appointments, promotions and other personnel actions to be reviewed by the Mayor and
Common Council at the February 19. 2002 Council meeting.

POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the February 19,
2002 Council meeting.
CLASSIFIED
GENERAL FUND
1. Administrative Clerk II (Patterson.S.) - Appointment
ANIMAL CONTROL
The Administrative Clerk II position has been added as a clerical position for the License
Section of the Animal Control Department.
The ability to enter license information into the computer system will help to increase
efficiency in the department, along with the adequate data entry support for the
paperwork produced by the (8) eight Animal License Checkers. This appointment will
also increase customer service by providing prompt service for customers at the Animal
Control Office.
2. Animal Control Officer (Zeigler. F.) - Appointment (Provisional)
ANIMAL CONTROL
The Animal Control Officer provides services to the community in the field. These
services include enforcement of state and city laws, as well as stray animal apprehension,
dead animal removal, cruelty investigations and public education.
Adding one (I) Animal Control Officer will help reduce the burden of the other officers
in the city. This provisional appointment will enable the Animal Control Officers to
spend more time on each complaint, which will help to permanently resolve some of our
animal control related problems. This appointment will also increase customer service by
providing more prompt service to citizens in the field.
7.& Account Clerk II (Gonzalez. F.: Lewis. D.) - Appointment
9. POLICE
There are two (2) vacant positions of Account Clerk II being filled in the Alarm
Compliance Unit. One vacancy was created by a promotion; and the other position is a
new position, which was approved by the Mayor and Common Council in July 2000.
These appointments are required to meet the ever-increasing needs of the City Alarm
Ordinance. These appointments will increase revenues by allowing more follow-up on
delinquent accounts and processing of accounts to be forwarded to collections.
Anticipated revenue increase is $75,000 per fiscal year. Filling these positions will also

assist in tracking chronic false alarm locations and working with alarm owners to correct
the false alarm problem or place the location on "No Response" status. This will reduce
calls for service for false alarm calls freeing up officers for more important calls.
Reduced calls for service to false alarms benefits both the Police Department and the
public.
11. Communitv Service Officer I (Newbrv. B.) - Appointment
POLICE
There are currently two (2) openings in the Community Service Officer I position. These
positions are assigned both to the front desk and/or the field depending on assignments
requested by others. Filling this position will increase the efficiency of service to the
public to respond to calls for service or walk-in and telephone inquiries. This position is
critical in increasing police officers ability to take more critical emergency calls.
12. Public Safetv Svstems Manager (Ecklev. M.) - Out-of-Phase Merit Increase
IFORMATION SYSTEMS
The Public Safety Systems Manager continually researches and comes up with money-
saving ideas and new programs that benefit the Police and Fire Departments. This
employee has done extensive work helping public safety identify costs for grant
applications, and is responsible for managing a number of the resulting projects. The
Public Safety Systems Manager was tasked with temporary management of a second
division of Information Systems for approximately a seven-month period, doubling the
workload. This employee puts in endless hours on an ongoing basis, and is an
outstanding employee.
