STAFF REPORT
Subject: Resolution to approve the release of Request for Proposals for Arts in Public
Places Projects by the Fine Arts Commission.
Background: $50,000 was budgeted in FY 2001/2002 by the Mayor and Common Council for
Art in Public Places.
The Fine Arts Commission has worked to establish the following Request for Proposal for Arts
in Public Places (AIPP) projects:
. Sculpture/casting representing the Spirit of the City of San Bernardino. Project will be placed
on the grounds surrounding City Hall, City of San Bernardino.
. Sculpture/water feature representing the cultural life of the City of San Bernardino. This
proposal will be for the design phase ofthe project. Site to be determined.
. Painted Mural representing life themes in the City of San Bernardino. Mural may be painted
directly on wall or painted on canvas and the permanently attached to wall. Design must be
adaptable to various size restrictions. Site(s) to be determined.
. Non-specific Visual Arts proposals will be accepted for consideration. Must include intended
installation site. If site is a privately owned site, then collaboration and cost sharing with
owner must be included in project.
This will be a three round process with Requests for Qualifications by artists being the first
round with a deadline of March 1, 2002. Request for Proposal Design is the second step with
deadline for submissions approximately April 19, 2002. Request for Formal Design and
maquette (as required by proposal) is the third step with deadline for final designs approximately
May 15,2002. The Fine Arts Commission expects to recommend the final projects to the Mayor
and Common Council in June 2002.
This Request for Proposals will be posted on the City of San Bernardino web site, as well as the
web sites of California Arts Council and California Association of Local Arts Agencies. The
Request for Proposals will also be sent to all the local newspapers as a press release.
Submissions will be ranked by the members of the Fine Arts Commission with advice and
cooperation from arts instructors at CSUSB and SBVC who are not submitting proposals. A
public forum for citizen input on the final designs will be held by the Fine Arts Commission.
Financial Impact: $50,000 was budgeted for Arts in Public Places projects in Fiscal
Year 2001/2002.
Recommendation: Adopt Resolution.

SAN BERNARDINO AUTHORIZING THE RELEASE OF REQUEST FOR PROPOSAL

4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The Mayor of the City of San Bernardino is hereby authorized to direct the
7 Fine Arts Commission of said City to release to the public Request for Proposal for Arts in Public
8 Places, a copy of which is attached hereto marked Exhibit "A" and incorporated herein by
9 reference as fully as though set forth at length.

REQUEST FOR PROPOSAL
The Fine Arts Commission of the City of San Bernardino is seeking
proposals for the following Art in Public Places projects:
~ Sculpture/casting representing the Spirit of the City of San Bernardino. Project will
be placed on the grounds surrounding City Hall, City of San Bernardino.

This proposal will be for only the design phase of the project.

This is a three round application process. First round is Request for Qualifications.
Applicants are to submit cover letter with general proposal for Art in Public Places,
resume, and at least twenty (20) and no more than thirty (30)slides of completed and
installed work, no more than 5 per work. In the Second Round, chosen artists will be
invited to submit detailed proposal and design ideas. Sites may be recommended in
second round. Third round will be request for formal design from selected artists. Submit
first round RFQ's, by mail or hand delivery, no later the 4:00 p.m. Friday, March 1,
2002. Materials must be in the hands of the Fine Arts Commission no later than deadline.
Postmarks are not acceptable. Submit to Fine Arts Commission, Mayor's Office, 6th Floor
City Hall, 300 N. D Street, San Bernardino, CA 92418 or Arts on 5th, 468 W. 5th Street,
San Bernardino, CA 92401. Further information may be obtained by calling 909-884-

Commission, City of San Bernardino, 909-884-3415. Deadline for submissions of
qualifications is March 1, 2002.
Note:

Visual Art funded by the City of San Bernardino becomes the property of the City
of San Bernardino with all rights reserved to the City of San Bernardino.
Fine Arts Commission reserves the right to request changes in project to conform
to project ideals and location requirements.
Higher consideration will be given to projects that are collaborative in nature
and/or projects that include citizens (children or adults).
