The Mayor and Common Council discussed the proposed ordinance.
Mayor Holcomb explained at length why he felt the increase
in utility tax was necessary.
Mr. Jim Lynas of 1160 Sonora, stated that the Council should
engage in a continuing overview of the City's budget, suggested
that a sunset clause of this fiscal year be placed in the ordi-
nance which would not be based on fund balances, and that the
utility tax be reduced by 1% per year.
Dave Rodriguez also spoke and questioned whether the exemp-
tion in the utility tax would apply to small businesses.
Mayor Holcomb explained to Mr. Lynas certain efficiencies
that have taken place in the City the last few years: fewer em-
ployees, better production and better management.
Council Member Castaneda made a motion, seconded by Council
Member Reilly, that said ordinance be adopted as an urgency mea-
