This must be the "bottom line" long range achievement of the programs and will be accomplished through maintaining an effective system of recruitment, intake and assessment, training, work experience, on-the-job training and supportive services. . The YETP program will provide for career opportunities by enhancing job prospects for youths 16 - 21 years old. AT the comple- tion of training, participants will be more equipped to secure unsub- sidized employment in the public and private sector~. The City of San Bernardino will provide training programs that are meaningful in their ability to give participants skills for. which there is a recognized demand in the area job market and which will make participants more attractive to potential employers, as well as meeting the requirements of the local job market, training programs will be carried out and periodically revised as needed so that these programs meet the particular needs of youth served by this program. Beginning from the time when members of the target population are initially recruited and with each service given to participants thereafter, every effort will be made to realize and develop the abilities of participants and direct them toward realistic career goals designed to enhance employment opportunities. ~ -3- 11' 1 . . . PROGRAM NARRATiVE DESCRIPTION . . 2), INDIVIDUAL REFERRALS TO CLASSROOM TRAINING The City of San Bernardino Comprehensive Employment and Training Administration will offer individual referrals to classroom training programs. Individuals may be complimented with comprehensive services offered to CETA eligible youth. The City of San Bernardino's intake center will verify persons eligibility for ~ETP programs and will refer eligible youth to the Youth Assessment Center where youth counselors will develop an employ- ability plan for each potential participant. Youth Counselors will refer eligible youth to classroom training which meets the indivi~ual participant's needs. Occupations selected for training will be those ' which require few or, no skills prior to entering. Individual'referrals may be closely coordinated with work experience and on-the-job training to insure participants employability. The City of San ,Bernardino will enter into iridividual referral agreements with agencies with a proven track record of providing classroom training, which are either accredited or approved schools.' The cost of training will be the same as those set by .the County of San Bernardino, Division of Manpower Services. All billings to the City of San Bernardino for YETP individual referral services will be processed by the City of San Bernardino for payment to the program operator. Allowances to participants will be provided through the allowance payment system of the Inland Manpower Association. Program operators who may provide individual training will include but not limited to: Operation Second Chance, Skadron, Los Padrinos and United Health Careers. These operators are selected by the Area Planning Committee based upon past hisbory in providing quality classroom training. - -3- (a) r PROGRAM NARRATIVE OESCRI~TflJrI Referrals to classroom training will be based upon each individuals particular need as determined by the intake and assessment counselors as addressed in the employability plan. Individual partici- pants needs will determine the amount .of slots given to each classroom type training operator. .' The form used for training costs is similar to that developed by the San Bernardino County Schools, This includes a ,per hour cost for each participant as well as the cost for instruction, supplies and administration by each training operator, 3) WORK EXPERIENCE The City of San Bernardino will provide sub-contracts to ~ Community Board Organizations to provide work experience to youth who could benefit from such training. The work experience programs allow youth opportunities to explore the world of work, develop positive work habits, and develop occupational goals through ~xposure and various occupational opportunities. Wor~ experience programs are designed to provide valid employment experience to those who hav.e never worked or who have not developed solid work habits. 3-1) Work Experience Participants will have an employability plan developed by the Youth Assessment Counselor after they have been' screened for eligibility into the program by Intake Counselor. Youth Assessment Counselor will refer youth to Community based work experience program. For some enrollees work experience is sufficient preparation for becoming job ready. These enrolees are provided placement assistance into unsubsidized employment. Other participants, as deemed appropriate," will benefit from p~acement in classroom insturction (I.R.) OJT, or other CETA activities. ~ -3- (b) , ,. , . . . ~ .. ~ . PROGRAN nARRATIVE DESCRIPTiOn . . Recruitment will be conducted by CETA City of San Bernardino which encompasses the administrative office located at 195. North "D" Street and two outreach centers. 3-2) Applicants will then have employability plans developed by Youth Assessment Counselor and be referred to Community Based Programs. YETP Work. Experience Operators selected'by the Area Planning Committee are: Los Padrinos (Concillio), Indian Center, Westside Commuri- ity~evelopment Corporation and Operation Second' Chance. LosPa~rinos (Concillio) will contract with and be paid by the City of San Bernardino for its.cost of providing work experience for participants. The Indian Center will provide work experience for two city residents. Work partici~ pants placed at Los Padrinos (Concillio) and Indian Center will be employ- ees of the City of San Bernardino. Payroll will be held by the Finance Department of the City of San Bernardino. All employees will be provided Workman's Compensation. The City of San 'Bernardino will enter into sub-contract with the County of San Bernardino