POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the May 20,
2002 Council meeting.
CLASSIFIED
GENERAL FUND
1. Plans Examiner (Schafer. J.) - Appointment
DEVELOPMENT SERVICES
The Plans Examiner position is an essential position in the processing of plans and
building permits at the Development Services' busy public counter. The position
provides direct assistance to members of the public including homeowners, contractors,
developers, architects and engineers. This position reviews plans for proposed
construction projects to determine compliance with State Building Codes and local
building ordinances, thus insuring the projects are designed to meet minimum health, fire
and life safety standards. The position is funded through the collection of fees for plan
check services.
The filling of this position is necessary to enable us to meet the service demands created
by development activity in our community. Inadequate staffing results in delays and
problems for builders. Builders have an expectation that they will receive timely service
during the plan review and permit issuance process. Delays in obtaining permits result in
disruption to the builder's construction schedule, increased costs and frustration and ill
will towards the City.
The incumbent has a degree in mechanical engineering and is a registered mechanical
engineer with the State of California. He has six years of experience and department
management feels that he will be an asset to the department by bringing needed skills and
expertise to the Plan Check Division.
2-3. Police Records Technician (Morton. A.: Walter. J.) - Appointments
POLICE
The Records Bureau is the central collection point of all crime and traffic related reports
for the Police department. The Bureau is responsible for processing, distributing and
maintaining official police records in accordance with Department of Justice (DOJ)
guidelines and mandates. Duties include typing taped reports, entering report data into
local, state and nationwide computer systems; scanning reports into the document
imaging system; generating monthly and armual crime statistics for DOJ and FBI; and
duplicating crime and reports arrests.

There are currently five vacancies out of the 25 authorized Police Records Technician
positions, which represents a 20% vacancy factor. The salary savings associated with
these vacancies are offset by increased overtime costs resulting from the performance
critical tasks within mandated deadlines. Further, vacancies cause delays or cuts services
provided to the public and department employees, as well as a negative work
environment as the result of employees having to work shorthanded.
22. Engineering Associate (Porter. T.) - Promotion
DEVELOPMENT SERVICES
The position of Engineering Associate for the Traffic Division in the Development
Services Department is intended to function as the primary grant writer for federal
infrastructure and Federal-State Aid grants. This position is also responsible for review
of traffic studies for land development projects and major public works projects and
coordinates with SANBAG and CalTrans on traffic issues related to proposed freeway
improvement projects. The position also provides primary support to the City Traffic
Engineer in personnel and supervisory related functions.
Mr. Porter has been with the City for 23 years and has a proven track record in
preparation of grant applications for Federal-State Aid programs. He has also reviewed a
nnmber of traffic studies associated with land development applications and major public
works projects. Mr. Porter is developing a good working relationship with SANBAG and
CalTrans staff through the grant application process. In addition, Mr. Porter successfully
competed for this position through the internal recruitment process and department
management feels that he will be an asset to his division and the department overall in his
new capacity as Engineering Associate.
