POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the April 1, 2002
Council meeting.
CLASSIFIED
GENERAL FUND
1. Dispatcher I (Ulloa, M.1-Appointment
POLICE
This appointment will fill a vacancy created through attrition in the Dispatch Center.
Dispatch is a critical function of the Police Department. Cost savings associated with
vacancies are entirely offset with backfilling these positions with full-time Dispatchers,
Community Service representatives or Police Officers working overtime. Oftentimes,
non-dispatcher replacements impact the level of quality service provided to the public
and field personnel due to their lack of familiarity with the CAD operations. Hiring this
individual will help reduce the need for overtime by having an adequate contingent of
personnel to staff in the Dispatch Center.
17. Electrician II (BriQ¢s, F.l -Promotion
DEVELOPMENT SERVICES
This promotion will fill a vacancy created as a result of a promotion. Filling this position
is necessary to provide adequate crew staffing for the Traffic Signals & Lighting Section
of the Public Works Division. This position will provide service support for the section's
many duties and responsibilities.
18-19. Police Records Supervisor (Wessell, S.; Woodall, M.) -Promotions
POLICE
There are four (4) authorized Police Records Supevisor positions, with two (2) of these
positions being filled (currently, there are two (2) Police Records Supervisor vacancies).
The Police Records Supervisor position is a supervisory position within the Records
Bureau. The Records Bureau runs on a 22-1/2 hour schedule, seven-days-a-week. When
vacancies occur in this position, there is no supervision of personnel for at least three
days in each shift.
Cost savings associated with vacancies are entirely offset with backfilling these positions
with full-time record clerks or community service representatives working overtime.
Oftentimes, replacements from outside the Records Bureau impact the efficiency and
level of quality service provided to the public due to their lack of familiarity with the
Records Bureau operations.

With the above promotions from the position of Police Records Clerk I to Police Records
Supervisor, there will be increased efficiency, as these employees can directly supervise
the personnel, as well as provide direction when operational procedures arise and resolve
any problems.
20-21. Sanitation Route Supervisor (Rodriguez, 7.; Williams, E.) -Promotions
PUBLIC SERVICES
One (1) vacancy is the result of retirement and one (1) vacancy is the result of an
additional new position approved this fiscal yeaz. With the increase in refuse and
recycling services within the City, it is necessary to fill these vacancies to direct and
monitor numerous refuse collection crews. The aze also frontline supervisors who will be
performing refuse operations in the field. There will be an increase in productivity due to
adequate supervision that will be provided as a result of these promotions.