to provide work experience programs with Operation Second Chance and Wests ide Community Development Corporation. Participants placed with Westside Community Development will be .employees of Wests ide Community Development Corporation. Participants placed at Operation Second Chance shall be employees of the County of San Bernar- dino. All sub-grants authorized by this contract shall become attachments to this contract. . -3- (c) r . . PROGRA1-l NARRATIVE OEseR T PTrrm . . , ~ COMBINED ACTIVITIES The concept of combined activities will be utilized as an . effective alternative means of meeting the needs of program partic~pants. Where deemed appropriate work experience will be combined with G.E.D. training for adults or out of school youth who have not received a high school diploma. The Educational classroom component is secondary with the work experience accounting for over 50 percent bf the total weekly hburs. Participants are paid wages for time spent in the combined activities. c. . ~ -3- (d) PROGRAM NARRATIVI: DESCRfPT . 4) ON-THE-JOB TRAINING On-the-job training provides participants an opportunity to demon- strate their employability to potential employers. The City of San Bernar- dino placement ceter is ersponsible for developing training agreements with private scector employers to provide O.J.T. to CETA participants. Employer providing training positions are reimbursed for extraordinary training cost up to a level not to exceed 50 percent of the employees entry level wage. Wages paid to participants must be the prevailing entry wage. for persons employed in a similar occupation by the. same employer and in no instanc~ less than minimum wage. O.J.T. may involve individuals at an entry level' or may be used to up-grade YETP eligible' employees into occupations requir- ing higher skills; in addition providing valid experience to youth who have . completed classroom training where deemed approriate. .This program is designed to provide incentives for businesses to place individuals in permanent positions through on-the-job training pro- grams, The ultimate goal of the program being economic growth through the direct involvement of the private sector in the utilization of Manpower resources. The City of San Bernardino will participante in regional contracts through Inland Manpower Association with Urban League to provideaddit~onal on-the-job training youth who are residents of the City of San Bernardino. Reimbursements will be made'on a 30, 60, 90 day or end of contract basis depending on negotiations with O.J.T. sub-contractors. Upon the .. completion of training an audit will be made to ensure. that all apsects of the O.J.T. sub-contract were complied with. Only I.M.A. approved sub-contractual forms will be used. All reimbursements will be made through the Finance Department, City of San Bernardino, which will audit each payment for accuracy. Record of payments to O.J.T. sub-contractors will be kept on a computerized accounting system. -3e- . PROGRAM NARRATIVI: DESCRfPT " 5) SUPPORTIVE SERVICE Under this contract supportive services will consist of Child Care Health Care, Legal Assistance, Relocation Assistance, Transportation, and other miscellaneous services to eligible-participants enrolled in program activities, whose need is greater than the resources available to the in- dividual. When deemed necessary to the successful completion of the participant's training, or essential to his einployability, and providing such services or funds are unavailable from other sources, the project will paid for such services. A) . Child Care: The City of San Bernardino or it's contract agency, provids a chil care center to accomodate _any program participant who requires a service . and has exhausted every other source provide!i by community human groups. The child care center will be established at a location that will be con- venient .to the majority of the participants. ',I'he center will be open from 7:30 A.M. to 6:30 P.M. B). Health Care: . These services will-be limited to required physical and/or other services necessary to insure the particpant's successful completion of . . . legal agency for which they qualify. In cases where the participant cannot qualify for free legal aid, CETA will arrange for legal aid. This service 'will be supplied upon the approval of the Exective Director of the San Bernardino City CETA. D). Relocation Assistance: Re~ocation assistance will be provided to CETA participants when such assistance is essential to the attainment of a positon by them. ~is . assistance will be limited to an individual. and will be offered only when it has been assured that the individuals have (1) no funds of their own with which to defray such expenses~ and (2) there is no other source from. which they can apply for such aid. No financial assistance will be granted except when special circumstances warrant and then only with special appro~ val of the Executive Director of San Bernardino City CETA. E). Oth~r Supportive Services: This fund has been estab1ised to provide miscellaneous ty~es of assistance such as the purchase of uniforms, special license fees,securing bonds, and providing family planning assis.tance"where neccassary. Any such assistance will be restricted to that considered to be reasonable by the Executive Director of the San Bernardino City CETA.' ., -3g- . . . PROGRAM NARRATIVE DESCRIPTTON . .