Synopsis of Previous Council Action:
6/4/2001 - Resolution 2001-146 approved extension of contract with Los Padrinos for
one year for citywide graffiti abatement.
8/20/2001 - Resolution 2001-269 executed a new Services Agreement with Los
Padrinos consolidating the Economic Development Agency and City Services
Agreement into one City master services agreement.
Recommended Motion:
Authorize the Finance Director to amend the FY 2001-2002 Adopted budget and
increase the Code Compliance Department budget by $166,700 and EDA revenue
reimbursement in a corresponding amount to reflect the contract/abatement costs to be
reimbursed with CDBG funds.

SUBJECT:
Authorize a budget amendment relating to the Service Agreement for Los Padrinos Youth
Services inadvertently omitted from the agenda of the August 20, 2001 meeting of the
Mayor and Common Council.
BACKGROUND:
A motion authorizing the Director of Finance to amend the FY 2001/2002 Code
Compliance budget to reflect changes made to the Los Padrinos Youth Service contract
was inadvertently omitted from the August 20, 2001, printed Council agenda, and was
therefore not adopted by the Mayor and Common Council.
On August 20, 2001 the City Council adopted Resolution No. 2001-269, a resolution
which created a new services agreement with Los Padrinos Youth Services. At that time
Los Padrinos had two contracts for service, one with the City and another with the
Economic Development Agency. The resolution consolidated the two contracts into one
City Master Services Agreement to be administered by the Code Compliance
Department. The contract was to be effective August I, 2001 and included $166,700
from the Economic Development Agency. A motion authorizing the Director of Finance
to increase the FY 2001-2002 Code Compliance budget by $166,700 to reflect the
Economic Development Agency contribution to the services agreement was included in
the staff report but was omitted from the printed agenda.
FINANCIAL IMPACT:
There is no net impact to the City's General Fund for this action. The Code Compliance
expenditure budget and the Economic Development Agency reimbursement revenue
account in the General Fund are both being increased in equal amounts. The CDBG
funds at EDA have already been appropriated for this purpose.
RECOMMENDATION:
Authorize the Director of Finance to amend the FY 2001-2002 adopted budget and
increase the Code Compliance budget by $166,700 and EDA revenue reimbursement in a
corresponding amount to reflect the contract/abatement costs to be reimbursed with
CDBG funds.
