CJ(:SJ;)- \ \3 Agenda Item No.JD J./ /151 {)(Y CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to install a 4-way stop at the intersection of Irvington A venue and Walnut Avenue. Backeround: The Traffic Engineering Section received a request to install a 4-way stop at the intersection of Irvington Avenue and Walnut Avenue. The request was received through a petition from the residents of the area near the intersection and the Verdemont Neighborhood Association. The association feels that installation of a 4-way stop at this intersection would enhance traffic safety in their neighborhood. The Traffic Engineering Section of Development Services evaluated the request utilizing the Administrative Policy for Stop Sign Installation. Both, Walnut Avenue and Irvington Avenue are classified as local residential streets. Pursuant to that evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy. This warrant is satisfied when sixty (60) percent of the residents located within six-hundred (600) feet of the proposed stop sign, sign a petition agreeing to its installation, and two other criteria are met. In this case criteria B-3 and B-7 are met. Part B-3 of the warrant is met when one or more of the streets is at a grade of more than five percent and part B-7 is met when, during at least two hours of an eight hour period, at least 200 vehicles enter the intersection from all approaches, 125 of these vehicles must cross the major street. Based on traffic counts completed by staff, this part of the warrant is met during the four hours from 3:00 to 7:00 p.m. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends that the installation of a 4-way stop at the intersection of Irvington Avenue and Walnut Avenue. The attached Resolution also contains a correction. An existing 4-way stop at the intersection of Walnut Avenue and Belmont Avenue was included. This 4-way stop was approved by the Mayor and Council on June 19, 2000, however, Resolution No. 655 was not amended accordingly. Financial Imuact: The estimated cost of $ 500.00 for installing the new stop signs will come from Account No. 001- 187-5111 (Signing and Striping Materials) Recommendation: Adopt Resolution. (B) At its intersection with Irvington Avenue (4-Way Stop)." SECTION 2: Resolution No. 655, Section One is amended by amending Subsection (8.6) IRVINGTON AVENUE to read as follows: " (8.6) IRVINGTON AVENUE (A) Between Palm Avenue and Pine Avenue.
