' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to establish a "No Parking Any Time" Zone on the south side of Lynwood Drive between four hundred twenty-five feet east of Golden Avenue and Lorna Avenue, on both sides of Mountain Avenue between Citrus Avenue and Lynwood Drive, on the north side of Citrus Avenue between Mountain A venue and Lorna Avenue, and on the west side of Lorna Avenue between Citrus Avenue and Lynwood Drive. Background: The City Attorney's Office, Police Department and the Development Services Department Traffic Engineering Section rece;\ed a written request from adjacent property owners to prohibit parking on the west side and east side of Mountain Avenue from Lynwood Drive to Citrus Avenue, on the north side of Citrus A venue between Mountain Avenue and Lorna Avenue, and on the west side of Lorna Avenue from Citrus Avenue to Lynwood Drive (See copy of petition and map attached as Exhibit A). Several on-site apartment managers and property owners have requested that parking be prohibited on these streets because of recent increased criminal activity such as public consumption of alcoholic beverages, loitering, loud playing of music from parked vehicles and alleged illegal drug dealing and use of illegal drugs. San Bernardino Police Lieutenant Ted Henson, Commander of Area C, and the City Engineer evaluated this request and concur that parking be prohibited on these streets. Staff recommends that parking also be prohibited on Lynwood Drive between four hundred twenty-five feet east of Golden Avenue and Lorna Avenue. There is a large vacant lot on the southwest comer of Lynwood Drive and Mountain A venue that extends down to Citrus Street. Financial Impact: The Traffic and Engineering Section estimates the cost to be $3,500.00 for installing the new signs, which should come from General Fund Account No. 001-187-511 (Signing and Striping Materials). Recommendation: Adopt Resolution. I ~.
