Synopsis of Previous Council Action:
Resolution 1999-152 - Approved the purchase of an annual maintenance contract with
Sento Inc. (now known as MBS/Connecting Point) for computer and network hardware,
and system software between the City of San Bernardino and Compaq Computer
Support (represented by MBS/Connecting Point). The resolution provided for 2 single
year renewal options contingent upon funding being approved in the City's budget. The
option years have concluded and this contract went to bid. NPA was selected since it
was the only bidder.

Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing a
Fiscal Year 2002/2003 maintenance contract with NP A Computers Inc. for maintenance of the
City's computer and networking hardware and operating system software.
Background:
On June 24th 1999, the Council approved a Fiscal Year 99/00 agreement with Sento, Inc. (a
certified Compaq reseller that has changed its name to CATG Inc. and now is MBS/Connecting
Point) to provide maintenance for the City's computer and network hardware as well as system
software. This is a critical agreement due to 24 hours per day, 7 days per week service coverage
necessary for Public Safety dispatching systems. The existing contract provided for 2 additional
years, the last year being 01/02 fiscal year. A bid process has occurred for the 02/03 fiscal.
The RFQ was sent to 13 vendors, (list attached), and the Chamber of Commerce. Of the 13
vendors, 7 were located in the Inland Empire (6 in San Bernardino). The RFQ was also posted on
the City's Internet site. The only response was from NP A Computers Inc. of New York, a
company authorized as a Compaq services reseller. None of the local vendors that received a bid
package elected to return a bid. NP A bid after viewing the RFQ on the internet.
There are not a large number of companies capable of servicing the long list of equipment and
system software that the City utilizes. The previous maintenance vendor was located in Utah,
and used Compaq local support personnel to meet the requirements for support of our vast array
of servers, network equipment, and system level software. NP A of New York proposes to also
provide service through Compaq local support personnel. Compaq purchased Digital Equipment
Corp. (DEe) a few years ago. The original DEC support personnel servicing the City have
remained the same over the last 10 years, regardless of the company holding the actual contract.
This will continue to the case through NP A, and is advantageous to the City due to the expertise
of the services group, and their existing knowledge of the City's major servers and network
environment.
Financial Impact:
The annual maintenance costs for the Fiscal Year 2002/2003 are $140,445.00. This is an
increase of $9,069.00 over the 2001/2002 fiscal year. The increase is largely due to the fact that
the majority of covered equipment is reaching the end of its supported life. As hardware nears
the end of its supported life, it is more difficult to maintain inventories of spare parts and the
equipment in the field is more prone to failure. This amount was included in I.S. chargebacks to
all departments, and will be budgeted in I.S. account #679-251-5172.

The increase in total bandwidth from 200112002 to 2002/2003 is 435 56 kbps links (an
increase of 327 percent). Charges for the increase in frame service went up $64,160.00 to a total
of $212,460.00 for the 200212003 fiscal year (an increase of 159 percent).
Recommendation:

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I: That NPA Computers Inc. IS the selected source for
maintenance of the City's computer and network hardware and operating system
software. Pursuant to this determination, the Purchasing Manager is hereby authorized
to issue an Annual Purchase Order and Service Agreement (a copy of which is
attached hereto as Exhibit "A" and incorporated in full herein) to NPA Computers Inc.
in an amount not to exceed $140,445.00 for Fiscal Year 2002/2003 for maintenance of
the City's computer and network hardware and operating system software. This
agreement, at the City's discretion, can be extended with two single year renewal
options.

SECTION 2: The authorization to execute the above referenced agree-
ment order is rescinded if it is not executed within ninety (90) days of the passage
of this resolution.

Per our phone conversation on April 4th, 2002 the City of San Bernardino reserves
the right to adjust the type and quantity of hardware under support contract downwards.
This maybe necessary for various reasons and the most dramatic change would be due to
the possible installation of a new network backbone and LAN edge devices.
If a new network is installed at the City. NP A would be more than welcome to
submit bids for procurement, integration and maintenance of the new network hardware.

