STAFF REPORT
SUBJECT:
Resolution authorizing submittal of a Funding Request'for California Beverage
Container Recycling and Litter Reduction Activities to the Department of Conservation,
Division of Recycling
BACKGROUND:
The California Beverage Container Recycling and Litter Reduction Act provides funding
to local governments for specified beverage container recycling and litter reduction
activities that encourage communities to recycle beverage containers.
The Beverage Container Recycling and Litter Reduction Funding Request Form, if
approved, will provide $107,930 for the implementation and promotion of beverage
container recycling and litter reduction activities. Of this total request, $15,962 will be
used to offset personnel costs within the Environmental Projects Division over the two-
year grant period. The remaining $91,968 will be utilized to purchase materials
necessary for program implementation and promotion of beverage container recycling
activities.

Specific projects within this grant application include the expansion of the multi-unit
recycling program, expansion of beverage container recycling program at California
State University, San Bernardino, promotion and implementation of a beverage
container-recycling program at the National Orange Show, and public education
campaign to promote beverage container recycling and litter reduction.
The grant term is for a two year period from July 1, 2002 through June 30, 2004.
FINANCIAL IMPACT:
The amount requested in funding is $107,930, or $53,965 per year. There are no
matching funds required by the City,

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AUTHORIZING SUBMITTAL OF A FUNDING REQUEST FORM FOR
CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION
ACTIVITIES TO THE DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act that provides funds to cities and
counties for beverage container recycling and litter cleanup activities;
SECTION 2. That the California Department of Conservation's Division of Recycling
has been delegated the responsibility for the administration of the program within the State,
setting up necessary procedures for cities and counties or their designees under the program;
SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request
Form by the due date and time in order to be considered to receive funds from the Department
of Conservation Division of Recycling;
SECTION 4. That the Mayor and Common Council of the City of San Bernardino
authorizes the submittal of the Grant Application Form to the California Department of
Conservation's Division of Recycling (attached hereto as Exhibit "A"). The Mayor of the City of
San Bernardino, or her designee, is hereby authorized to execute in the name of the City of
San Bernardino all necessary forms hereto for the purposes of securing payments and to
implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the California
Beverage Container Recycling and Litter Reduction Act and provide information regarding this
program to the Division upon request.
24 SECTION 5. The authorization to execute the above is rescinded if the California
25 Beverage Container Recycling and Litter Reduction Grant Application Form is not submitted
26 within sixty (60) days of the passage of this resolution.
