Synopsis of Previous Council Action:
July 19, 2004: Mayor and Common Council approved Resolution No. 2004-235 to execute a
Services Agreement between the City of San Bernardino and New Hope Missionary Baptist
Church to provide community services at the New Hope Family Life Center.
July 18, 2005: Mayor and Common Council adopted Resolution No. 2005-250, authorizing
Amendment No.1.
August 9, 2006: Mayor and Common Council adopted Resolution No. 2006-281, authorizing
Amendment No. 2.

Subject:
Resolution authorizing the Mayor to execute Amendment No. 3 to the Services Agreement
between the City of San Bernardino and New Hope Missionary Baptist Church to provide
community services at the New Hope Family Life Center and ratifying all action taken be
February 1, 2007 and the approval of the resolution.
Background:
In FY 2004/2005, Resolution No. 2004-235 was adopted authorizing the Mayor to execute an
agreement between the City and New Hope Missionary Baptist Church to provide community
services at the New Hope Family Life Center. On July 18, 2005, Amendment No. 1 was
approved to extend the contract for an additional year. The second year of the agreement was
successfully concluded and thereafter, on August 9, 2006, the Mayor and Common Council
approved Resolution No. 2006-281, Amendment No. 2, for a six-month period that ended
January 31, 2007. A shorter contract term was requested to allow New Hope and the City to
resolve.differences in the funding level required to provide the community services.
New Hope Missionary Baptist Church has significant community service experience that
contributed to a successful second year of the original agreement. Services provided include:
rental and utility assistance, short term housing assistance, clothing closet, job referrals, tax
preparation assistance, tutorial programs, senior nutrition programs, food referrals, Social
Security assistance, and arts and leisure classes. If approved, New Hope Missionary Baptist
Church will continue to provide these services.
The New Hope Missionary Baptist Church currently has one full-time employee, one part-time
employee, and several volunteers assisting to ensure that all programs and services continue. This
proposed amendment will extend the agreement for another six months. New Hope officials are
evaluating their ability to continue the defined scope of work at the current funding level and have
agreed to continue the program for the next six months so that the program will not be interrupted.
Due to the fact that New Hope officials were able to demonstrate increases in the number of clients
served for the different programs offered, an agreement was reached to recommend increasing the
current monthly payment of$6,300 to New Hope by $1,333 to a new monthly payment of$7,633.
This proposed increase is considerably less than originally requested by the Church. New Hope
Missionary Baptist Church will be seeking more funding in FY 2007/2008.
Changes to the contract are as follows: 1) An extension of the agreement for six (6)months to July
31, 2007; and,; 2) an increase in the current monthly payment of$6,300 to New Hope by$1,333 to
a new monthly amount of$7,633.
Financial Impact:
Funding for this program is available in the Parks & Recreation FY 2006-07 Adopted Budget,
account number 001-388-5502 (Parks Community Centers-contractual services).
Recommendation:
Adopt Resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
6 OF SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and

directed to execute on behalf of said City Amendment No. 3 to the Services Agreement with
9
10 New Hope Missionary Baptist Church to provide community services at the New Hope Family
i 1 Life Center for the period of February 1, 2007 through July 31, 2007, a copy of which is attached
12 hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at
13 length.
14 SECTION 2. All action taken pursuant to said City Amendment No. 3 between
15 February 1, 2007 and the approval of this Resolution is hereby ratified.

18 SECTION 3. The authorization to execute the above referenced agreement is rescinded
19 if the parties to the agreement fail to execute it within sixty (60) days of the passage of this
20 resolution.

SERVICES AGREEMENT
This Amendment No.3 to the Services Agreement is entered into this day of
2007, by and between the CITY OF SAN BERNARDINO and NEW
HOPE MISSIONARY BAPTIST CHURCH relating to the operation of the Westside
Community Services Center (a.k.a. New Hope Family Life Center), located at 1505 West
Highland, San Bernardino, CA. 92411.
1. The Section entitled "1. (A) SCOPE OF SERVICES" is hereby amended to now
read as follows:
"Operate the community services center from Monday through Friday 8 a.m. to
5 p.m. exclusive of the following holidays: February 19 and May 28. 2007.
2. The Section entitled "2. COMPENSATION AND EXPENSES" is hereby
amended to now read as follows: -
"For all of the above services provided, City agrees to pay NEW HOPE
MISSIONARY BAPTIST CHURCH compensation for a six month period in the
amount of$45.800. The fee shall be paid in installments of$7,633 with the final
payment being $7,633 by the 10`h of each month. The fee for services will cover
all basic expenses incurred by the NEW HOPE MISSIONARY BAPTIST
CHURCH on behalf of the CITY. CITY shall reimburse no other expenditures
made by NEW HOPE MISSIONARY
