"~~'I:.;:', ,_ RESOLUTION NO. 83-408 RESOLUTION OF THE CITY OF SAN BERNARDINO RATIFYING AN AGREEMENT BETWEEN THE EMPLOYMENT AND TRAINING AGENCY OF THE CITY AND THE SAN BERNARDINO ECONOMIC DEVELOPMENT COUNCIL, INC., A NON- PROFIT CORPORATION, TO FUND A COMMUNITY ECONOMIC DEVELOPMENT BROCHURE IN THE AMOUNT OF $50,000.00. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor and Common Council of the City of San Bernardino make the following findings of fact: A. An agreement was signed by Marisa G. Parnell, Executive Director of the Employment and Training Administration of the City of San Bernardino, and A. Jack Kelly, Executive Vice President of the San Bernardino Economic Development Council, Inc., a non-profit corporation, for the funding of a community economic development brochure project beginning September 1, 1983, and ending September 30, 1983, funded by a $50,000.00 grant of funds from allotments to the County of San Bernardino and to the City of funds under the Comprehensive Employment and Training Act (CETA). B. The purpose of the joint effort between the City and County is to attract new business and industry which will create new jobs and stimulate the local economy, and this project is an appropriate use of the funds. C. The project has been completed and has been reviewed by the City Attorney, who has reported to the Mayor and Common Counc il . SECTION 2. The brochure concept was :' recommended to the SBETA by the San Bernardino Economic Development Council after vi el'li ng s imil ar brochures from the ci ties of I ndi 0, Sa n Franci sco and Long Beach. The council indicates that San Bernardino is facing a period of major economic : -growth and development. This idea is to be stressed through the development of a prestigious and stimulating color brochure to attract potential investors and new employers. Through this project, a brochure will be developed, printed and distrib- uted through the United States and several foreign countries. Funds will be used to pay for writing, photography, coror printing and for distribution. . This project will be a joint effort between the City and County of San Bernardino in conjunction with the Economic Development Council. Funds are being supplied by both the City and County of San Bernardino. The City of San Bernardino will be the administrative agency. In addition to coordinating this project, the Economic Devel- opment Council is responsible for promoting, attracting and securing new industry for this area. The Council can assist businesses attracted by this brochure in secur- ing funding and in providing technical assistance. . The areas to be covered in the brochure will also be of assistance to businesses interested in locating in San Bernardino. (See Attachment A.) :.-potential new businesses and industry l'lhi!;h will be attracted to San Bernardino as a result of this brochure will create new jobs as Ylell as stimulate the local economy. Efforts will be made by both the City and County to obtain agreements with new busi- ' nesses to use CETAI JTPA trained personnel as employees. Al so, thi s brochure \'11 11 indicate the City and County Service Delivery Area (SDA) offices responsible for the training and recruitment of job applicants. On-the-Job Training (OJT) possibilities' \'Ii 11 increase as the business communi ty is made aware of servi ces avai 1 abl e through the new Job Training Partnership Act. It is anticipated that the brochure will in- crease linkages between the Private Industry Council and the local business commun ity. Successful completion of this project will be contingent upon strict adherance to timelines set by the subcontractors involved. (See Attachment B.) Should any of the participants not meet the requirements as agreed upon in Attahcment B, it will be grounds to immediately terminate their contract and involvement in this project.
