WHEREAS, on September 21, 1998, the Community Development Commissio

("Commission") adopted Resolution No. 5557 approving revised Economic Developmen
9
Agency ofthe City of San Bernardino Personnel Policies and Procedures for all employees ofth
10
City of San Bernardino Economic Development Agency ("Agency") including Exhibits "A"
11
"B" and "C"; and
12
WHEREAS, on October 5, 1998, October 18, 1999, September 18, 2000, August 20
13
2001, December 16, 2002, February 22, 2005, and June 23, 2005 the Commission approve
14
amendments to the Agency's Personnel Policies and Procedures; and
15
WHEREAS, the Commission now deems it desirable to amend Exhibits "A", "B-1",
16
17
"B-2" and Section 6-k delete Exhibits "C-60" through "C-63". and add Exhibits "C-64"
" ,
18
through "C-66", "C-67" through "C-69", and "C-70" through "C-71", to the Agency's
19
Personnel Policies and Procedures.

NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF TH

CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, A
22
FOLLOWS:

Section 1. The Commission hereby approves and adopts Exhibits "A" (list of staf
24
positions), "B-1" (salary chart July 1,2006), and "B-2" (salary chart July 1,2007), as amended
25
to said Agency Personnel Policies and Procedures.

Section 2. The Commission hereby amends Section 6-A, Medical Insurance, of sai
Personnel Policies and Procedures to now read as follows:
"Medical Insurance: The Agency shall provide a group health insurance program fo
regular full-time employees and annuitants (retirees). Any Agency contribution fo
regular full-time employees shall be in accordance with Section 6-A, "Cap on Agenc
Contributions Toward Medical, Dental, Vision and Supplemental Life Insurance".
The Agency shall pay a portion of the monthly medical insurance premium for annuitant
at the minimum monthly rate as allowed for, and required by, PERS rules an
regulations, and/or other applicable rules and regulations when the annuitant continue
coverage under, or enrolls in, the PERS Health Insurance Plan at the time of retirement.
The Agency shall pay a portion of the monthly medical insurance premium for eligibl
annuitants at a rate higher than the minimum allowed for, and required by, PERS rule
and regulations, if the eligible annuitant elects to continue coverage under, or enrolls in
the PERS Medical Insurance Plan at the time of retirement and meets the followin
criteria. To be eligible for increased Agency paid monthly medical insurance premium
the regular full-time Agency employee must retire from the Agency with a minimum 0
eight (8) years of service, and have attained the age of fifty (50) at the time of retirement
The Agency's contribution towards the eligible annuitants' monthly health insuranc
premium shall be the lower of either the monthly PERS health insurance premium or th
sum of $350 per month. When the annuitant becomes eligible for Medicare th
Agency's contribution shall be the lower of either the monthly PERS Medicar
supplemental insurance premium or $350 per month. The increased Agency paid heal
insurance premium shall cease upon the death of the annuitant, or when the annuitant i
no longer covered by the PERS Health Insurance Plan. The Agency will remain boun

Real Property Manager
SUMMARY JOB DESCRIPTION:
Under supervision and direction, performs responsible and complex technical and professional services
related to planning, directing and coordinating acquisition, disposition, valuation, recordation, lease
negotiation, displacee relocation and property management for real property interests of the Economic
Development Agency; and performs related work as required.
REPRESENTATIVE DUTIES:
Duties may include, but are not limited to, the following:
1. Provides courteous and expeditious customer service to the general public and Agency staff.
2. Plans, organizes, manages and directs all aspects of real estate property management.
3. Plans, supervises, reviews, coordinates and participates in the technical activities of appraisal,
negotiation, investigation, relocation and recording related to the Agency's real property interests,
purchases, leases, easements, rights-of-way, condemnations, sales and other real property services;
maintains constant liaison with other Agency staff to coordinate acquisition of properties
associated with redevelopment project areas.
4. Prepares, reviews and edits various documents, agreements, and correspondence involved in real
property acquisition, sale or lease; prepares and submits for printing various newspaper
publications required involving real property transactions; prepares and presents oral and written
staff reports to various governing bodies for approval of real property transactions.
5. Prepares, reviews and submits purchase orders, invoices, and requests for payment concerning real
property operations and maintenance; coordinates utilities, weed abatement, maintenance and
landscaping for various Agency properties; negotiates service agreements in accordance with
Agency policies and procedures; mouitors and controls expenditures.
6. Reviews lease revenue payments received for compliance with lease terms; determines courses of
action for late lease payments including correspondence, meetings, and evictions; coordinates with
Agency legal counsel foreclosure proceedings for delinquencies involving real property;
coordinates and attends foreclosure sales when necessary; provides technical advice, information
and materials relating to real property for use by legal counsel in court actions; may testify in court
as an expert witness on real property matters; monitors court actions involving real property
matters.
7. Coordinates relocation activities, including providing appropriate benefits and relocation payments
to relocatees, and ensuring conformance with appropriate federal and state relocation regulations
and procedures; coordinates demolition activities associated with Agency owned properties,
including hazardous materials disposition.
8. Secures, examines, and interprets title reports on real property transactions and prepares necessary
documents to secure clear title; prepares or directs the preparation of deeds, reconveyances,
agreements, and other documents; researches title matters concerning real property and determines
course of action; researches, responds and acts upon public inquires on property title issues.

