
Plans and specifications may be obtained from the city Admin-
istrator's Office, Room 201, City Hall, 363 North "E" Street,
San Bernardino, Caiifornia 92401, upon a non-refuntlable payment of
$5.00 for each set.

SPECIAL PROVISIONS
SECTION I
GENERAL
1.01 General -- The work embodied herein shall be done in accordance with
the Standard Specifications No. 2271, revised October 1966, of the City of San
Bernardino, Department of Engineering insofar as the same may apply, and as
modified and in accordance with the following special provisions.
1.02 Place of Production/Manufacture -- In the performance of this contract,
Contractor agrees to use or supply only such unmanufactured materials, articles
and supplies as have been produced in the United States, and only such manufactured
materials, articles and supplies as have been manufactured in the United States
substantially all from materials produced in the United States, unless exempted
from this requirement by article 1, Chapter 4, Division 5, Title 1 of the Govern-
ment Code of California or by treaties or general trade agreements of the United
States.
1.03 Conflicts -- In case of conflict between the Standard Specifications
and these special provisions, the special provisions shall take precedence over
and be used in lieu of such conflicting portions.
SECTION I I
DESCRIPTION OF WORK
2.01 General -- The work to be done consists, in general, of clearing and
grubbing for new roadway, performing earthwork, grading roadbed, asphalt concrete,
construction ofa triple box culvert, and such other items or details not mentioned
above which are required by the plans, the Standard Specifications, or these
Special Provisions, are to be constructed or furnished and installed, all as shown
on the plans, as specified herein and as directed by the Engineer.
2.02 Maintaininq Traffic -- Public traffic will be prohibited through the
construction area until acceptance of this project by the City.
SECTION I II
CONSTRUCTION DETAILS
3.01 Earthwork -- The earthwork involved shall conform to the provlslons of
Section 19 of the Standard Specifications of the Department of Public Works, Division
of Highways, State of California, Business and Transportation Agency, dated January
1969; except as modified as follows:
Structure excavation and backfill shall conform to Section 19.3 except that
payment therefor shall be considered as included in the prices paid for the various
structures.

Compaction of original ground as specified under Section 19-5.02 will not be
required, however, the subgrade shall be prepared and compacted as provided in
Section 19-1.03, "Subgrade".
The fill dikes of the flood control channel in the vicinity of Station
39+92 and within the limits indicated on the drawings shall be excavated to
original ground and the material replaced as specified for embankment construction.
Unsuitable excavated material shall become the property of the contractor
and be disposed of outside the street right of way in accordance with Section
7-1.13 of the above specifications.
All vegetation and other. deleterious materials' shall be removed from the sub-
grade for a depth of six inches prior to compaction.

Import material shall be furnished and installed by the contractor.
It is estimated that 3,100 cubic yards of import material will be required. Import
material shall comply wIth Section 19-7 and shall have a minimum R-value of 60.
In Embankment Construction the relative compaction of each layer within 0.71
feet of finished grade shall not be less than 95%. The relative compaction of
the layers of embankment below a plane 0.71 feet below finished grade shall not
be less than 90%.
Payment for Roadway Excavation shall be on a lump sum basis as provided in
the contract which price shall include full compensation for furnishing all labor,
materials, tools, equipment, and incidentals, and for doing all the work involved
in excavating, loading, hauling, depositing, spreading and compacting excavated
material in place, including furnishing and applying water, including furnishing
and placing import material, including removal and replacement of flood control
dikes, including removal of existing pavement, base, subbase and/or basement soil,
and disposing of unsuitable materials all as shown on the plans.
3.02 Asphalt Concrete -- Type "B" asphalt concrete shall conform to the
provisions of Section 15 of the Standard Specifications and these Special Provisions.
~aving asphalt to be mixed with the mineral aggregate shall be steam-refined
asphalt having a penetration of 60-70, 85-100, 120-150, or 200-300, the range of
penetration to be designated by the Engineer.
Asphalt concrete may be spread and compacted in one layer of total compacted
thickness of 0.21 feet.
A prime coat shall be furni shed and applied as di rected by the Engi neer.
3.03 Finishing Roadway -- Finishing roadway shall conform to Section 16
of the Standard Specltlcatlons.
Compensation for finishing roadway shall be considered as included in the
prices paid for the various contract items of work and no additional compensation
will be allowed therefor.

