STAFF REPORT
Speed limits on City streets are either 25 m.p.h. prima
facie, or as established pursuant to an engineering study. Any
street that does not neet the criteria for the 25 m.p.h. prima
facie speed, or for which a speed limit has been established,
will be covered by the maximum of 55 m.p.h.
The maximum liMit was recently raised from 55 m.p.h. to
65 m.p.h. for State highways. This increase will apply to city
streets as of 1-1-97, except for two-lane streets.
Engineering studies have been performed on streets that
will be affected by the increase in the maximun speed limit.
These studies measure the speed of 100 vehicles, and determine
the critical speed at several locations. The critical speed is
defined as the one at which 85% of the vehicles are traveling
under.
Below are summaries of the studies done for six streets,
and our recommendations:
1.
Base Line Street, between Meridian and California Street _
_
Average Critical Speed = 58 n.p.h.
Based on the critical speed, we recommend that the existing
55 mile per hour speed limit be retained. However, under the
new law, the 55 mile per hour speed limit needs to be adopted
and posted in order to be enforceable.
2.
Kendall Drive between Palm Avenue and Revere Avenue _
Average Critical Speed = 59.5 n.p.h.
Al though the critical speeds point to a 55 or 60 mile per
hour speed limit, the residential nature (including a new
tract of homes off of Pine Avenue) justifies a lower speed
liMit in this area. Additionally, a 50 m.p.h. speed limit is
consistent with the adjacent area of Kendall Drive, between
40th Street and Revere Avenue, that is currently posted with
a 50 m.p.h. speed limit. We recommend that a speed limit of
50 m.p.h. be established.
3. Little Mountain Drive between Marshall Boulevard and
Uorthpark Boulevard -
Average Critical Speed = 51.2 n.p.h.

Critical speeds suggest a 50 m.p.h. speed limit, however, due
to the school located near Little Mciuntain Drive and the
residential nature of the street between 48th Street and
tlorthpark Boulevard, we recomMend a 45 m.p.h. speed limit.
This speed limit is consistent with the rest of Little
Mountain Drive, between 27th Street and Marshall Boulevard,
that is already posted at 45 m.p.h.

4. Bunts Lane between Barton Road and Commercial Road _
Average Critical Speed = 48.4 m.p.h.
We recommend a 45 m.p.h. speed lir.lit in this area. This
speed limit is consistent with the critical speeds. The City
of Colton has to concur with our recoI:lIllendation since the
west side of Hunts Lane is within their jurisdiction.
Initial contact with Colton City Staff suggests that they
will concur with this recoI:lIllendation.
5. Tippecanoe Avenue between Mill Street and 3rd Street _
Average Critical Speed = 50 n.p.h.
We recommend a 45 m.p.h. speed liMit within this area. This
is consistent with the critical speeds and with the rest of
Tippecanoe Avenue, between the I-10 Freeway and Mill Street,
which is already posted with a 45 m.p.h. speed limit.

San Bernardino Avenue between Tippecanoe Avenue and Mt. View
Avenue -
Average Critical Speed = 50.6 m.p.h.
Critical speed suggests a 50 mile per hour speed limit.
However, the area between Richardson Street and Mt. View
Avenue is entirely residential, with Many driveways, both
commercial and residential. We, therefore, recommend a 45
m.p.h. speed limit.
Failure to adopt a speed limit in any of the above
referenced streets will result in an automatic increase of the
maxiMum speed limit from 55 m.p.h. to 65 m.p.h. as of 1-1-97.
We, therefore, recommend that the above listed speed
zones be established.

Section 10.52.040 of the San Bernardino

the Mayor and Connon Council do hereby deternine and declare upon
the basis of an engineering and traffic investigation that a
prima facie speed limit of forty-five miles per hour shall be
established upon the following streets or portions thereof in the
City:
BASE LINE STREET: Between California Street and Medical
Center Drive.
CENTRAL AVENUE: Between Arrowhead Avenue and Tippecanoe
Avenue.
FORTIETH STREET: Between Waterman Avenue and Golden
Avenue.
FOURTH STREET: Between Tia Juana Street and Mount Vernon
Avenue.
HUNTS LANE: Between Barton Road and COmMercial Road.
LITTLE 110UNTAIN DRIVE: Between Twenty-Seventh Street and
Northpark Boulevard.
NINTH STREET: Between Waterman Avenue and a point Six
Hundred (600) feet east of Preston Street.
ORANGE STREET: Between Highland Avenue and piednont
Drive.
PEPPER AVENUE: Between Randall Avenue and Mill Street.
REDLANDS BOULEVARD: Between Gardena Street and the East

the Mayor and Common Council do hereby determine and declare upon
the basis of an engineering and traffic investigation that a
pri~a facie speed limit of fifty miles per hour shall be
established upon the following streets or portions thereof in the
City:
FIFTH STREET: Between one hundred seventy-seven feet
east of Lankershim Avenue and Victoria Avenue.
KENDALL DRIVE: Between Fortieth Street and Palm Avenue.
NORTHPARK BOULEVARD: Between University Parkway and
Little Mountain Drive.
WATERMAN AVENUE: Between Barton Road and Central
Avenue."
SECTION 3.
Section 10.52.055 of the San Bernardino
Municipal Code is hereby added to read as follows:
"10.52.055 FIFTY-FIVE MILES PER HOUR
In accordance with and pursuant to the authority of
