BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF BERNARDINO AS FOLLOWS: 5 6 SECTION 1. The Mayor and Common Council find: 7 (a) Southern California Edison Company currently owns 8 and operates twenty-one hydroelectric projects in the state of 9 California under licensing of the Federal Energy Regulatory 10 Commission or its predecessors, some of which facilities are 11 currently due for relicensing, with others due for relicensing in 12 the near future. 13 (b) The state's limited hydroelectric generating 14 facilities and resources, including reservoirs and water projects, 15 should be utilized to provide the maximum benefit to the maximum 16 number of people. 17 (c) To permit one or two small cities to receive 18 favored treatment and to be granted the licensing instead of 19 Southern California Edison Company would grant the citizens of 20 those few small communities disproportionate benefits from the 21 state's hydroelectric generating resources, and deprive the 22 benefits of such resources to the millions of citizens otherwise 23 served by Southern California Edison Company. 24 (d) Because the fuel cost of generating electricity for 25 hydro-generated power is zero cents per kilowatt hour, and since, 26 for the twelve month period ending in October, 1983, the fuel cost 27 of the electricity generation per kilowatt hour for steam 28 generated electricity using oil and gas amounted to 5.65 cents per -;7"'~:-"-"" .,. .:- ,~.,'."',, ';.r .',~;'.' , , ~. " , 1 kilowatt hour, for coal generated steam plants the fuel cost of 2 generation was 1.01 cents per kilowatt hour and the fuel cost for 3 nuclear generation was 3.79 cents per kilowatt hour, averaging in 4 the approximate ten percent of hydro-generated power for the 5 twelve months ending October, 1983, results in a substantial 6 savings in overall cost of energy for the millions of customers of 7 Southern California Edison Company. Without the hydro-generation, 8 the energy rate for Southern California Edison Company generated 9 power would rise substantially. Even recognizing that the 10~2% 10 of electricity generated during, the twelve months ending in 11 October, 1983, is not representative due to the high level of 12 water availability during the past twelve months, even the usual 13 seven percent hydro-generation for Southern California Edison 14 Company substantially reduces the overall cost of electric energy 15 to the millions of customers of Southern California Edison 16 Company. 17 (e) To grant the benefits of the lower cost energy 18 solely 'to the'limited number of citizens served by a few municipal 19 operations would be contrary to the public interest. 20 SECTION 2. Implementation. 21 (a) The City of San Bernardino hereby supports Southern 22 California Edison Company in its request for reissuance of 23 licensing for the hydro-generation facilities presently due for 24 relicensing, and urges the Federal Energy Regulatory Commission tc 25 grant to Southern California Edison Company new licenses extendinc 26 well into the future for its existing hydro-generating facilities. 27 The benefits of low cost energy should be spread among the maximun 28 number of citizens of the state, and this can best be done by 2 ."" .",.