- .. F). Transportation: A small fund has been created to provide transportation funds when absolutely necessary. CETA staff will authorize the use of' such funds when it is absolutely essential to the commencement of a partici- pant's program, but will restrict the assistance to such time as the participant has regular payor allowances coming in. Participants will be reimbursed at a rate of $.15 per mile. In the event a participant lives near a public transportation route, reimbursement will be for bus fare to and from the training site. All payments for allowance will require prior authorization from the Executive Director of the Compre- hensive Employment and Training Administration of his designee. All requests for payment will be forwarded to the Finance Department of . ~ the City of San Bernardino for auditing and payment. . G). Recruitment, Intake and Assessment: Recruitment, intake and assessment will be provided, in part, by the services programs component: these activities are described in a; b: and c. a). Recruitment: The City of San Bernardino, Comprehensive Employment and Training Administration will recruit all individuals meeting YETP eligibility criter~a. Use will be made of existing linkages with governmental agencies, community based organizations, schools, and non-profit organi- zations in recruiting eligible participants. Opportunities will be publicized through advertisements in commu- nity newspapers, job bulletins, and other media to ensure a wide re- cruitment base and service to all contractually established significant ... segments. -3h- 'b). Intake: PROGRAM NARRATIVE o",rRTPTTON . . , " Intake will be accomplished at three locations, the central office of the Comprehensive Employment and Training Administration at 195 North '''D'' Street, the Cas a Ramona Outreach Center at 1524 Nest Seventh Street, and at the Boy's Club, 1189 Nest Ninth Street. During the intake process, an intake counselor will assist the client in completing a pre-application eligibility determination form (IMA form M-l). Those youth determined not to be eligible for YETP services or programs will be referred to other service providers. The original M-l will be kept in a file designated for ineligible ap~licants . Those applicants determined to be eligible will complete further processing described below under Assessment. c). Assessment: ~ . All eligible applicants will complete an employment application, listing work exp~rience and education. These documents will be used in conjunction with counseling interviews by youth counselors, develop an employability plan and to determine what YETP program or service is best suited for the needs of the individual youth. d). Orientation: Orientation wil~ be accomplished by the City of San Bernardino Youth ~taff, using a system whereby each CETA applicant will receive a thorough orientation briefing, describing the CETA program. Briefings will include the participant's Civil Rights under CETA and applicable grievance procedures. The intial briefing on the CETA system is de- signed to be given individually. Follow-up orientation counseling will, be provided as required during the participant's progress through the, .<; program activities. -3i- , PROGRAM NARRATIVE 0 e) . Training: Those youth completing the assessment process will be referred to the type of training best suited for their needs. The various types. of training are explained above. G). Job Development/Placement: The designated classroom operators wiil provide job developmentl placement fOr those participants referred to them through the individua referral process. ln addition, the services of the City of San Bernar- dino CETA will be made available to these participants. Participants in Work Experienc~ and OJT programs will be provided assistance in seeking unsubsidized employment through the Job Develop- ment Branch of CETA. Presently, three CETA VI participants are assigne .. to this function on a full time basis. H). FOllow-Up Follow-up will be performed on each participant completing trainin An exit interview will be coordinated via personal interviews with thos participants that have been positively terminated. Contact will be made with respective employers, regarding placed individuals at 30, 60, and 90 day intervals by the assessment counselor The non-positively terminated particiapnts will.be counseled by the assess~ent counselors and employability plans will be developed to insure referral to programs designed to make them employable. 7). PROGR~i ADMINISTRATION The Comprehensive Employment and Training Administration is organized into three divisions (1) Planning, (2) Operations and (3) Management; these divisions function under the direction of the respec- tive division chiefs, the Deputy Director and the Executive Director. -3j- 'The CETA staff and PROGRAM NARRATIVE 0 R P T operating City Departmen~are . organized to provide program monitoring and management to ensure effective performance and compliance with relevant Federal regulations. The following procedures will be used in the indicated areas to ensure effective program.opera- tion. Al. Program Monitoring and Evaluation: Staff of the Planning Division, Compliance Branch will monitor each component of Title III YETP activities for program performance, cOmpliance to Federal regulations, enrollment levels, placement rates, expenditure levels and other aspects as provided for by a comprehensive monitoring tool developed for thispurpose~ All operating officials responsible for programs will be notified of deviations in enrollment levels, placement fat:s, expenditure rates, . etc. so that appropriate corrective actions can be taken. Bi-weekly reports of line-item expenditures are prepared by the Finance Department of the city of San Bernardino and forwarded to the CETA Office. Reports will be reviewed by the CETA staff and compared with planned expenditures for the proper fiscal administration of the program. Each Title III YETP participant will be evaluated on a regular basis with mandatory evaluation being performed ,at a minimum of every six months. All evaluations will take account the participants performance, attendance, attitude, and p~ogress level to re-assess the employability plan of that individual.' B.) Fiscal Controls: This subgrant and any contracts will provide accurate, current and cOmplete disclosure of all funds awarded under this agreement. Suppor- tive documentation is required for audit purposes and shall be retained -3k- -."'