9. Maintains a current detailed inventory of Agency owned surplus property; prepares and
implements an ongoing plan for marketing and disposing of such surplus property
10. Answers questions and provides information to the public, staff, governing bodies; investigates
complaints and reconunends corrective action as necessary to resolve complaints.
II. Prepares federal, state and local reports as required.
12. Routinely adheres to and maintains a positive attitude towards City and Agency goals; and,
perfonns related duties as assigned.
MINIMUM EXPERIENCE AND OUALIFICATIONS:
A Bachelor's degree or equivalent from an accredited college or university with major course work in real
estate, finance, economics, business or public administration, or a closely related field.
Three (3) years of professional experience in real estate management, including, but not limited to, real
property acquisition, disposition, real property negotiation, property management, operation and
maintenance, demolition, relocation, eminent domain, leases, appraisals, and budgetary controls.
Possession ofa valid California class "C" driver's license.

SUMMARY JOB DESCRIPTION:
Under direction, performs a variety of professional and complex clerical and administrative assignments
requiring independent judgment, knowledge and work habits, and performs related work as required.
REPRESENTATIVE DUTIES:
Duties may include, but are not limited to, the following:
I. Provide courteous and expeditious customer service to the general public and Agency staff.
2. Serve as executive secretary to the Executive Director; assist the Executive Director and other
Agency staff in accomplishing a variety ofresponsible and complex clerical and secretarial office
work of a nature requiring sensitivity, initiative and independent judgment; works with material
confidential in nature.
3. Coordinate, in accordance with established policies and procedures, the Community Development
Commission and Redevelopment Committee agenda items to meet all deadlines; monitor and
maintain records of official minutes, resolutions, and agenda items; process all contracts and
agreements requiring signatures as approved by the Commission; maintain schedule of future
agenda items and deadlines; coordinate actions with the City Clerk's office; attend meetings and
conferences as directed; prepare agendas and take notes/minutes at various meeting as required..
4. Provide secretarial support to all Agency staff; compose correspondence requiring use of judgment
and independent thinking; respond to routine requests for information from Agency staff, the
public, City employees and Commission Members in accordance with Agency policies and
procedures; prepare appropriate responses for signature as necessary; set priorities and deadlines
for day-to-day clerical work flow.
5. Compile information for a variety of special narrative and statistical reports as required; do various
research projects; code and classify data; create and produce various office forms; determine
format for finished reports; provide routine, factual information concerning procedures, functions,
and regulations; search files for information needed; and process purchase orders.
6. Type letter, report and meeting minutes form rough draft, marginal notes and verbal instructions;
organize and coordinate arrangements for Agency and other special meetings; make travel
arrangements; receive and screen telephone calls; screen and route correspondence and mail;
.handle routine matters independently and attempt to resolve complex situations with discretion
7. Set priorities for, train and review standard clerical techniques involving classifying, processing
and retrieving and controlling large volumes of records; file as necessary.
8. Supervise and when necessary assist with front desk reception duties; work front desk reception
during breaks, lunches, vacations or absences, or at any other time when staff member is called
away on Agency business.

Graduation from high school or a GED equivalent.
Six (6) years of increasingly responsible clerical and secretarial experience; two (2) years supervision of
subordinate personnel. Typing speed of 60 words per minute an ability to take and transcribe minutes of
various meetings. Knowledge of and extensive use of computer word processing and spreadsheet
programs.
Possession of a valid Class "C" California Driver's License.

SUMMARY JOB DESCRIPTION:
Under direction, coordinates marketing strategies and public relations aclIVltles of the Economic
Development Agency; responds to media requests, acts and public relations manager; and performs related
work as required.
REPRESENTATIVE DUTIES:
Duties may include, but are not limited to, the foJlowing:
I. Provide courteous and expeditious customer service to the general public and Agency staff.
2. Coordinate, develop, and implement, in accordance with established policies and procedures,
various marketing strategies aimed at community awareness of the City's and Agency's goals and
objectives; develop and coordinate marketing strategies for the Agency's redevelopment project
areas to assist in blight eradication, bringing new development into the project areas, and retaining
and improving current development and businesses in the project areas.
3. Prepare press releases and other material for media publication designed to increase public
awareness; organize, develop and participate in local television programs aimed at public
awareness; develop, oversee, and produce marketing brochures for promotion of redevelopment
project area development, projects and programs, and City-wide housing projects and programs.
4. Compile information for a variety of special narrative and statistical marketing reports as required;
do various research projects; coordinate and prepare various reports, letters, and notices as
required.
5. Develop and prepare requests for qualifications and bids for various marketing methods,
including, but not limited to, advertisements, brochures, and consultants; prepare Commission
agenda items, resolutions, purchase orders and related documents as necessary.
6. Assist in coordinating various projects and programs to further the goals of the City and Agency;
develop timetables, control procedures and related follow-up stralegies; represent the City and the
Agency and speak before community organizations in order to enlist their aid and assistance in
community projects.
7. Routinely adhere to and maintain a positive artitude towards City and Agency goals; and perform
related duties as required.
MINIMUM EXPERIENCE AND OUALIFICATIONS:
Associates of Arts degree in marketing, journalism, public or business administration or a closely related
field.
Five (5) years of responsible experience in the field of marketing, public relations, public or business
administration preferably in a governmental organization.
Possession of a valid Class "C" California Driver's License.
