POSITION JUSTIFICATIONS
The following aze justifications for classified appointments, promotions and other
persommel actions to be reviewed by the Mayor and Common Council at the March 18,
2002 Council meeting.
CLASSIFIED
GENERAL FUND
1. Administrative Clerk II (Crosswhite, C.1-Provisional Appointment
FACILITIES MANAGEMENT
Facilities Management has had one (1) open Administrative Clerk R position since
September 2001. The incumbent has filled this position as a temporazy employee for six
months, and this appointment will let the incumbent fill the vacancy on a provisional
basis.
2.-3. Dispatcher I & II (Behr. R.; Lucas. J.; Rothstein. A.1- Appointments/Promotion
& 8. FIRE
These appointments aze to fill vacancies created as a result of one (1) promotion and a
second employee who did not fulfill the requirements needed to pass probation.
The promotion (#8) from Dispatcher I to Dispatcher II is an automatic promotion, which
occurs when a Dispatcher I has completed and met all of the requirements to pass the
one-yeaz probationary period. The employee passed the one-yeaz probation period and
was actually fulfilling the duties of a Dispatcher R with an effective date of 2/15/02.
If these vacant Dispatcher I and II positions aze not filled, the other Dispatchers would be
required to work mandatory overtime plus their regularly scheduled work hours. Cost
savings aze achieved by filling the positions rather than paying overtime, as well as
increased efficiency by having more personnel.
7. Fire Prevention Officer (Rothstein, A.1-Promotion
FIRE
This employee is being promoted to fill the vacant position created by a promotion. The
Fire Prevention Bureau is responsible for generating $322,600 in revenue. The revenue
cannot be collected without Fire Prevention Officers to do the required permit
inspections. It is important that this position is filled immediately, so that the projected
revenue can be collected by the Fire Depaztment.

14. Administrative Clerk II (Stawarski, L.l -Provisional Appointment
DEVELOPMENT SERVICES
This position is essential for maintaining and improving the Development Services
Department's direct customer service. The person in this position provides reception
services at the busy front counter and provides support to the technical staff who process
permits at the counter.
The incumbent has excellent clerical and computer skills. These skills will be an
important asset to the department. Along with reception services, this employee will be
cross-trained on the automated permit system. This training will enable this employee to
respond to inquiries from the public on permit status and inspection results and also enter
inspection requests. In addition, this position will provide clerical support to other
divisions of the department, as needed.
