Synopsis of Previous Council Action:
On December 18, 2000, the Mayor and Common Cooocil approved a resolution amending
Resolution 6413, Section Thirteen, Temporary/Part-Time Employees, entitled in part, a
"Resolution. . . Establishing a Basic Compensation Plan. . . "by updating information codifying
prior Cooocil actions.
On January 14, 2002, the Personnel Committee recommended this item for approval.
Recommended Motion
I. Adopt Resolution.
2. Authorize the Director of Finance to amend the FY 2001/02 Budget and to transfer
$30,000 from General Food Budget (001-092-5011) into Part-Time Salaries in the
various departments impacted by the minimum wage increast.S G ~

STAFF REPORT
SUBJECT
Amendment of Resolution 6413, Section Thirteen, which establishes salaries for
Temporary/Part-Time Employees due to the mandated State of California minimum wage
increases and to update other Part-Time Salaries consistent with City of San Bernardino Class &
Compensation Study.
BACKGROUND
Effective January 1, 2002, the State of California minimum wage will increase from $6.25 to
$6.75 per hour. Resolution 6413, Section Thirteen, which details the City of San Bernardino's
Part-Time Salaries, is being amended to reflect the new minimum wage increases for the
following effected positions:
CATV ProductionIProgramming
Assistant
Crossing Guard
Food Service Delivery Person
Food Service Worker I
Groundsworker
Kitchen Helper
Typist Clerk (Library Literacy
Program)
Custodial Aide
Library Page
To avoid compaction, the salaries for the Food Service Worker n, currently $7.00 per hour, and
CATV ProgramminglTraffic Assistant, currently $10.00 - $12.00 per hour, will also be adjusted
to maintain current relationships. Staffis also recommending increasing the range for the Intem
position to $6.75 - $20.00 per hour.
Additionally, some part-time positions utilize the same hourly salary as their full-time
counterparts, and those salaries have been adjusted to reflect the action approved by the Mayor
and Common Council on October I, 2001, which implemented the full-time salary schedule as
part of the Class & Compensation Study. These positions include:
Dispatcher I, Part-Time
Dispatcher n, Part-Time
The resolution also adds the actions approved the Mayor and Common Council on March 19,
2001, which included the creation or adjustment of salaries for the following positions:
Law Enforcement Trainee
Volunteer Coordinator
Pool Manager I
Pool Manager n
Recreation Aide
Recreation Leader
Senior Recreation Leader
Recreation Specialist
Lifeguard
Senior Lifeguard
.
Finally, the amendment removes from the resolution the following non-budgeted part-time
position:
Liability Claims Specialist
FINANCIAL IMPACT
The cost of this action for the remaining six months of FY 2001/02 is approximately $30,000
spread out among various departments. The annual recurring cost of this action is approximately
$60,000.
RECOMMENDATIONS
1. Adopt Resolution.
2. Authorize the Director of Finance to amend the FY 2001/02 Budget and to transfer
$30,000 from General Fund Budget (001-092-5011) into Part-Time Salaries in the
various departments impacted by the minimum wage increase.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. Resolution No. 6413, Section Thirteen, is amended to read as follows,
effective January 1, 2002:
