C"I c:1 " Re: Murder of Honey Jordan on December 31,2001 Dear Mayor Valles and Honorable Councilmembers: I am writing to you as the representative of the family of Honey Jordan. As you are no doubt aware, today marks the one month anniversary of the tragic and violent death of Mrs. Jordan while she patronized a business here in the City of San Bernardino. The Jordan family is aware that substantial police resources and the dedicated efforts of the San Bernardino Police Department are being applied to identifying and apprehending Mrs. Jordan's killer. The fa..-nily fears, however, that after a month, the trail may be growing cold. For that reason, we believe that a 'jump start" to this investigation is warranted. The purpose of this letter is to request that the San Bernardino Common Council approve a substantial reward fund for information leading to the arrest and conviction of Mrs. Jordan's killer. We believe that a reward in the amount of$50,000 is appropriate. The family gratefully acknowledges that the San Bernardino Police Department has offered a reward in an unspecified amount. However, we understand that such reward is limited, without Council approval, to $5,000. Moreover, and most importantly, that reward has failed to produce information leading to the identity of the killer. Somebody in the community has information that will identify the person who killed Mrs. Jordan. It is the family's hope that a reward of the size proposed will garner significant attention through the media and will convince those who have relevant information to come forward. January 31, 2002 Page 2 The Jordan family is not ignorant of the concern that some might try to paint such a reward as favoring a white crime victim over others who suffer from criminal activity in the City. However, we feel that such a perspective is not only unwarranted, but easily countered. What makes Honey Jordan's murder so disturbing to our community, and so deserving of this reward, is not Mrs. Jordan's race. Rather it is a number of other factors, the same factors that have made this crime front page news. Among those factors are: I. The randomness and brutality of the murder; 2. The fact that it occurred while Mrs. Jordan carried on an innocuous errand at a local business; and 3. The fact that the victim was a hard working community volunteer, and not a person who has affirmatively chosen a life style which exposes one to crime and criminals (such as drugs, gangs and similar life choices, which have been made by so many victims of violent crime). These very factors are reflected in the horror felt throughout the community at this savage crime. The typical reaction of so many of San Bernardino's citizens has been "that could have been me." That reaction reflects what is, perhaps, the most compelling reason for offering this reward: so long as Mrs. Jordan's killer remains at large, our residents and those who work in the City will be worried. Our community image, our business activity, and our property values will all suffer due to the fear resulting from this violent act. If, however, this killer is apprehended, we can all rest easier, and the City, and its image, can begin to move beyond this tragedy. We respectfully request that the Council immediately place this proposal on it's next agenda, and vote to approve this reward. It will be a important action, not just for the Jordan Family, but for the entire San Bernardino community. Very truly yours, Mark C.
