Sublect:
Authorization to install a 4-way stop at the intersection of Marshall Boulevard at Arden
Avenue.
Backeround:
The Traffic Engineering Section received a request to install a 4-way stop at the intersection of
Marshall Boulevard and Arden A venue. The request was received from a citizen that lives in this
area. The north side of the intersection is within the jurisdiction of the County of San Bernardino.
The requestor is concerned that several accidents have occurred within the last several months and
feels that a 4-way stop will alleviate this situation.
The Traffic Engineering Section of Development Services evaluated the request. The intersection
is located in a predominantly residential area. However, both Marshall Boulevard and Arden
A venue are classified as Major Arterial streets in the City's General Plan. There is a nearby
church and a school. The intersection is currently controlled by a two-way stop for east and
westbound traffic. There are two cross-gutter dips within the intersection and advanced "DIP"
warning signs with 10 m.p.h. advisory signs. However, deep gouge marks were observed on the
roadway at the dips.
The following are the volumes on the approaches to the intersection:

There have been no recorded accidents at the intersection from January I, 1998 through
December 31, 2000 (3 years).
The Traffic Safety Committee evaluated this issue. Although the intersection does not meet
Federal/State warrants for a 4-way stop, the Committee recommended that it be installed to
improve overall safety at this intersection. The Committee felt that there is an obvious driver
perception that north and southbound traffic stop. Staff feels that this is mainly due to the
cross-gutters that currently exist across the north and south legs of the intersection. North and
southbound traffic are forced to slow down significantly to a near stop. Additionally, the deep
gouge marks that were observed at the gutters indicate that some motorists are not handling the
dips very well. Additional stop signs for north and southbound traffic should help mitigate this
situation.
The County's Traffic Engineering Division has been contacted relative to this issue. The
County concurs with the findings and reconunendations of City Staff and will seek approval
from the Board of Supervisors to establish a 4-way stop at this intersection.
The City will install the proposed stop sign for northbound traffic and the County will install
the stop sign for southbound traffic. The time of their installation will be coordinated so that
both stop signs are installed at the same time.
The attached Resolution contains several corrections as follows: Resolution No. 655 is being
brought up to date to reflect current field conditions for both Arden Avenue and Marshall
Boulevard. The existing stop signs on Arden Avenue were either installed under Resolution
2482 (Stop Intersections) or while these roads were still under the jurisdiction of the County.
The same is true for Marshall Boulevard with one exception. There is currently a "blanket"
resolution in effect that legally allows the installation. of stop signs on all streets approaching
Marshall Boulevard. This resulted in the installation of stop signs on Rockford and Belvedere
Avenue's approaches to Marshall Boulevard. Approval of the proposed Resolution would
include these stop signs under Resolution No. 655.
Financial Impact:
The estimated cost of $ 400.00 for installing the new stop signs will come from Account No. 001-
187-5111 (Signing and Striping Materials)
Recommendation:
Adopt Resolution.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 655 ENTITLED, IN PART, "A RESOLUTION...
DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS
THROUGH HIGHWAYS..." AND ESTABLISHING A FOUR WAY STOP AT
THE INTERSECTION OF MARSHALL BOULEVARD AND ARDEN A VENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or
portions thereof, as through highways, Section One is amended by amending Subsection
(1) to delete Marshall Boulevard.
SECTION 2: Resolution No. 655, which designates certain streets, or
portions thereof, as through highways, Section One is amended by adding Subsection
(1.4) ARDEN AVENUE to read as follows:
" (1.4) ARDEN AVENUE
(A) From Pacific Street to and including Foothill Drive/Piedmont Drive
excepting vehicles travelling eastbound and turning south from
Foothill Drive.
(B) At its intersection with Lynwood Drive (4-Way Stop).
(C) At its intersection with Marshall Boulevard (4-Way Stop)."

SECTION 3: Resolution No. 655, Section One is amended by adding
Subsection (9.9) MARSHALL BOULEVARD to read as follows:
" (9.9) MARSHALL BOULEVARD
(A) From Little Mountain Drive to and including Parkside Drive,
excepting Miramonte Drive and for eastbound traffic at Ladera
Road.
(8) At its intersection with "G" Street, (4-Way Stop).
(C) At its intersection with Mt. View Avenue, (4-Way Stop).
(D) At its intersection with Parkside Drive, (3-Way Stop).
(E) At its intersection with Bonnie Street.
(F) At its intersection with Arden Avenue, (4-Way Stop).
(G) At its intersection with Belvedere Avenue.
(H) At its intersection with Rockford Avenue. "
