Thank you ESR/dp ./ attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the January 22, 2002 Council meeting. CLASSIFIED GENERAL FUND 1. Assistant Planner (Foote. B.) - Appointment DEVELOPMENT SERVICES The Assistant Planner is an entry-level position responsible for processing various development projects and providing service to the public. Filling this position will help the Planning Division process development applications in a more timely manner and assist in meeting the goals established by the Mayor and Common Council. 2. Draftsoerson (Grigorescu. M.) - Appointment DEVELOPMENT SERVICES The current vacancy of the Draftsperson position is being created due to a promotion, which leaves a critical gao in support of the design staff. The position of Draftsperson prepares drafted plans, diagram, sketches and preliminary drawings under supervision from the designers for projects under the City's Capital Improvement Program (ClP). Filling this position with the selected applicant will allow the department to continue in completing design projects under the City's Capital Improvement Program, and will also fill the gap left by the promotion. 3. Construction Insoector (Stevens.W.) Appointment DEVELOPMENT SERVICES The current vacancy in the Construction Inspector 1 classification is an existing budgeted position. Filling of this vacancy will provide the necessary inspection personnel to adequately cover utility and land development permits. This position will be assigned to the utility permits and land development section, and the incumbent is expected to fill the gap left by the reassignment of our present inspector in the expanding City's Capital Improvement Program (ClP). The incumbent has approximately 12 years' experience in the construction trade. His experience in the construction trade as not only a laborer, but also as a supervisor, will enable the incumbent to perform at a Construction Inspector I level. The incumbent's field experience will afford him the ability to work immediately as an inspector; #8 1/22/02 therefore, training and direct field supervision will be at a minimum. We recommend that Mr. Stevens be hired at salary range "C" for the Construction Inspector I position. 5. Maintenance Worker II (Valdovinos. R) - Appointment PUBLIC SERVICES This appointment will fill a vacant position of Maintenance Worker II. Filling the vacant position will increase productivity in the department on areas such as maintenance, construction and repair of City sidewalks, streets and sewers, as well as increase service to the public. 17. Forensic SDecialist II (Johnson. C.) - Promotion POLICE When ill personnel move from ill Tech I, considered a probationary trainee position, to the ill Tech II position, it is a merit step increase rather than a promotion. The positional increase occurs when an ill Tech I demonstrates the skill, ability, and proficiency to be raised to the nexxt level. The increase occurs after review and recommendation of the unit's superivsor. The ill Tech II position was recreated to retain experienced employees in the unit because the city had idfficulty attracting qualified candidates for the position. After the city has paid the expense to train and educate these specialized personnel, it is necessary to provide them an incentive to stay. 18. Acconnt Clerk I (Marron. R) - Appointment (provisional) FINANCE The Account Clerk I position handles the collection of delinquent accounts receivables and provides clerical assistance for the accounting, budget and payroll divisions of the Finance Department. This position became vacant when the person previously filling this position was promoted into a higher position within the department. The primary responsibility of this position is the collection of delinquent accounts receivables. The success of collection efforts depends upon the City's ability to follow-up as soon and as often as possible. Without this position, collection duties have been divided among existing staff within the department. This position also provides support to the Budget Manager during the budget preparation process; there are no other clerical positions assigned to the area of budget. This position also provides clerical support to the payroll division when needed (data entry, scanning, filing, etc.). The candidate recommended for provisional appointment to this position currently works in the Finance Department through a temporary agency. (The Mayor and Council approved the hiring of temporary staff with the approval of the UUT Sunnner Rebate program at the 7/23/01 Council meeting.) .This temporary employee provides customer service for the UUT Rebate program and has also been handling some of the duties that were handled by the Account Clerk I position. The Finance Department is requesting authorization to provisionally fill the vacant Account Clerk I position with the temporary employee who is currently handling many of the duties of this position. The recommended candidate is bilingual and helps the #8 1/22/02 department assist bilingual residents with the City's Low-Income Program as well as the UUT Summer Rebate Program. The recommended candidate is a City of San Bernardino resident. 19-21. Refuse Ooerator II (Linares. 1.: Plumb. H.: Teran. C.) - Appointment/Promotion PUBLIC SERVICES The Public Services Department currently has 30 Refuse Operator II positions, including three (3) vacancies to date. These positions are essential to the department in performing refuse collection in the City. Refuse Operator II employees operate side-loading refuse trucks servicing the City's residential neighborhoods. If unfilled positions exist, the operation is limited. Other employees are temporarily reassigned, thus, affecting the Refuse Division's ability to service carts, deliver carts and handle other necessary services in the City. #8 1/22/02
