STAFF REPORT
BACKGROUND
Lee Dean, Chief of Police, has requested the establishment of a _.illE.-
classification to work in the Communications Division of the Police Department.
At the present time, the Communications Division is using other Police Department employees
in an overtime status to mitigate staffing deficiencies caused by the department's inability to fill
all authorized dispatcher positions on a continuous basis. Using overtime for this purpose
diminishes the Police Department's effectiveness to address various crime problems, mandated

The Police Department believes it is critical to establish a part-time Police Call-Taker position
to handle routine and emergency 911 calls. Job duties for the part-time Police Call-Taker, as
distinct from a Dispatcher I, do !lQt include police radio dispatching, nor completion of POST
training. POST regulations require that all employees classified as "dispatchers" must complete
a 120-hour dispatcher academy within their first year of service.
There does not seem to be an adequate pool of POST-certified individuals who are interested in
accepting part-time employment as dispatchers. Therefore, there is a need to establish a cadre
of trained part-time employees who are available to fill current and future scheduling shortages

A copy of the proposed job description for Police Call-Taker is attached.
COSTING
The classification of Police Dispatcher I is Range 1296, $1,943-$2,362/month. The hourly steps
for a part-time Police Dispatcher I range from $11.21 to $13.63/hour.
The proposed salary range for the Police Call-Taker is Range 1286, $I,848-$2,247/month, with
equivalent hourly steps of $10.66; $11.20; $11.76; $12.35; $12.96. This is five percent (5%)
below the range for Dispatcher I.
Police Department classifications currently working overtime in Communications as auxiliary
dispatchers consist of Police Officers, Community Service Representatives I/II and a Typist
Clerk III. With the exception of the Typist Clerk III, all of these other classifications are paid
overtime at their current rate of pay, which is higher than the proposed Call-Taker salary.
The Police Department has $44,000 in approved funding in fiscal year 1996-97 for part-time
salaries in their police dispatch division.
RECOMMENDATIONS
Based on the foregoing, recommendations include:

POLrCB CALL-TAKER
JOB DESCRIPTION
Under general supervision operates telephone, computer and
ancillary equipment in a police communications system; receives,
interprets and codes routine and emergency 911 calls; handles
service related requests from field units; and performs related
work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.

Receives, evaluates and documents "911", emergency and routine
calls from the general public; interrogates callers and evaluates
call data; calms distressed citizens on the phone; receives,
evaluates, prioritizes, sequences, and transfers information and

police response and translates information into appropriate
California Law Enforcement Code sections.
Receives and follows up on service requests and questions from
department personnel; notifies other departments, organizations and
businesses of needed support services, pursuant to established
procedures or instructions of supervisor; notifies other law
enforcement jurisdictions when necessary.
Changes, indexes and files recording tapes.
Operates computers, telephone switchboards, office machines and
other ancillary equipment; compiles data and prepares reports;
furnishes a variety of information relating to departmental
activities to the general public; maintains records of calls
received and their disposition; maintains files, lists and maps;
performs miscellaneous clerical maintenance duties.
Routinely adheres to and maintains a positive attitude towards City
and Department goals, and performs related work as required.
MINIMUM OUALIFICATIONS
CUrrent full time employment with the San Bernardino Police
Department; one year of law enforcement customer service experience
working with the public in person, or by telephone.
Possession of a valid Class "C" California Driver's License is
required.
GENERAL OUALIFICATIONS
Knowledqe of:

Proper operation and care of telephone equipment;
Basic computer operations.

See in the normal visual range, with or without correction;

Remain calm and work rapidly under stress while exercising
good judgement in emergency situations;
Work indoors in a variety of environmental conditions

Communicate clearly and concisely, both orally and in writing;
Listen to and record, or key in information clearly and
accurately;
Use a typewriter and computer keyboard with accuracy;
Remember numerous details;
Read, understand and apply moderately difficult materials;
organize work within a constantly changing set of priorities;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those
contacted in the course of work.

ORGANIZATIONAL RELATIONSHIPS
The class of Police Call-taker is the entry level
communications series. Line supervision is received
Dispatch Supervisor or other supervlsory personnel
department. Lead supervision may be received from
Dispatcher. Incumbents work a varied work shift,
weekends, evenings and holidays.
