Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino awarding Heisler
Landscape and General Engineering, & Dave Bang Associates, Inc. a purchase order for the
installation of playground equipment and surfacing at (11) park locations in accordance with bid
specifications F-02-035, Anne Shirrells Park, Nicholson Park, Hudson Park, Kerwin Park,
Speicher Park, Nunez Park, Mill Center Park, Lytle Creek Park, Encanto Park, Newberry Park,
and Tom Gould Park.
Background:
The Parks, Recreation and Community Services Department prepared the appropriate
specifications and the purchasing division of the Finance Department published and furnished
bid documents to five (5) vendors and the San Bernardino Chamber of Commerce. Bid
documents were advertised in the Sun Newspaper and City web page. Bids were publicly
opened and declared on December 19, 2001. All vendors were told in the bid process the budget
available and were provided wide latitude and encouragement to design unique play activities for
each park within that budget. The following is a summary of the eight (8) bids received from
five (5) vendors.

There are no local vendors who can supply this equipment. The funding for the playground
equipment and surfacing is from Proposition 12 State Park Bond Funds. The amount budgeted
for the project is $739,200.
Bids were reviewed by the Purchasing Manager, Parks Superintendent, Parks Supervisor,
representation from Development Services, and three members of the Park & Recreation
Commission. The committee compared all bids for compliance with specifications, design, the
number of playground activities at elevated and ground levels, quality of play experience,
knowledge of playground structures, warranty, and references. Based on this review, the
evaluation committee selected three (3) vendors to provide detailed presentations: Micon;
Casron; and Heisler Landscape and General Engineering & Dave Bang Associates, Inc. Heisler
did a more thorough job within the allocated budget. Heisler has not previously worked for the
City of San Bernardino, however, provided a list of references that have been verified, including
several City and School District projects throughout California.
The Heisler Landscape and General Engineering & Dave Bang Associates, Inc. proposal
included many more activities for all age groups than other proposals and the design of each
playground structure included a wide variety of play experiences. Of the top three proposals,
Heisler is the most cost effective, on a cost per play activity basis. The committee's
recommendation for the playground equipment and surfacing was Heisler Landscape and
General Engineering & Dave Bang Associates, Inc. The proposal met or exceeded the
specifications required. It was evident by the designs that the vendor spent significant time at
each park observing the neighborhood and the children that played there. Heisler Landscape and
General Engineering & Dave Bang Associates, Inc. also included in their proposal a sign and a
park bench with the name of each park. This addition exceeded the required specifications.
The proposal provided in some cases two (2) times the number of play activities compared to the
other vendors as referenced below. If we were to negotiate with the other proposals, the cost
would substantially increase the bids.

Financial Impact:
The Proposition 12 spending plan approved by Mayor and Common Council in 2001 included a
budget of$739,200. Based on this contract award the actual cost is $725,000 with a contingency
of$14,200.
Recommendation:

ANN SHIRRELLS PARK
Located at: 1367 North California Street, San Bernardino, CA 92411
Most of the existing play equipment has been removed leaving
a few pieces including a small swing and free-standing slide.
The large, round area is bordered by a concrete curb and con-
tains sand.
Pos~ioned in the middle of a large field with no shade. Cur-
rently the area can accommodate approximately 5-10 children.
All existing play equipment and sand will be removed.

Ann Shlrrells park offers a very large area. Because of its setting in the middle of a large
grass area and the sun exposure it was important to design a central play structure that had
height. This was accomplished by utilizing a symmetric triangle footprint with hexagon
decks with large roofs for shade.
The area was divided into two age-separated areas. The 5-12 area ~tains a main play struc-
ture with four large slides, numerous climbers for all skill levels, bl'ld9es, activity panels and
under deck events. Independent, freestanding balance, overhead, ancl climbing structures,
including the eye-catching "Triple Twist" were included. The 2-6 area contains a play struc-
ture, spring activities and a sand pit will be constructed for sand digging activities. Swings
with belt seats and enclosed bucket seats is included.
Components were selected for their durability and resistance to pOl8ible graffiti. Although
this area is designed for kids, it is durable enough to withstand the abuse carried-out by
older children and adults. A fluctuation ramp transitions users from the curbing grade into
the IPEMA~ertified ADA wood fiber. A drainage system will be installed below the safety sur-
facing.
Playground rules and age-appropriate signage will be installed. A custom sign and durable

NICHOLSON PARK
Located at: 2737 West 2nd Street, San Bernardino, CA 92410
Nicholson Park sits next to a kid and teen center.
Surrounded, in part, by a short chain-link fence.
The area is accessed by a sidewalk and concrete
steps.
The previous equipment has been removed. Con-
tractor will remove the existing sand.

