BACKGROUND On January 22, 2002 The Mayor and Council approved the reorganization of the Animal Control Division, which included authorization of three additional Animal Control Officers and the additional funds for three new trucks for the new Animal Control Officers. Funding for the three positions and related vehicles is provided by the Animal Control Department" recently approved contract with the City of Fontana. The City of San Bernardino Mayor and Council adopted Resolution 2001-74 on April 16, 2001 for the purchase of various vehicles in accordance of Bid Request F-01-48A. Item #008 of the bid request was awarded to Crest Chevrolet of San Bernardino for the purchase of one 2002 One-Ton Extended Cab and Chassis. More than one bid response was received. A notice was received from Crest Chevrolet informing the City of the opportunity to purchase additional model year vehicles at the same bid price of $22,982.31 plus tax, see Attachment 1. Section 3.04.010, paragraph B.2 of the Municipal Code allows an exemption for purchases competitively bid within one year, for which more than one response was received, and the vendor has established a set price. In cooperation with Animal Control, the type of truck chassis used was changed from a Standard Cab to an Extended Cab to provide additional working room for the Animal Control Officers. The Fleet Division received the first truck chassis and solicited bids for the body. K.P.K. Truck Body Manufacturing and Equipment Company of Los Angeles was the lowest qualified bidder. There were no vendors within the City of San Bernardino that constructs Animal Control bodies. Based on input from Animal Control regarding body compartments and attachments, the first body was custom designed by K.P.K. Truck Body and a purchase order was submitted on December 6,2001 to K.P.K. Truck Body for the manufacture of one Animal Control truck body needed for the Extended Cab and Chassis. The cost for the one unit was $10,857.50. Based on the proposed additional three vehicles, on January 23, 2002 the City received a reduced estimate amount of $10,667.25 per unit, including tax, for a total of $32,001.75, from K.P.K. Truck Body; which is pricing for three bodies. We are requesting approval for a purchase order for a total of $32,001.75. The vehicles and truck bodies will be ordered upon' award of the purchase order. FINANCIAL IMPACT The recently approved contract that Animal Control has with the City of Fontana provided funding for the purchase of three (3) Animal Control trucks. Accordingly, funds for these purchases were budgeted in the amended FY2001/2002, Fleet expenditure budget, in Account No. 635-341-5701, Motor Vehicles; and corresponding revenue was added to the Fleet fund to pay for this purchase. A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PIGGYBACK PURCHASE ORDER TO CREST CHEVROLET FOR THREE (3) ONE-TON EXTENDED CAB AND CHASSIS TO BE UTILIZED BY THE ANIMAL CONTROL DEPARTMENT; AND AUTHORIZING A PURCHASE ORDER TO KPK TRUCK BODY MANUFACTURING FOR MANUFACTURING ANIMAL CONTROL TRUCK BODIES FOR THE THREE CHASSIS BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Mayor and Common Council on April 15, 2001 awarded a purchase order to Crest Chevrolet of San Bernardino for the furnishing and delivery of one (1) One-Ton Extended Cab and Chassis; and that Crest Chevrolet has agreed to provide additional purchases of the same vehicle for the same amount; and pursuant to this determination, the Purchasing Manager is hereby authorized and directed to issue a purchase order to Crest Chevrolet for three (3) One-Ton Extended Cab and Chassis', for the total amount of $74,290.32. SECTION 2. That K.P.K. Truck Body Manufacturing and Equipment Company manufactures Animal Control truck bodies; pursuant to this determination, the Purchasing Manager is hereby authorized and directed to issue a Purchase Order to K.P.K.Truck Body Manufacturing and Equipment Company for a total amount of $32,001.75. SECTION 3.
