Curtis & Sons for self-contained breathing apparatus and cylinders in the amount of $49,396.80. BACKGROUND On July 10, 2006, the Mayor and Common Council approved resolution #2006-255 authorizing the Fire Department to submit the 2006 Metropolitan Medical Response System (MMRS) grant to the San Bernardino County Fire Department in the amount of $232,330. The amount awarded is for the acquisition of a command vehicle, communication equipment, emergency medical equipment, self-contained breathing apparatus (SCBA) equipment, hazardous materials equipment, and computer equipment. Previous MMRS grants have provided funding and support to the city to develop plans, attend training courses, acquire pharmaceuticals and first responder equipment, in order to achieve and maintain the enhanced capability necessary to respond to a mass casualty event. The 2006 MMRS grant allows us to purchase SCBAs and cylinders to meet National Fire Protection Association (NFPA) standards. Occupational Safety and Health Administration (OSHA) requires that SCBA's must be used in immediately dangerous to life or health atmospheres, including interior structural firefighting. Firefighters while performing interior structure fire attack must wear SCBAs and maintain voice or visual contact with one another at all times. This procedure ensures accountability between employees and assists in alerting personnel of any potential dangers To improve the safety of our firefighters responding to structure fires and hazardous incidents, Fire has implemented a SCBA replacement program. The program requires that SCBAs that have remained in service for 12 years shall be replaced. SCBAs are serviced annually and every 6 years they are completely rebuilt. Frequent repairs and wear and tear of SCBAs has made it necessary that we replace six (6) SCBAs that have reached their lifetime and no longer meet NFP A standards. In addition, Fire will need to purchase six (6) breathing air cylinders. These cylinders will replace cylinders that have reached the end of their service life. OSHA mandates that our type of cylinders serve a maximum life of 15 years. Also, OSHA mandates that we have two cylinders available for use for every SCBA at all times. This purchase will allow us to keep a reserve of cylinders available at all times. Fire is requesting authorization for the Director of Finance to issue a purchase order to L.N. Curtis & Sons for six (6) self-contained breathing apparatus units and six (6) cylinders that are manufactured by Survivair (attachment A). e e e Survivair is not the only manufacturer of breathing devices; however, Survivair is the exclusive brand used by the Fire Department, making compatibility essential. L.N. Curtis & Sons is the sole distributor of Survivair equipment in the Southern California area. In accordance with the City of San Bernardino Municipal Code Section 3.04.010B (3) purchasing procedures for "selective source", we recommend that L.N. Curtis & Sons be issued a purchase order for six (6) self-contained breathing apparatus units and six (6) cylinders. FINANCIAL IMPACT The total amount to be awarded to L.N. Curtis & Sons for self-contained breathing apparatus units and cylinders is $49,396.80. The Metropolitan Medical Response System Grant funds (123-758-5704) will be utilized for the procurement of the equipment. There is no financial impact to the General Fund. That the Mayor and Common Council authorize the Director of Finance or designee to issue a Purchase Order not to exceed 549,396.80 to L.~. Curtis & Sons, as a selected source vendor for self-contained breathing apparatus as set forth in the Quotation, attached hereto as Exhibit "A" and incorporated herein by this reference. SECTION 2. That L.N. Curtis & Sons is the only distributor of Survivair breathing apparatus in the Southern California area and currently all breathing apparatus used by the Fire Department is the Survivair brand, and furthermore, that the National Institute for Occupational Safety and Health does not allow for the integration of different brands of equipment, such as regulators, face masks, and devices. SECTION 3. This awarding of the purchase order to L.N. Curtis & Sons is exempt from the formal contract procedure set forth in San Bernardino Municipal Code Section 3.04.070 by the exemption set forth in San Bernardino Municipal Code Section 3.04.010(B)(3). SECTION 4. The Purchase Order shall reference this Resolution and shall be issued to L.N. Curtis & Sons for 6 self-contained breathing apparatus in an amount not to exceed 549,396.80; SECTION 5. The authorization to execute the above-referenced Purchase Order IS rescinded ifit is not issued within sixty (60) days of the passage of this resolution. IIII IIII '10.
