Synopsis of Previous Council Action:
3/20/02 - Ways and Means Committee recommended approval of $18,739.67 in fee
waivers for the 2002 Cinco de Mayo celebration
4/2/01 - Council approved the request for $9,179.54 in waiver of fees for the 2001
Cinco de Mayo festival.
Recommended motion:
That the request from the Hispanic Chamber of Commerce for waiver of fees for
City personnel and equipment in the amount of $18,739.67 to assist in the
conduct of the Cinco de Mayo festival, scheduled for May 4 and 5, 2002, be
approved.

STAFF REPORT
SUBJECT:
Request for a waiver of fees from the Hispanic Chamber of Commerce for personnel and
equipment costs in the amount of$18,739.67 associated with the conduct of the 2002 Cinco de
Mayo festival scheduled for May 4 and 5, 2002.
BACKGROUND
The Hispanic Chamber of Commerce is proposing to hold a Cinco de Mayo festival on Saturday
and Sunday, May 4 and 5, 2002. The organization proposes to close Court Street between "E"
Street and Arrowhead Avenue, and "D" Street between 3rd and 4th Streets. Various vendor
booths, food booths, two beer gardens, and two to three stages will be set-up along these streets.
The festival will be open to the public from 10:00 a.m. until 7:00 p.m. The organization proposes
to close the streets early Saturday morning, and re-open late Sunday evening.
FINANCIAL IMPACT
City departments provide services and/or require permits as follows:
Plannina Division
Temporary Use Permit fee of $340. Total waiver: $340.
Buildina Services Division
Permits and inspections are required for generators and temporary electrical wiring. Fee is
$72.80 per hour (X1.5 for overtime) for an estimated 3 hours. Total waiver: $327.60.
Public Works Division
The Public Works Division carries out the following duties for special events:
. Establishes temporary "No Parking" zones
. Implements, maintains, and removes road closures
. Maintains traffic safety in and around the event boundaries, including temporary traffic
control
It is estimated that approximately 50 barricades will be required for a deposit of$250. Total fee
waiver: $1,342.50.
City Clerk's Office
All vendors must obtain Business Registration Certificates. This fee cannot be waived. A license
inspector will be on site Saturday morning for approximately 5 hours at a rate of$33.50/hour.
Total fee waver: $167.50.
Public Services
Provision of solid waste services. Public Services will sponsor this event; therefore, no fees are
required.
Fire
Pennits are required for tents, canopies, and cooking facilities. Total fees are estimated and may
vary based on the actual participating vendors.
. Two standby personnel (inspectors) - in area of cooking in canopies/tents at $33.23/hour X 2
X 10 hours = $1063.36.
. Tent pennits - $120.51 X 2 = $241.02. (Note: the number of tents was not specified, but staff
estimated two, with a potential of two more covering the stage areas. The food vendors
usually have tilt-ups that do not meet the requirement for a permit. )
. Event inspection - $80.34.
Total fee waiver: $1384.72.
Police
Police personnel and equipment costs have been estimated at $15,177.35. A complete Tactical
Action Plan (TAP) is attached for your review.
CONCLUSION
The total estimated fee waiver for this event is $18,739.67 from the General Fund. Last year's
fee for a one-day event was $9,179.54. This year's event is a two day event and the estimate is
based upon the number of personnel the Police Dept. has determined is needed to police the
event due to the musical venue and the anticipated crowds. There is also an increase in overall
departmental personnel costs over last year.
In addition to the request for the $18,739.67 waiver of fees, the Committee also considered a
request for $15,000 for the special appearance fee of Derek Parra was heard at the Ways and
Means Committee meeting of March 20,2002. After some discussion, the Committee approved
the waiver request and the Hispanic Chamber withdrew the request for $15,000 in direct funding.

The Inland Empire Hispanic CbamberofCommcrce is requesting the City's support in
our Cinco de Mayo Family Festival schedule for Saturday lUId Stmday May 4 & 5. 2002
in dQWntoWl1 San Bernardino. The festival will in~lude the closure of Court Slreet
be.tween "E" Street and Arrowhead Avenue, and "D"S1reet between )... Street and 4th
Street We propose to close the stteel5 early Saturday morning and re-open late Sunday
evening. Various vendor booths, food booths, two beer gardens. and two mges will be
set-up along these streets. The festival will be open to the public from 10:00 a.m. UDlil
7:00p.m.
Derek Parra GOld Medallist winoer will be our Event Grand Marshall. This event will
encourage family participation including pcrfOl'lllallCes by students from our local sc:boob
and local perfomers. This event will. abo bring thousands from people to the downtown
area who can buyfcom local vendors, go to a movie or eat at local restaurant. This will be
a cultural event but it will also provide opportunity for vendors that want to reach the
growing Latino mittel. We feel this is a positive event for our city.

The Traffie Division provides barrica4es for street closures. The fee for the estab1isluncnt
oftemporary No Parking ZOIleS and drop otli'piclc: up cifbarricades. There is a $5 per
barricade (refundable) dqx>sitrequired. It is estimated that approJ(imately SO barricades
will be required for a deposit of$2S0.

reqlleSt that the licensed inspector cost be waived.
