POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the March 4,
2002 Council meeting.
CLASSIFIED
GENERAL FUND
1. Animal Shelter Attendant (Remer. 1.) - Provisional Appointment
ANIMAL CONTROL
The duties of the Animal Shelter Attendant are to clean, medicate, to feed and care all of
the shelter animals. The Animal Shelter Attendant provides "in person" services to the
public such as adoptions, redemptions, receiving animals and general information with
animals/problems. Filling this position will allow the Animal Shelter staff to provide
adequate care and treatment to the animals and bring the staffing levels to its full total of
five (5) while the Animal Control Department establishes an eligibility list.
5. Community Service Officer I (Hill. J.) - Appointment
POLICE
There are currently four (4) openings in our Community Service Officer I position.
These positions are assigned both to the front desk and/or the field depending on
assignments requested by others. Filling this position will increase the efficiency of
service to the public to respond to calls for service or walk-in telephone inquiries. This
position is critical in increasing police officers' ability to take more critical emergency
calls.
7. Supervising EQuipment Mechanic (Riddle. M.) - Promotion
PUBLIC SERVICES
The vacation position of Supervising Equipment Mechanic is the result of a promotional
appointment, and this position has been vacant since September 2001. This position will
be the supervisor for the Fleet Division's uight shift. Filling this vacancy will result in an
increase in the productivity of all Equipment Mechanics. This position directs,
supervises and assigns work to all Equipment Mechanics. Without this position, the
uight shift would have no supervision.

8-10. Disoatcher II (Dolezal. D.: Garcia. V.: Gonzales. K.) - Promotions
POLICE
The above three (3) employees have been in the Dispatcher I classification since the year
2000. These promotions to Dispatcher II are automatic based on time served and good
standing. The incumbents are fully-trained dispatchers. The Dispatcher II position is a
training position and is necessary to train new dispatchers. Their knowledge and
expertise in this area is necessary in the Dispatch Center.
