POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the June 3, 2002
Council meeting.
CLASSIFIED
GENERAL FUND
I. Animal Control Officer (Norfolk. L.) - Appointment
ANIMAL CONTROL
The Animal Control Officer provides services to the community in the field. These
services include enforcement of state and city laws as well as stray animal apprehension,
dead animal removal, cruelty investigations and public education. Adding an Animal
Control Officer will help reduce the burden of the other officers in the city. This will
enable the Animal Control Officers to spend more time on each complaint, which will
help to resolve some of our animal control related problems. Customer service will be
increased by facilitating prompt service to citizens in the field.
2. Code ComDliance Officer (Starkweather. B.) - Appointment
CODE COMPLIANCE
This Code Compliance Officer I budgeted position fills the vacant position left due to a
promotion. The position will be assigned to vehicle abatement and will work alternating
Saturdays.
3. Building Maintenance Mechanic (Mercadel. W.) - Appointment
FACILITIES MANAGEMENT
Facilities Management was authorized to create and fill a new Building Maintenance
Mechanic position as part of the FY 2001/02 Budget. After many rounds of interviews,
the incumbent has been selected to fill this position. Mr. Mercadel has years of building
maintenance experience and brings with him craft experience in areas that are currently
needed. Filling this position will allow Facilities Management to provide more timely
service to the buildings, employees and citizens of the City of San Bernardino.
4. Park Maintenance Worker III (Frichtel. D.) - Appointment
PARKS, RECREATION & COMMUNITY SERVICES
This position was vacated in May 2002 due to a promotion to fill the Athletic Field
Maintenance Technician at the Stadium. Filling this position will resolve a critical need
in our park maintenance efforts.

52. Code Compliance Officer II (Mielke. H.) - Promotion
CODE COMPLIANCE
This is a vacant budgeted position in the Code Compliance Department. This is a
promotion from Code Compliance Officer I to Code Compliance Officer II. The
incumbent served as a Code Compliance Officer I for 18 months prior to this promotion.
53. EQuipment Mechauic II (Pearson. J.) - Promotion
FIRE
The incumbent is being promoted from the position of Equipment Mechanic I to the
position of Equipment Mechanic II to fill a vacancy created by a retirement.
54. Personnel Analvst (Briggs. L.) - Higher Acting Classification
CNIL SERVICE
This employee was initially placed in the higher acting classification on 12/18/00. The
higher acting period of assigmnent is not to exceed 60 days, except by the mutual
agreement of the City and the employee. Due to an administrative oversight, the 60-day
period of time has long passed. This action is for the Mayor and Common Conncil to
retroactively approve the higher-acting period of assigmnent for the period 2/18/01 and
concluding no later than 9/1/02. The incumbent has been performing very adequately in
this higher-acting classification, and at the end of the assigmnent, will return to an
existing vacancy in the Civil Service Department. This item was approved by the
Personnel Committee on 5/13/02.
55. Engineering Assistant I (Guevara. B.) - Change in Hire Date
DEVELOPMENT SERVICES
This action was approved by the Mayor and Common Council on May 6, 2002. This
action will change the hire date from 5/7/02 to 4/16/92.