3.04 Markers --Markers shall conform to the provlslons in Section 82 of
the Standard Specifications of the Department of Public Works, Division of
Highways, State of California, dated January, 1969.
All marker posts shall be metal.
Drawing A74 showing guide markers is included with and made a part of these
special provisions.
3.05 Portland Cement Concrete "Structure (Box Culvert and Transitions)
~1"..,.
A reinforced Portland cement concrete box culvert, transitions and appurten-
ances is to be constructed, all as shown on the plans, as directed by the Engineer,
and as herein provided.
The work shall conform to the requirements of Section 51 of the standard
Specifications of the Department of Public Works, Division of Highways, State of
California, dated January, 1969. Portland cement concrete shall be Class A. The
concrete shall have a compressive strength of not less than 3000 pounds per square
inch at 28 days.
Drawing D88, Construction Leads on Culverts, is included with and made a part
of these Special Provisions.
Concrete curbs, sidewalks and parapet walls, to the top of the curb or side-
walk, and headwalls shall be considered a part of the culvert structure. All concrete
above the top of curb or sidewalk shall be considered as a part of the Barrier
Railing and shall be paid for under the Barrier Railing Item. All concrete below
the top of curb or sidewalk shall be paid for under Portland cement concrete structure
(Box Culvert and Transitions) item.
Concrete transition structures upstream and downstream from the culvert shall
be constructed and paid for under this same bid item.
The price paid per cubic yard for Portland cement concrete structure (box
culverts and transitions) shall include full compensation for furnishing all labor,
materials, tools, equipment and incidentals and for doing all work involved in the
construction of the concrete structure complete in place, as shown on the plans,
including all required structure excavation and backfill, including previous back-
fill material, including drains and expansion joints and including furnishing and
placing all bar reinforcing steel.
The estimated quantity of Portland cement concrete structure (Box Culvert
and Transitions) shall be the final quantity for which payment shall be made unless
the dimensions of the structures as shown on the plans are revised by the Engineer.
3.06 Barrier Railing -- Barrier railing shall conform to the provisions in
Section 83 of the Standard Specifications of the Department of Public Works,
Division of Highways, State of California, dated January 1969.

The bottom limit of payment for barrier railings shall be the top of curb
or top of sidewalk as shown on the plans.
Barrier Railing will be paid for at the contract price per lineal feet,
which price shall include full compensation for furnishing all labor, materials,
tools, equipment, and incidentals, including concrete in concrete railing and in
barrier railing and metal railing for barrier railing, including furnishing and
placing bar reinforcing, and for doing all the work involved in constructing
the railing, complete in p1ace~~as ~hown on the plans. .
3.07 Install New Cable Barricades -- New Cable Barricades shall be furnished
and installed as indicated on the plans. Location of Cable Barricades shall be
as directed by the Engineer in the field. Footings for posts shall be constructed
of Portland Cement Concrete to the dimensions as shown on the plans.
3.08 Gunite -- Gunite-lined channels, overflows, and all other work requir-
ing gunite linings shall be constructed to the lines and grades given by the
Engineer and in accordance with the designs shown on the plans. Gunite shall
consist of pre-mixed sand and Portland cement, pneumatically transported in a dry
state and hydrated at a nozzle immediately prior to expulsion from the transporting
conduit.
Only experienced foremen, nozzlemen and gunmen shall be employed on gunite
work. Only approved equipment shall be used in the mixing and placing of gunite.
The equipment shall be thoroughly cleaned whenever such work is stopped for a
period in excess of 20 minutes.
Materials:
(a) General - Materials used in gunite construction shall conform to the
provisions of Section 14 "Portland Cement Concrete", of these specifications,
except as hereinafter specified.
(b) Sand - Sand shall have a fineness modules of between 2.70 and 3.30, and
sha 11 be graded as fo 11 ows:

