Subject:
Approve the submittal, project implementation schedule, and $25,000 local match allocation of the
Palm A venue Grade Separation Design Project Application for the Alameda Corridor East Tier I
Grade Separation Design Pool program.
Background:
SANBAG has announced a Call for Projects to allocate funds in the Alameda Corridor East Tier I
Grade Separation Design Pool Program. All tier 1 grade crossing improvements projects identified as
Priority Grade Crossing Improvement Projects by the SANBAG Board of Directors on March 7,
2001, not previously allocated AB 2928-Traffic Congestion Relief Program funds, are eligible in this
call for projects. Based on a year 2020 assessment, the proposed Palm Avenue Project was
initially rated #2 on this Tier 1 list of projects eligible for the design pool funding.
The total funds available for the Grade Separation Design Pool Program Call for Projects is $6.0
million. The funds will be awarded on a competitive basis at the discretion ofthe SANBAG Board of
Directors. The proposals will be evaluated on objective benefit/cost criteria similar to those used in
other SANBAG projects. SANBAG staffs assessment of the benefit will be based on the previous
prioritization of grade separation projects by the Board, with consideration for local match
commitments. Only design pool projects previously reviewed by SANBAG's Board will be eligible
for funding. Local match is also viewed as an important indication of a jurisdiction's
commitment to see a project through to completion.
The City is proposing to submit the Palm Avenue Grade Separation Design Project application as
a joint cooperative project with the County of San Bernardino. The County has partial jurisdiction in
the vicinity of the project location on Palm Avenue and maintains Institution Road, which is westerly
of the BNSF railway lines (see attached map). The County of San Bernardino will also submit a
Letter of Commitment to be included in the project application once the Board of Supervisors has
acted on the request.
It is generally believed having a project "shelf ready" will increase the chances of receiving
construction funding for projects in up coming Federal/State Aid funding cycles.
Finaucial Impact:
The total estimated design cost of the Palm Avenue Grade Separation Design Project is
$2,067,000. To make the project application more viable, the respective Staffs are recommending
that the City and County agree to contribute $25,000 each towards the cost of this project. If
approved the recommended source of funds would be the Y2 cent sales and road tax fund in the FY
2002/03 budget.

WHEREAS, SANBAG has announced a call for projects to allocate funds in the

WHEREAS, the proposed Palm Avenue Grade Separation project is rated #2 on the Tier

WHEREAS, The City is proposing to submit the Palm Avenue Grade Separation Design
Project as a joint cooperative project with the County of San Bernardino, who has submitted a
Letter of Commitment to the project. The City and County will each contribute a 525,000 local
match towards the design cost of the project since local match allocations are viewed as an
important indication ofajurisdiction's commitment to the project.
NOW, THEREFORE BE IT RESOLVED that the Mayor and Common Council of the
City of San Bernardino approve the submission, project implementation schedule, and 525,000
local match allocation of the Palm Avenue Grade Separation Design Project Application for the
Alameda Corridor East Tier 1 Grade Separation Design Pool Program Funding (attached and
25 incorporated herein as Exhibits "A" through "D").

EXHIBIT D: MOBILITY BENEFITS INPUT DATA

SUPPLEMENTAL QUANTITATIVE/QUALITATIVE ANALYSIS: Emphasis in the evaluation process will
be given to objective benefiVcost considerations. The assessment of benefit will be based on the
elimination of projected Year 2010 delay, and cost will consider only design pool costs or amount of
funds requested. In the space below, please provide a concise description of any additional mobility
benefits in the project area beyond elimination of the projected year 2010 daily delay identified in Table 1
of the Call for Projects. Examples include: improved safety and history of traffic collisions,
community/environmental impact, limited alternative routes, and prolonged crossing closures associated
with train switching activity, proximity to intermodal facilities, etc..
The additional City ICounty mobility benefits that will be derived from the construction
of the Palm Avenue grade separation project include:

· The construction of an adjacent grade crossing on Palm Avenue would alleviate the
anticipated future growth spawned traffic congestion along University Parkway,
between the Cal State University campus and the future Rte 210 Freeway connection.
These are the only two surface streets that cross the BNSF railway lines between
Highland Avenue/27th Street and the Verdemont residential community. The
construction of a second grade crossing at Palm Avenue would lessen the traffic
burden at the University Parkway/State Street Grade crossing and would offer a
viable "delay free" traffic detour alternative during traffic accident incidents and
construction activities on University Parkway. Both City and County residents and
stakeholders would benefit from this construction proposal.
· The safety considerations associated with school bus / passenger car traffic crossing
BNSF lines on Palm Avenue to (2) elementary and (I) middle public school
destinations in the Verdemont residential community would be enhanced with this
grade crossing.
· The Palm Avenue grade separation project would provide improved 1-215 freeway
circulation access to the County's Glen Helen Rehabilitation Center located on
Institution Road, westerly of the BNSF lines off Cajon Boulevard.
· Convenient access from the 1-215 Freeway to the County Glen Helen Regional Park!
Blockbuster Entertainment Complex parking facilities via Institution Road would be
of significant benefit throughout the ten weekend duration of the springtime
Renaissance Fair activities and the numerous scheduled music concerts throughout
the year.

· Future growth/traffic congestion in the State College Industrial Park, located along
Hallmark Parkway/Industrial Parkway between University Parkway and Palm Avenue
would be mitigated with an alternative route that would guarantee minimal delay
across the BNSF lines at Palm Avenue. The Palm Avenue grade crossing would
generate a greater northbound dispersal of traffic along Industrial Parkway in the
industrial park.
Tier I. Grmle S"epararion Design Pool Progmm
Call for Projects
.
· Existing and future residential! commercial development along Cajon Boulevard
between State Street and the regional park would benefit from a second grade
separation for congestion reasons previously mentioned. Existing residential
development includes the Cimmarron Ranch community. Future commercial
development includes the proposed Calmat facility, to be located southwesterly of
Institution Road.
· The fiat terrain and existing vacant land conditions adjacent to the site on Cajon
Boulevard and Palm Avenue could expedite right-of-way proceedings and require a
minimum of preparation for construction of the grade crossing. There are no existing
structures in the area to be relocated or demolished. Institution Road is a dirt/gravel
roadway requiring only minimal debris removal.
· The grade separation project is compliant with CMP and AQMD Guidelines for
reduction in vehicular exhaust emissions by reducing vehicular delay.