This 5-12 area was designed with the possible use by the older kid. attending the adjacent
teen center. Plastic panels were kept at a minimum. This unit Incl*,- a spiral slide.

HUDSON PARK
Located at: 4365 Park Drive, San Bernardino, CA 92407
The largest play area of the City's park, Hudson Park
currently contains a tall-standing play structure. In its
day the Mark VI was a popular piece, known for its
high slides.
Over the decades this equipment has deteriorated
and safety standards have changed.
All existing equipment and sand will be removed.

This area contains a large amount of play activities for children aglld from 2 to 12 years of
age. The play area was divided into two distinct areas. The 5-12 aiel contains a large com-
posite play unit designed in a round configuration with bridges and stairs connecting the
large variety of slides, climbers and other activities.

this area is designed for kids, it is durable enough to withstand the abuse carrled-out by
older children and adults. A fluctuation ramp transitions users from the curbing grade into

SPEICHER PARK
Located at: 1535 North Arden, San Bernardino, CA 92404
Speicher Park is uniquely located near the High
School. Special attention to the age and habits of
these students are to be considered in the design of
the new play equipment.
There is only a couple of pieces of equipment remain-
ing in the concrete curb encircled area. All play
pieces and sand will be remove.

After spending some time observing the kids that visit this park, w, decided to design a
play area that did not have any areas that could "hide" the activltl.,. of the older kids from
the high school. Its open design allows for easy observations front the parking lot and
street.
A large Sonic slide and spiral slides were added for active play. A Jlridge and stairs con-
nect the three elevated areas. Ground-based events add challengiQg upper body activities
to the play area. Roofs over the play structure were added for shade. Swings were added.
Components were selected for their durability and resistance to poesible graffiti. Although
this area is designed for kids, It is durable enough to withstand the abuse carried-out by

MEADOWBROOK PARK
Located at: 179 East Rialto Avenue, San Bernardino, CA 92408
Single arch swing centered in a sand-filled, oval-shaped
area. This swing, a standard for many years, is no longer
compliant under the current safety standards.
Other ancillary pieces of play equipment are located outside
of play area. A sidewalk surrounds the playground area.
All existing play equipment and sand will be removed.

The primary focus of this play area is a composite play structure that will accommodate in ex-
cess of 40 kids. The apparatus contains both a straight double slide and a, kids' favorite, spi-
ral slide. The variety of climbers provide access for kids of all skill levels. This area is ADA
accessible.
A heavy-duty swing unit is included to replace the swinging activity previously contained in
the park. Roofs were added to provide style and shade for the children using the play area.
Components were selected for their durability and resistance to possible graffiti. Although
this area is designed for kids, it is durable enough to withstand the abuse carried-out by older
children and adults. A fluctuation ramp transitions users from the curbing grade into the
IPEMA-certified ADA wood fiber. A drainage system will be installed below the safety surfac-
ing.

MILL CENTER PARK
Located at: 503 East Central Avenue, San Bernardino, CA 92408
Presently the park has a composite play structure contain-
ing numerous non-<:ompliancy issues arising from the
many missing and broken components.
The play structure and a set of swings are to be removed
and additional curbing and surfacing areas will be con-
structed.

