Description) Park Construction Fund Finance: Council Notes: \7f-7'.c,+k dOG;; -I n Agenda Item No. ~ 41,s/D'd- CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or her designee to apply for and administer a grant in the amount of $500,000 from the State of California Department of Parks and Recreation for the administration of a Murray Hayden Urban Parks and Youth Service Program grant under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 to rehabilitate the gymnasium and the Galaxy Ballroom at Norton. Background: The Murray Hayden Urban Parks and Youth Services Program grants provide for three funding opportunities to eligible municipalities: (1) acquisition and development; (2) development; and (3) rehabilitation. The Parks, Recreation and Community Services Department is requesting the authorization to apply for a grant for $500,000 from the State of California Parks and Recreation Department to rehabilitate the Norton Galaxy. and Gymnasium, and to install irrigation, landscaping, and signage since they qualify as "cunrent. facilities that are no longer serviceable, inoperative, unsafe, and allows for only limited use and when rehabilitated it would provide for a much needed expanded use to the youth and residents" of the City of San Bernardino. Staff is recommending this project for rehab of the Galaxy and Gym at Norton because the City acquired these buildings in 1994 as a gift from the Federal Government for Parks and Recreation use in perpetuity and to date there has been no funding to bring these buildings up to code and to make them fully useable. Currently, the buildings are being used only partially. The entrance to the Gymnasium does not meet ADA requirements and the interior needs repairs for damages caused by the leaky roof, which must be repaired before any other work can take place. The costs for the roof repair, entrance reconfiguration and interior repairs to the restrooms, gym floor, locker rooms, etc., for the gym are estimated to be $375,000. The Galaxy needs a total roof repair plus interior . repairs to the ballroom, kitchen, stage area, restrooms, office space, and main entrance to meet ADA requirements. These repairs are estimated at $265,000. The parking lots at both buildings need repairs, overlay, and striping and the landscaping needs complete renovation including the irrigation systems. Signage is needed at both buildings. Rehabilitation of the buildings will enable this department to offer two full service buildings to the community and will increase rental revenue for use of both buildings for the various programs offered at each site because they will provide attractive and efficient facilities for celebrations, parties, special events, sports programs, sports tournaments, drop-in games, etc., all of which are fee scheduled uses. Approximately $13,500 is currently collected annually for gym usage, and nearly $42,200 is received each year for rental of the Galaxy Ballroom. Renovation ';, .., of these buildings is anticipated to result in additional rental and usage opportunities, with a concomitant increase in annual revenues. Staff presented a comprehensive list of department capital projects to the members of the Parks and Recreation Commission that they approved. This recommended project was on the list. The department has attempted to repair parts of the two buildings by having a rental agreement with the County Youth Justice Department. In lieu of paying rent, the County spent $171,000 for repairs to be able to move into the building. They now pay their share of the utilities, which is approximately $90,000 to $100,000 annually. Some repairs have been made in the gym so that the facility could accommodate basketball programs and physical fitness programs for local area youth and an on base organization, TRW, who pays fees for the use of the facilities. Even so, the facility is only about one-third usable and the Galaxy Ballroom is the only space where the City is able to get any use in that building. The agreement with the County Youth Justice Department expires in 2003, at which time the City will be able to either enter into a new agreement for negotiated rental fees or the building will be totally used by the Department for more city programming. ',>', The Galaxy and Gym are Community Facilities with a Citywide attraction for use and they were a gift that has not been fully realized for more than eight years. The cost to build these types of facilities today would be prohibitive. However, with this grant they can be made into attractive, efficient, usable facilities for all the citizens of San Bernardino. Attachment "A" provides you with a recommended budget for this grant application. Financial Impact: The maximum funding level under this state grant program is $3 million. It does require a 42% local cash match, or $210,000 ($500,000 x.42 = $210,000). If the project is funded, staff will recommend that the match of$210,000 be funded ill FY 2002/2003. Recommendation: Adopt resolution. .' . BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: WHEREAS, the people of the State of California have enacted the Murray Hayden Program, which provides funds to the State of California for grants to local agencies, nonprofit organizations, and federally recognized California Indian tribes for parks, park facilities, Environmental Enhancement Projects, and Environmental Youth Service Centers that are within the Immediate Proximity of a neighborhood that has been identified by the Department as having a critical lack of park or open-space lands of Deteriorated Park Facilities, that are in an area of Significant Poverty and unemployment, that have a shortage of service for youth; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the program and the grant Project shown above within the State, setting up necessary procedures, and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Application before submission of said Application to the State, and WHEREAS, the Applicant will enter into a Contract with the State of California for the Project: NOW THEREFORE, BE IT RESOLVED that the Mayor and the Common Council of the City of San Bernardino hereby: 1. Approves the filing of an Application for local assistance funds from the Murray Hayden Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of2000; and Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and Certifies that Grantee has or will have available, prior to commencement of any work on the Project{s) included in this Application, the required Match; and Appoints the Director of Parks, Recreation & Community Services Department as agent to conduct all negotiations, execute and submit all documents including, but not limited to, Applications, agreements, payment requests and so on, which may be necessary for the completion of the Project. 2. 3. 4. 5.
