MOTION A:
That the Mayor and Common Council/Community Development Commission approve in
concept a $10,000 assistance package and an Employment Linkage Agreement in an amount
not to exceed $10,000, to Dynamic Bindery in accordance with the terms and conditions set
forth in the staff report; further, that the Agency Administrator be authorized to draft and
execute an Owner Participation Agreement with Dynamic Bindery, and all other
implementing documentation; finally, that the Agency budget be increased accordingly.

DYNAMIC BINDERY
Dynamic Bindel)', currently located at 170 S. Arrowhead Avenue, has submitted a request for Agency assistance
in order to expand their 8,000 square foot operations at the present site. Due to sustained business growth, they
need to build a 4,000 square foot storage filcility and reconfigure their office space to gain additional production
area and increase efficiency.
Dynamic Bindety is a full service bindery to the printing industry. Because of their commitment to production
quality and reputation for customer service and on-time delivery, they have developed an established client base.
In 1996 sales exceeded $600,000 and 1997 sales are projected at approximately $800,000; moreover, 83% of
all sales revenue is currently generated from outside of San Bernardino. Approximately $ 2,243 is generated in
utility user tax revenue from the present location. Currently they employ 17 people, Dynamic Bindel)' expects
to add 10 new jobs within the first year after their expansion.
Dynamic Bindel)' proposes to construct the new 4,000 square foot building with the assistance of the property
owner. They are requesting Agency assistance in the amount of$20,000 for the demolition ofthe existing office
space and the relocation and construction of new office facilities. The company officers have considered a larger
location in Redlands for their operations; however, they would prefer to remain in San Bernardino.
Dynamic Bindety meets the Strategic Plan's criteria of a "basic tier" company in that they bring in revenue from
outside the City. Also, their planned expansion in San Bernardino will retain 17 jobs and create up to 10 new
job~.
RECOMMENDATION
That the Mayor and Common CounciVCommunity Development Commission approve in concept a $10,000
assistance package and an Employment Linkage Agreement in an amount not to exceed $10,000, to Dynamic
Bindery in accordance with the terms and conditions set forth in the staff report; further, that the Agency
Administrator be authorized to draft and execute an Owner Participation Agreement with Dynamic Bindery, and
all other implementing documentation; finally, that the Agency budget be increased accordingly.
DYNAMIC BINDERY
1. Dynamic Bindery to complete improvements to the business located at 170 S. Arrowhead Avenue, to
include the relocation and construction of new office space and the construction of a new 4,000 square
foot storage building for the purpose of expanding their present San Bernardino operation.
2. Dynamic Bindery to make best efforts to attract and recruit San Bernardino residents for the new
positions that are created as a result of the expansion project.

3. If, at any time before completing five continuous years of operation following execution of the Owner
Participation Agreement to implement this action Dynamic Bindery should cease operations within the
City, all funds provided through the Economic Development Agency shall be repaid to the Agency.

ECONOMIC DEVELOPMENT AGENCY
I. Under an Owner Participation Agreement with Dynamic Bindery, grant $10,000 as a reimbursement
for capital improvement costs related to the expansion of the office and manufacturing space at 170 S.
Arrowhead Avenue.
2. Enter into an Employment Linkage Program Agreement with Dynamic Bindery through SBET A, based
on the estimated ten new jobs created by the business expansion, with the Agency providing
reimbursement at the end of the initial 12 month period of $1,000 per new job ($10,000).
Based upon the foregoing, staff recommends adoption of the form motion.