Pricing Schedule Information
All pricing reflected within this bid is based on a yearly contract broken into monthly prices. These prices
include all labor, and parts (OEM) necessary to maintain the softwarelhardware listed here in. All labor
and parts are being provided by Compaq through their Channel Partner Program. Together, NPA
Computers and TotalTec will be subcontract this work to Compaq Computer Corp. NPA and TotalTec are
both direct Channel Partners and will be allocating the resources to provide you the services necessary to
meet your bid requirements.
All additional equipment purchases will be at OEM cost and will include all applicable shipping charges. It
is because Compaq will be providing the direct l~r for these services that references will not be provided
with this bid.

Project Management
Summary
NPA currently employs more than 40 people. Our field service department alone consists of 20
field service technicians. We maintain high standards in hiring experienced and properly trained personnel.
The President of NPA Computers is Mr. Peter Aroniadis. He is always readily available to any
client and is aware of the day-to-day operations of NPA. He will oversee this account, as he does for all
accounts. Under his immediate direction is the Account Representative, Mr. Brian Maxcy. The Account
Rep. will be supervising the dispatching of all service calls to ensure prompt and efficient completion of all
calls. He makes sure the response time is met and he monitors the technicians' progress during the call.
They both have many years experience in coordinating our Field Service Department and they would be
more than happy to meet with you to answer any questions you may have. You are also welcome to tour
our facilities to better familiarize yourselves with our company. All office and management personnel
work out of our main office in Holbrook. We have just moved across the street to a brand new, larger

Technician Certification
We employ A+ Certified Technicians who are experts in Microsoft NT12000, Unix, LAN/W AN
Administration, Windows '9SI98/ME/XP etc. and who are Novell CNE'sand Microsoft MCS~'s. NPA is
also a Microsoft Solutions Provider and Compaq Authorized Service Center. Most of the technicians are
also Cisco Certified - CCNA. Technicians range in experience from five to twenty years and are fully
experienced in servicing ALL types of computer equipment from an unlimited number of manufacturers.
We also operate a full-service Depot Repair Facility on the premises with two full-time technicians to
repair and refurbish equipment. NPA is a Certified Reseller for many manufacturers including IBM.

Service Calls
Calls for service are logged in at our main office and dispatch center in Holbrook and a
technician is dispatched within the guaranteed response time. As mentioned previously, the Account
Representative, along with the Field Service Manager, monitors the progress of the call. The majority of
partS are presently stored in our Holbrook warehouse and our field engineers carry common replacement
partS with them at all times. We would be more than happy to have you visit our main facility and
warehouse.
NPA uses several means of communication for constant monitoring of the technicians and
tracking the progress of service calls. NPA uses a tracking system that has proven itself to be state-of-the-
art. Once a call is opened in the system and given a call number, it is not closed until the problem is
completely resolved. If a retW'D visit is necessary, that call remains open for that technician. Calls are
tracked, repeat calls are monitored, and equipment is tracked by model number and serial number. While
the technician is on-site, he will inform the customer as to the status of the repair. If he needs to order a
part or return for any reason, the customer will be notified bef~ the technician leaves the site. The
Account Representative will keep the customer informed of the statuS of incomitlg parts, replacements, etc.
An account analysis and status repon is run monthly by your account manager to improve the quality of
service.

NPA performs PM's on a scheduled basis for our customers, such as several school districts
during the summer break, as well as regular businesses on a monthly basis. We encourage PM's as a way
to keep a cost-effective maintenance routine for our customers, preventing breakdown of equipment, and
minimizing the number of service calls placed.
In addition to the telephone and pagers, cell phones have proven to be a v&juable tool in
enhancing communication, not only between the technicians and the dispatch office, but betwe~n individual
technicians as well. The technicians are in constant communication with each other and converse amongst
themselves constantly during the course of the day. This provides a constant source of technical support
when difficult problems arise. If a technician is having difficulty with a particular problem, he can call a
senior technician to meet him at the customer site to assist him or assist him over the phone. NPA Tech
Suppon is always available. If necessary, the technicians always have access to the OEM for support.
There are never any additional charges to the customer should this be necessary.

With all these resources at our disposal, NPA is confident that we can handle this account with the