Designed for children ages 5-12. This "L" shaped area contains a ~ntral composite play
structure with three slides, multiple climbers, overhead activities, play panels, roofs for
shade, and much more.
To best utilize the given space and to spread out the play activity, f.eetanding, independent
play pieces have been added. They include a set of heavy-duty swillgs, a Matrix climber and
overhead activity.
Components were selected for their durability and resistance to possible graffiti. Although
this area is designed for kids, it is durable enough to withstand the abuse carried-out by
older children and adults. A fluctuation ramp transitions users from the curbing grade into
the IPEMA-<:ertified ADA wood fiber. A drainage system will be installed below the safety
surfacing.

NUNEZ PARK
Located at: 1717 West 5th Street, San Bernardino, CA 92411
Currently the area contains a composite structure
containing many safety issues including head en-
trapments and protrusion hazards.
A two-bay swing is positioned adjacent to the play
structure. The area is surrounded by a concrete
curb.
All existing play equipment and sand will be re-
moved.

The play structure for Nunez Park was designed with slides, including a spiral slide.
Ground-base activities were added to spread out the play and offer climbing, balancing and
overhead activities. Under-deck activities were added to increase !;lIpacity and offer activi-
ties for ADA. Roofs were added for shading. Swings were included.
Components were selected for their durability and resistsnce to possible graffiti. Although
this area is designed for kids, it is durable enough to withstand the. abuse carrled-out by
older children and adults. A fluctuation ramp transitions users from the curbing grade into

LYTLE CREEK PARK
Located at: 380 South 'K' Street, San Bernardino, CA 92410
This area is located in the middle of a park-like set-
ting. Access is a distance from the parking lot and
other facilities.
The current play structure and swings provide exciting
play for the children. The spiral slide is too high for
the surfacing.
All existing play equipment and sand will be removed.

TOM GOULD PARK
Located at: 240 West 40th Street, San Bernardino, CA 92407
Tom Gould Park is located near a busy street and
consists of three small, existing play areas.
New play activities will be put within the confines of
the existing curb areas.
All existing play equipment and sand will be removed.

Tom Gould Memorial Park provided a challenge to design an area to accommodate children
ages 2-12 in three small existing areas. We decided to use the larg.-t of the boxes for a
composite play structure with slides, climbers, an overhead activity' lowered for the younger
kids and under deck activities. Roofs were added for shade and to provide a "play house"
effect.
An exciting Matrix climber provides a wall-climbing effect for the children with the upper-
body strength to complete. The third box contains a set of swings for kids of all ages.

this area is designed for kids, It is durable enough to withstand the abuse carried-out by
older children and adults. A fluctuation ramp transitions users from the curbing grade Into

NEWBURY PARK
Located at: 560 Hill Drive, San Bernardino, CA 92404
This small park is located at the base of the foothills and
positioned in a nice neighborhood. Being completely sur-
rounded by a sidewalk provides for good access.
Although the existing play structure has many safely haz-
". ards, it is obvious that the amount of use and abuse is low
compared to the other parks.
All existing equipment and sand will be removed.

Located in a nicer neighborhood it was important to design a play area that complemented
Its surroundings. This play structure wllllook very nice against the "IUs as a background.
As one of the smallest areas in the project it was important pack a large variety of play activi-

ANNE SHIRRELLS PARK, NICHOLSON PARK, HUDSON PARK, KERWIN PARK,
SPEICHER PARK, NUNEZ PARK, MILL CENTER PARK, LYTLE CREEK PARK,
ENCANTO PARK, NEWBERRY PARK, AND TOM GOULD PARK.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Heisler Landscape and General Engineering & Dave Bang Associates, Inc.
is the best responsible bidder for the furnishing and delivery of playground and surfacing for
the eleven (11) park sites in accordance with Bid Specifications F-02-035, for a total amount of
$725,000, and as such, the City is authorized to enter into the standard purchase agreement with
Heisler Landscape and General Engineering & Dave Bang Associates, Inc.; pursuant to this
determination, the issuance of a purchase order by the Purchasing Manger to Heisler Landscape
and General Engineering & Dave Bang Associates, Inc. in the amount of $725,000, with an
additional contingency amount of $14,200, is hereby authorized; and all other quotations
therefore are hereby rejected.
SECTION 2. The authorization to execute the above referenced agreement is
rescinded if the parties to the agreement fail to execute it within sixty (60) days of the passage
of this resolution.