Moisture content of sand shall be between 3% and 6% by weight.
Proportions - Gunite shall be mixed in the proportions of one part of
cement to 5 parts of sand, based upon dry and loose volume. Accurate means,
satisfactory to the Engineer, shall be provided and used to determine the proper
amount of sand for each batch. Batches requiring fractional sacks of cement will
not be permitted unless the Contractor weighs the cement in each batch.
Mixing - Before being charged into the machine, the cement and sand shall
be thoroughly mixed dry in an approved power batch mixer, equipped with a device
for accurately timing the mixing operations. The cement and sand shall be mixed
for at least 1-1/2 minutes, during which time the mixer shall rotate at a peri-
pheral speed of 200 feet per minute. The dry mixed material shall be used prompt-
ly after preparation, and any material that has been mixed for more than 45
minutes shall be wasted.
Preparation of Subgrade - Earth surfaces to which gunite is to be applied
shall be neatly trimmed to line and grade, and shall be firm, unyielding and free
of surface water and deleterious substances.
Ground wires shall be installed in such a manner that they accurately outline
the finished surface of the lining as indicated on the plans. They shall be located
at intervals sufficient to insure proper thickness throughout. Wires shall be
stretched tight and shall not be removed prior to application of finish coat.
Headers shall be installed along the upper edge of channels to confine the
outer limits of the lining as indicated on the plans. Headers shall be securely
fas tened to 1 i ne and grade. .
Placing - Gunite shall be placed in the most expeditious manner, as deter-
mined by the location of the work. There shall be a nozzleman's heloer in attend-
ance at the nozzle whose duty it shall be to raise the wire mesh reinforcement
sufficiently to permit placing gunite beneath the mat at frequent intervals to
insure proper location of reinforcement.
All surfaces which are to receive gunite shall be wetted with water immediately
prior to placing gunite.
Rebound shall not be incorporated in the work in any manner.
Water and air pressures shall be maintained at such uniform pressures as will
afford dense, uniform and consistent results.
When coatings one inch or more in thickness are to be applied to vertical or
steeply sloping surfaces, the gunite shall be applied in two or more layers of
not more than 3/4 inch in thickness to prevent sloughing of freshly placed material.
When more than one layer is to be applied, a time delay long enough to prevent
sloughing, but not long enough to allow the previously placed gunite to set
completely, shall be allowed.

Reinforcement - Reinforcement for gunite-1ined channels and overflows shall
-~,onsist of welded wire fabric, made from cold-drawn steel wire, electrically
'~we1ded at the intersections of the transverse and longitudinal wires, and con-
forming to the "Specifications for Cold-Drawn Steel Wire of Concrete Reinforce-
ment", ASTM Designation: A 82-34. Reinforcement shall be cleaned as specified in
subsection 15.05 (b) of these specifications.
Wire mesh reinforcement shall lap a minimum of one mesh spacing and securely
tied with 16 gauge annealed wire at intervals not exceeding 18 inches.
Joints - At the end of the day's work or similar stoppage period, the gunite
shall be sloped off at an angle of approximately 45 degrees to the surface being
shot, and the sloped portion shall be covered with burlap and kept continuously
wet until guniting of the adjacent sections is started. Before shooting the
adjacent sections, the sloped portion shall be thoroughly cleaned by means of air
and water blast.
Finishing - After gunite has been placed as herein specified, the surface
shall be checked with a straightedge and any low spots or depressions shall be
brought up to proper grade by placing additional mortar. The gunite shall be
rodded off to true lines, leaving a surface reasonably free from humps or
depressions. Ground wires shall then be removed and the surface worked with a
wood float to remove any surface irregularities. The entire surface shall then be
lightly broomed to secure a uniform surface texture.
Curing - All finished gunite surfaces shall be cured by the application of
an impervious membrane as specified under subsection 15.07 of these specifications.
Necessary equipment for keeping gunite surfaces moist until curing membrane is
applied shall be on the site ready for use before any gunite is applied.
Measurement and Payment - All gunite shall be measured in place in accord-
ance with dimensions shown on the plans and sections.
The price paid per square foot of surface area shall include full compensation
for furnishing all labor, materials, tools and equipment and doing all work in-
volved in constructing gunite surfaces, complete in place as specified, including
preparation of subgrade, furnishing and applying curing membrane, and furnishing
and placing reinforcement.
3.09 Curbs and Gutters -- This work shall conform to Section 18 of the
Standard Specifications.
Full compensation for excavation and backfill required in connection with
curb and gutter, construction shall be considered as included in contract price
paid per cubic yard for Portland cement concrete (curbs, guttersh and no additional
compensation will be allowed therefor.

