STAFF REPORT
BACKGROUND
In September 1996, it was mutually agreed between Barbara Dillon, Director of Personnel, Fred
Wilson, Assistant City Administrator ,and Jeff Carr, Labor Relations Representative of the San
Bernardino Public Employees' Association, to conduct a job audit of the Lead Storekeeper and
Automotive Parts Specialist positions in the Fleet Division of the Public Services Department.
This was to be completed prior to the proposed filing of a formal grievance on behalf of the
Lead Storekeeper, as provided in the General Unit Employees' MOU, Article III, Section 5,
"Classification Appeal."

ANALYSIS
Dee Saenz, Personnel Analyst, visited the Fleet Division several times during mid-September
and early October and interviewed Bill Oppenheim, Fleet Manager, Larry Hartman, Lead
Storekeeper, Paul Gerry, Automotive Parts Specialist, and Gary Cote, Storekeeper. Prior to
interviewing the three general unit employees, copies of their job descriptions were sent to them
for review, as to accuracy of representative duties and knowledges, skills and abilities
appropriate to each position.
It was noted at the outset that at least two of the three job descriptions were outdated. The
"Lead Storekeeper" and "Storekeeper" job descriptions were originally created for employees
working in a City warehouse containing many types of supplies, including stationery and paper
goods, office materials and equipment, as well as tools and cleaning and repair supplies. The
"Lead Storekeeper" job description has not been revised since 1987. The "Storekeeper" job
description was last revised in 1995. The" Automotive Parts Specialist" was established and
approved by the Mayor and Common Council in April of 1995. This job description is the most
recent of the three.
The minimum qualifications for the Lead Storekeeper, Automotive Parts Specialist and
Storekeeper were reviewed. Exhibit" A" shows the comparison. All three positions require
graduation from high school and a valid Class "CO California driver's license. The Lead
Storekeeper position requires two years of intermediate experience in storekeeping activities,
including supervisory duties. The Storekeeper position requires one year of storekeeping
experience, whereas the Automotive Parts Specialist requires five years of specialized experience
in the area of equipment parts.
Exhibit "B" is the current organization chart for the Public Services Fleet Division.
The Lead Storekeeper, Automotive Parts Specialist and Storekeeper perform some similar duties,
although in differing percentages related to overall daily work:

Receive, unload, unpack, store and maintain a variety of parts, supplies and
equipment
Perform computer data entry
Call vendors for price quotes; order parts and materials
Inspect items received for quality and quantity
Assist mechanics at parts counter
Make equipment keys

The Automotive Parts Specialist and Storekeeper may travel throughout the city or to
neighboring cities to obtain special order parts. This is generally a daily occurrence.
CONCLUSION
However, the Lead Storekeeper has additional responsibilities. The incumbent is in charge of
the Fleet Stores and provides overall supervision of the parts operation. This position initiates
the annual parts inventory as well as assists with budget preparation for the division. The
incumbent also conducts the business of selling excess parts when a vehicle is considered
obsolete and checks parts invoices for correct pricing. He monitors the receipt of appropriate
refunds from vendors, when due.
Based on the data gathered, it is recommended that the salary of the Lead Storekeeper position
be adjusted from Range 1286, $1,848-$2,247/month to Range 1296, $1,943-$2,362/month.
This salary adjustment represents a 1111IR for the Lead Storekeeper. A 5% differential
between salary ranges is also used in another series involving a leadperson, that of a Lead
Custodian and Custodian.

RECOMMENDATIONS
Based on the foregoing, recommendations include:

Revise the job description for Lead Storekeeper.
This will include adding approved customer service language and appropriate
physical requirements, where applicable, for conformance with the Americans
with Disabilities Act of 1990. Also, the Lead Storekeeper job description needs
some revision to more accurately reflect the actual scope of work performed in
the Fleet Division Parts Stores.

Prepare the revised job description for inclusion on the Civil Service Board
Agenda for board approval.

Adjust the salary for the position of Lead Storekeeper from Range 1286, $1,848-
$2,247/month to Range 1296, $1,943-$2,362/month, effective December 16,
1996.

REPRESENTATIVE DUTIES
MINIMUM OUALIFICATION
Graduation from high school or G.E.D. equivalent and 2 years of
intermediate-level experience in the receipt, storage, inventory
and issuance of tools, supplies, equipment and materials, to
include supervision; or, 1 year as a Storekeeper with the City of
San Bernardino.
Possession of a valid Class "C" California Driver's License is
required.