. ~ ROGRAM NARRATIVE. OESCRfPT for a period of no less than three years. Financial management is in accordance with standards set forth in the Federal Management Circular 74-7, attachment G. The City is aware of and fully complies with the re- - quirements as related in section three (3) of that'circular. Allowability of and allocation all funds is also in accordance with Federal Management Circular 74~4. The ercroding of all fiscal trans~ctions, the issuance. of payments to participants, sub-contractors, or v~ndors, the maintena~ce of all financial records, and the preparation of requrieed Federal reports wil be performed by the Finance Department bf the City of San Bernardino. 'Thes accounting transactions and records are maintained under the control of a qualified accountant. Funds are kept in'separate accounts. Each check to employees, enrollees, or suppliers must be supported by appropriate docu- mentation, such. as purchase orders, receiving report, payroll vouchers and time and 'attendance reports. .Fiscal controls for major programmatic activities will be handled as follows: 1). Classroom Training: Classroom training will be conducted on an ind~vidual referral basis. The City of San Bernardino will sign a Mas~er Agreem~nt with those operators designated to received individual referrals. The billings wi~l appropriate back-up documentation will be forwarded to CETA for auditing' and recording. The billings will then be forwarded to the Finance Depart- ment, City of San Bernardino, for payment to the operators. -31- . jOGRAI-I rlARRilnVE DESCRTP I r Allowance payments will be made by Inland Manpower Association from an appropriation account. . This account is managed by Inland Man~ power Association accounting staff and meets the necessary requirements of section #95.34 of the Federal Regulations. 2) Individual Referrals: .' Payments for individual referrals will be made as specified above under Classroom Training (Section 7.BI). 3) Work Experience: Work experience will be conducted on a sub-contract basis with the following community based organizations: Los Padrinos (Concillio) I Indian Center, Westside Community Development Corporation and Operation c Second Chance. Los Padrinos (Concillio) will contract with and be paid by the City of San Bernardino for its cost of providing work experience for two city residents. Work participants placed at Los Padrinos (Con- cillio) and Indian Center will be employees of the City of Saq ~ernardino. Payroll will be held by the Finance Department of the City of San Bernardino. All employees will be provided Workman's Compensatipn. The City of San Bernardino will enter into sub-contract with the County of San Bernardino to provide work experience programs with Operation Second Chance and Westside Community Development Corporation Participants placed with Westside Community Development Corporation. PROGRAN nARRATIVE . OESCRIPTif1r! . Enrollees will have complete personnel folders. Individual signed time reports must be submitted by each enrollee at the conclusion of the payroll period and counter signed by the supervisor. These reports are given to the City of San Bernardino for payment. If there are any complaints or grievances for non-reeeipt of funds, enrollees are advised to contact the CETA Staff. 4) OJT: Reimbursement for training cost to sub-contractors must be signed by the employer and trainee. Billing pefiqdswill be set up in a 30, 60, 90 day, or end of contract basis depending on negotia.,. tions with the sub-contractors. These reports are given to the OJT Branch Staff where they are audited. "Data from the reports are coded and forwarded to an outside processing unit for check preparation. If there are any complaints or grievances for non-receipt of funds, vendors or sub-contractors are advised to contact the CETA staff. . Training of participants will be sub-contracted to area private-for profit business using IMA approved standard sub-contract forms. , -3- (n) ~ PROGRAi.! NARRATT\fE OESCRIPTTilrl 5) Services: All service providers will submit invoices for services rendered to participants. These billings will be audited and forwarded to the Finance Department for payment. .- Claims by classroom participants for transporatation expense will be reimbursed with the allowances payment system operated by lMA. Other participants will submit claims for'transportation to CETA.. These claims will include detailed mileage records which will be audited and forwarded to the Finance Department for payment. . These programs will not generate any net or gross revenue to the City of San Bernardino. All expenditures will be recorded and reported on standard Federal reports reflecting actual and accrued expenditures by the City of San Bernardino. C) Participant Reporting: On enrolling in a Title III YETP a<;tivity, an IHA M-I form. will be filled out on each participant. These forms will be maintained in individual ~ile folders for each participant in the MIS Branch of CETA. The MIS Branch will be responsible for the completion of all re- quired participant reports. 8) PARTICIPANT SELECTION CRITERIA Participant selection will be accomplished through the development of a pool of eligible Title III YETP applicants. Referral to specific ,programmatic activities (Classroom training, work experience; OJT will be based on the needs of the individual as determined in the assessment process by the Youth counselors. Final selection ofOJT participants will be made by the private employer' final selection for work experience will be made by the worksite supervisor subject to the review of the CETA Office. Final selection for a classroom program will be made by the classroom operator. COMPLAINT PROCEDURE Any adverse action to a participant by the employer shall be made in writing. 4 . . .
