Authorization to establish a "No Parking Any Time" zone on the east side of Tippecanoe
A venue between 9'1h Street and Base Line Street.
Backeround:
The Engineering Division received a request from an apartment manager at 1025 N. Tippecanoe
Avenue to prohibit parking in front of her complex. The complex is located on the east side of
Tippecanoe Avenue between 9th Street and Base Line Street. The manager claims that large
vehicles including semi trucks and school buses constantly park in front 'of the apartment
complex creating visibility obstructions to residents attempting to enter Tippecanoe Avenue.
Traffic Engineering Staff evaluated the request and confirmed the requestors concerns. On
several occasions, buses and trucks were observed parked in front of the apartment complex.
They park close to the driveways obstructing the view of motorists attempting to enter
Tippecanoe Avenue from the apartment complex. Consequently, to alleviate this situation, staff
is recommending that parking be prohibited in front of the complex as requested.
Additionally, in the course of the investigation it was noted that no parking signs already exist on
the east side of Tippecanoe Avenue from 9th Street to approximately 700 feet north of 9th Street.
This is approximately where the apartment complex property begins (it then continues to the
north). This "No Parking" zone was probably installed by the County while this area was still
under their jurisdiction. Staff feels that it should be left in place as it enhances traffic flow
through this section of Tippecanoe Avenue. These signs combined with the proposed signs in
front of the complex would effectively eliminate parking on the east side of Tippecanoe Avenue
between 9th Street and Base Line Street, with the exception of a 500 foot section just south of
Base Line Street. This area is fronted by Wayne Head Sales and Service, a business that
provides recreational vehicle service.1 Staff contacted the owner of this business. The proposal
to eliminate parking on Tippecanoe Avenue was presented to him and he requested that the "No
Parking" zone be extended to include the section of Tippecanoe Avenue that fronts his property.
Consequently staff recommends that parking be prohibited on the entire east side of Tippecanoe
Avenue between 9th Street and Base Line Street.
The attached Resolution contains a correction that includes the "No Parking" zone established by
the County. Additionally, a section was eliminated which included a "No Parking" zone on
Tippecanoe Avenue between Santa Fe Street and Mill Street. This section is already covered
under section "A" which establishes a "No Parking" zone on Tippecanoe Avenue between the I.
10 Freeway and Mill Street.
Financial Imuact:
The estimated cost of $ 2,000.00 for installing the new "No Parking" signs will come from
Account No. 001.187-5111 (Signing and Striping Materials)
Recommendation:
Adopt Resolution.

NO. 3985 ENTITLED, IN PART, "A RESOLUTION...PROHIBITING PARKING UPON
CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF..." TO
ESTABLISH A NO PARKING ANY TIME ZONE ON THE EAST SIDE OF
TIPPECANOE AVENUE BETWEEN NINTH STREET AND BASE LINE STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 3985, which prohibits parking upon certain
designated streets or portions thereof, Section One, Subsection (31.07) TIPPECANOE
