Thank you ESR/dp attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the May 6, 2002 Council meeting. CLASSIFIED GENERAL FUND Engineering Assistant I (Bernardo. G.) - Appointment DEVELOPMENTSERVlCES This appointment will fill an existing vacancy. The Engineering Assistant I position is responsible to conduct traffic counts, speed zone surveys and other field studies. The collected data are essential to maintain State-required speed zones and traffic counts on arterials. Additionally, these data are required to evaluate citizen and Council requests for traffic controls. Failure to maintain this position will hinder our ability to address those essential tasks. Contracting out these services would be much more expensive and could delay our efforts to address these issues in a timely manner. The incumbent is qualified for the position based on his education and prior experience. Park Maintenance Worker III (Owens. J.) - Appointment PARKS, RECREATION & COMMUNITY SERVlCES This position, which has been vacant since October 2001, has resulted in diminished service to Ward 5, the area where this position is assigned. Filling this position will resolve a critical need in our park maintenance efforts. Dispatcher I & II (Tolbert. R.; Wood. C.) - Appointments POLICE These appointments will fill vacancies created through attrition in the Dispatch Center. Dispatch is a critical function of the Police Department. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service representatives or police officers working overtime. Oftentimes, non- dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with the CAD operations. Hiring these individuals will help reduce the need for overtime by having an adequate contingent of personnel to staff in the Dispatch Center. #8 5/6/02 Eauipment Mechanic I (Tobin. F.) - Appointment PUBLIC SERVICES This vacancy is the result of a promotion. This position is a semi-skilled position that repairs diesel and gasoline-powered equipment, performs preventive maintenance and inspections on fire and heavy equipment and other related work to the maintenance of the City vehicles. It is necessary to fill this position to increase overall productivity in the Fleet Division. Athletic Field Maintenance Technician (McClintock. S.) - Promotion PARKS, RECREATION & COMMUNITY SERVICES This position was created to assist in the maintenance of the City's professional baseball stadium. Based on a contract with Stampede baseball, the City would hire and supervise two (2) full-time field maintenance personnel with the cost to be paid fifty percent each by the City and the Stampede. Currently, only one (I) City employee is working full- time at the Stampede. Community Service Officer I (Rothstein. A.) - Promotion POLICE There are currently three (3) openings in our Community Service Officer I position. These positions are assigned both to the front desk and/or the field depending on assignments requested by others. Filling these positions will increase the efficiency of service to the public to respond to calls for service or walk-in telephone inquiries. This position is critical in increasing police officers' ability to take more critical emergency calls. CATV Production Prol!l"lllIllIling Assistant (Owens. D.) - Provisional Appointment TELECOMMUNICATIONS The position of CATV ProductionIProgranuning Assistant is one (1) of two (2) positions within the Telecommunications Division. This position is a very important part of the production team. The incumbent will be responsible for setting up the necessary sets for the shows, lights shows and will run a studio camera or other crew function on all locally originated productions, as well as contract service commitments. This position is critical to the operation of the Channel as it is only one (1) of four (4) positions allocated to the Telecommunications Division. A normal compliment of staffing for any production is six (6) positions. Therefore, the Channel must still rely on volunteers to meet its production commitments. #8 5/6/02 Refuse Ooerator I ( Garcia. J.) - Appointment PUBLIC SERVICES The Public Services Department currently has sixteen (16) Refuse Operator I positions. Refuse Operators collect and dump garbage and refuse into refuse trucks in residential or commercial zones. Unfilled positions limit the operations of the Refuse Division.
