Authorization for the Director of Development Services to execute Contract Change Order No. One 10
the contract with Powell Engineering Construction for Drainage Improvements and Pavement
Rehabilitation on Bailey Court (SD04-14), per Project Plan No. 11248.
Background:
On September 7, 2005, the Mayor and Common Council allocated $150,000 in the Storm Drain
Construction Fund for Drainage Improvements and Pavement Rehabilitation on Bailey Court (SD04-
14), as part of the FY 2004/05 Capital Improvement Program (CIP). On June 6, 2005, the Mayor and
Common Council awarded a contract to Powell Engineering Construction for this project.
During construction, the contractor encountered water and sewer lines that were not shown on the
plans. The contractor was directed to pothole the water and sewer lines and verify elevation of said
utilities. It was determined that these utilities were in conflict with the proposed storm drain facility.
Therefore, the contractor was required to stand by until a revised design of the storm drain was
completed.
Change Order No. One, in the amount of $22,840.32, consists of the following changes:
Item No. I-I Compensation for placing additional 160.14 tons of asphalt concrete pavement at bid
price of $87 .40/per ton.
Item No. 1-2 Compensation for contractor's cost standing by while awaiting relocation of
unrecorded utilities.
The contractor just recently provided the documentation to support the change order. This action will
complete the project.
Financial Impact:
Adequate funding is available in Acct. No. 248-368-5504-7462 for this change order.

I-I It was necessary to pave an additional 160.14 tons of asphalt concrete, as the area
shown on the plans to be paved require more A.C. tonnage than was provided for in the
ro' ect bid.

During construction, the contractor encountered water and sewer lines that were not
shown on the plans. The contractor was directed to pothole the water and sewer lines
1-2 and verify elevation of said utilities. It was determined that these utilities were in
conflict with the proposed storm drain facility. Therefore, the contractor was required
to stand by until a revised design of the storm drain was completed. The contractor was
required to pothole and standby awaiting a revised storm drain design to downsize the
storm drain i e from 18 inches to 12 inches to clear the unrecorded utilities.
