Synopsis of Previous Council action:
11-06--95 - Resolution No. 95-387 adopted authorizing American
Cenetery to represent City in sale of pioneer Cenetery.
03-18-96 - Resolution !lo. 96-62 adopted establishing a Minimum sale
price and giving notice inviting bids.
05-05-96 - Bid from Loewen rejected and authorization granted to
reo-advertise.
06-03-96 - Bid from Loewen accepted contingent upon successful
negotiation of a sales agreement.
10-07-96 .. Resolution No. 96-292 adopted extending close of escrow.
Recommended motion:
That the transfer of $13,200, from Account No. 244-000-3405, "Un-
appropriated Reserve," to Account No. 244-364-5505, "Other
Professional Services," to finance the cost for preparation of an
environmental assessment by GEO SEC, Inc. for pioneer CeMetery, be
approved.

STAFF REPORT
The Loewen Group submitted the only bid for purchasing
pioneer Memorial Cemetery.
Phase I and II Environmental Assessments were subsequently
conducted by Loewen I s consultant. These assessMents identified
the potential of hazardous materials in the soil, and building
debris. More detailed studies will be required to identify the
extent and concentration of any hazardous materials and debris.
Requests for Proposals were issued to four (4) consulting
firms that specialize in preparing environMental assessMents. The
firM of GEO SEC, Inc. was selected as being the best qualified to
provide the necessary investigative services at this tiMe.
The estimate of cost for these services is $13,200. How-
ever, additional investigation may be needed in the event that
hazardous materials are encountered.
The bidder will require that a determination be made that
no hazardous materials are present, or have been abated in
accordance with a plan developed in conjunction with the County
Department of Health Services. Also, that the debris has been
reMoved to an agreed upon depth.
We recommend that the transfer of $13,200, from Account
No. 244-000-3405, "Unappropriated Reserve," to Account No. 244-
364-5505, "Other Professional Services," be approved; in order to
provide funds to finance the costs of these services by GEO SEC,
Inc.