3.10 Relocate Section Corner Monument -- A section corner at the box
culvert shall be relocated as directed by the Engineer.
1. Contractor shall furnish and install cover and frame, and concrete for
monument inserted in opening left in top of box culvert.
2. City will furnish all necessary lines and grades and will furnish and set
brass disk in monument.
The above work will be paid for at the lump sum price stated in the contract.
3.11 Flood Control District Requirements -- All work shown on the plans
within F.C.D. right of way shall be performed at the times required by and in
accordance with the F.C.D. permit issued to the City for the work.
Payment for complying with the requirements of the permit shall be considered
as included in the various project bid items and no additional compensation shall
be allowed therefor.

PROPOSAL FORM
TO THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO
The undersigned declares that he has carefully examined the
location of the proposed work, that he has examined the plans
and read the accompanying instructions to bidders and hereby
proposes to furnish any and all required labor, materials, trans-
portation and service for the construction of NORTHPARK BOULEVARD
BETWEEN "H" STREET AND WESTERN AVENUE, in strict conformity with
Plan and Special Provisions No. 4036, City of San Bernardino,
Department of Engineering, and also in accordance with Standard
Specifications No. 2271, City of San Bernardino, Department of
Engineering, revised October 1966 and he proposes and agrees if
this proposal is accepted, that he will contract with the City of
San Bernardino, in the form of the copy of the contract annexed
hereto, to provide all necessary machinery, tools, apparatus and
other means of construction, and to do all the work and furnish all
the materials specified in the contract, in the manner and time
therein prescribed, and that he will take in full payment therefor
the following unit prices or lump sum prices, to-wit:

AGREEMENT
CITY OF SAN BERNARDINO
This Agreement, made and concluded this
1970, between the City of San Bernardino, party

Article I - Witnesseth, That for and in consideration of payments and
agreements hereinafter mentioned, to be made and performed by the said party of
the first part, and under the conditions expressed in the two bonds, bearing even
date with these presents, and hereunto annexed, said party of the second part agrees
with the said party of the first part, at his own proper cost and expense to do
all the work and furnish all the materials, except such as are mentioned in the
Special Provisions to be furnished by said party of the first part, necessary to
complete in good workmanlike and substantial manner the construction of NORTHPARK
BOULEVARD BETWEEN "H" STREET AND WESTERN AVENUE, in strict conformity with the
Plans and Special Provisions No. 4036, on file in the Office of the City Engineer,
and also in accordance with Standard Specifications No. 2271, City of San Bernar-
dino, Department of Engineering, revised October 1966, which said Plans, Special
Provisions and Standard Specifications are hereby specially referred to and by
such reference made a part hereof.
Article II - And the said contractor agrees to receive and accept the follow-
ing prices as full compensation for furnishing all materials and doing all the work
contemplated and embraced in this agreement; also for all loss or damage arising
out of the nature of the work aforesaid, or from the acts of the elements, or from
any unforeseen difficulties or obstructions which may arise or be encountered in
the prosecution of the work until its acceptance by the City of San Bernardino and
for all risks of every description connected with the work; also for all expenses
incurred by or in consequence of the suspension or discontinuance of work, and for
well and faithfully completing the work, and the whole thereof, in the manner and
according to the Plans and Special Provisions, and requirements of the Engineer
under them, to-wit:

Article III - The said party of the first part hereby promises and agrees
with the said contractor to employ, and does hereby employ the said contractor
to provide the milterials and to do the vlork ilccording to the terms and conditions
herein contained and referred to, for the prices aforesaid, and hereby contracts
to pay the same at the time, in the manner, and upon the conditions above set
forth; and the said parties for themselves, their heirs, executors, admin'istrators,
successors, and assigns, do hereby agree to the full performance of the covenants
herein contained.
Article IV - It is further expressly agreed by and behieen the parties hereto
that should there be any conflict betl./een the terms of this instrument and the
bid or proposal of said contractor, then this instrument shall control and nothing
herein shall be considered as an acceptance of.~he said terms of said proposal
conflicting herewith. '
