Construction Corporation for Sewer Improvements on Athol Street from "0" Street to Arrowhead
Avenue (SW06-04) and Goodlett Street from Pico Street to Herrington Avenue (SW06-08) and
Street Improvements on Goodlett Street from Western Avenue to Mt. Vernon Avenue (SW06-08)
per Project Plan No. 11646.

Subject:
Authorization for the Director of Development Service to execute Contract Change Order No. One to
the contract with Nikola Construction Corporation for Sewer Improvements on Athol Street from "D"
Street to Arrowhead Avenue (SW06-04) and Goodlett Street from Pico Street to Herrington Avenue
(SW06-08) and Street Improvements on Goodlett Street from Western Avenue to Mt. Vernon Avenue
(SW06-08), per Project Plan No. 11646.
Background:
On August 15, 2006, the Mayor and Common Council allocated funds, as part of the FY 2006/07
Capital Improvement Program (CIP) for sewer improvements at the above-mentioned locations.
Funding for these projeCts was carried over in the FY 2006/07 Budget. On November 6, 2006, the
Mayor and Common Council awarded a contract in the amount of$241,916.00 to Nikola Construction
Corporation for Sewer Improvements on Athol Street from "D" Street to Arrowhead Avenue (SW06-
04) and Goodlett Street from Pico Street to Herrington Avenue (SW06-08) and Street Improvements
on Goodlett Street from Western Avenue to Mt. Vernon Avenue (SW06-08), per Project Plan No.
11646.
During construction, there were several areas of curb and gutter on Goodlett Street that were uplifted
and displaced by tree roots. To create a uniform curb and gutter profile adjacent to the new asphalt
pavement, it was necessary that these sections of curb and gutter be removed and replaced. These
same tree roots also uplifted the existing sidewalk more than I" requiring removal and replacement fl,)r
drainage, safety and ADA compliance.
Change Order No One, in the amount of $32,114.00, consists of the following changes:

Remove and replace 3371.f. of "A" curb.
Remove and replace 65 s.f. of sidewalk.
All of the work described in this change order occurred on Goodlett Street (SW06-08). No change
order work was performed on Athol Street (SW06-04).
Financ:iallmpact:
Adequate funding for this change order is available from the FY 2006/07 C1P in Account No. 132-431-
5505-7570 "Goodlett Street Sewer Line Replacement from Pico Street to Mt. Vernon Avenue" to
cover the cost of this change order plus additional inspection cost. The total estimated cost of this
change order and the additional inspection costs are $35,300 as indicated in Attachment "1".

Recommendation:
Authorize the Director of Development Services to execute Change Order No. One in the amount of
$32,114.00 to contract with Nikola Construction Corporation for Sewer Improvements on Athol Street
from "0" Street to Arrowhead Avenue (SW06-04) and Goodlett Street from Pico Street to Herrington
Avenue (SW06-08) and Street Improvements on Goodlett Street from Western Avenue to Mt. Vernon

JUSTIFICATION:
Remove & Reolace 337 LF of a curb & l!utter at $87/oer linear foot
During construction it was found that several areas of curb and gutter on Goodlett Street
had been uplifted such that removal and replacement was necessary. To create a uniform
profile for the gutter next to the new asphalt pavement, it was necessary to remove and
re lace the dis laced curb and utter.
Remove & Reolace 65 SF of sidewalk at $43/oer square foot
During construction it was found that roots of existing parkway trees displaced an area of
sidewalk on Goodlett Street such that removal and replacement was necessary. Remove
and replace this area of sidewalk was necessary for proper drainage, safety and ADA
com liance.
