STAFF REPORT
Seven (7) extraction wells have recently been drilled by
the City Water Department as a part of the Newmark Groundwater
Contamination Superfund Site clean-up.
The United States Environmental Protection Agency has
plans at this time to drill six (6) wells to monitor these
extraction wells, with possibly more in the future. These wells
will be drilled in the street rights of way, at the following
locations:
1. Northwest corner of 10th Street and Acacia Avenue.
2. North side of 10th Street, between Arrowhead Avenue and
Pershing Avenue.
3. Tenth Street, east of Sierra Way.
4. Waterman Avenue at 10th Street.
5. Fourth Avenue, north of 41st Street.
6. Northwest Corner of Fourth Avenue and 42nd Street.

Work is scheduled to be started on these six wells in
late July, 1997.
EPA's consultant will contact our office to coordinate
the exact placement of the wells and traffic control Measures,
and apply for a Street Cut Permit. All wells will be equipped
with an at-grade utility box that is appropriate for each
location.
These wells will remain in service until such tine as the
Superfund Site clean-up is completed.
We recommend that the City Administrator be authorized to
execute letter agreements with the U.S. Environmental Protection
Agency granting permission to drill monitoring wells within City
street rights-of-way.

Newmark Groundwater Contamination Superfund Site
Dear Mr. Hardgrave,
EP A requests your permission to construct six monitoring wells in City right-of-way to monitor
the performance of the seven extraction wells that were recently installed by the City of San
Bernardino Municipal Water District as part of the Newmark Groundwater Contamination
Superfund Site cleanup.
Six maps showing the proposed monitoring well sites are enclosed. All wells will be completed
with an at-grade utility box appropriate for the location. We will designate these monitoring
wells as MW-12 through MW-17. The proposed locations are as follows:
. MW -12 will be located on the northwest corner of lOth Street and Acacia Avenue. This
location in front of a vacant lot and 10th Street is relatively wide here without too many
utilities. Some re-Iandscaping or sod may be necessary after well installation.
. MW -13 will be located on the north side of 10th Street between Arrowhead and Pershing.
This location is in front of a church parking lot. EP A will coordinate with the church to
ensure that access is not blocked during church events. 10th Street is relatively wide here
without too many utilities. Some re-paving will probably be required after well installation.
. MW -14 will be located either east of the intersection of Sierra and lOth Street or on the south
side of 10 street as shown on the enclosed map. Again, lOth Street is relatively wide here,
minimizing traffic control problems. Some re-Iandscaping or sod may be necessary after
well installation.

· MW-15 will be located on the east side ofWatennan at 10th Street. This well is proposed for
the sidewalk adjacent to a large, mostly empty, parking lot. Some traffic control will
probably be necessary. Re-Iandscaping the area adjacent to the sidewalk will probably be
necessary as well as some re-paving in the lot after well installation.
· MW-16 will be located on Fourth Avenue just north of the intersection with 41st Street. This
well is proposed near the middle of because of overhead lines on either side of the street, a
water line along the west side, a gas line along the east side, and houses on the east side. It is
likely that the street will have to be closed during drilling activities.
· MW-17 will be located at the northwest corner of the intersection of Fourth Avenue and 42nd
("A") Street. This well is proposed in front of a small church and associated yard. 42nd
Street widens in front of the church property, allowing minimal traffic control. A city bus
stop is located in this area and may have to be temporarily relocated. Some re-Iandscaping
and re-paving may be necessary after well installation.
We would like to contact your office to coordinate placement of the wells and any recommended
traffic routing and signage. A representative from URS Greiner (our contractor) will be
contacting your office shortly to begin the coordination.
Additionally, we have contacted approximately 17 property owners who own parcels adjacent to
the proposed work sites. Those parcels are marked in bold on the enclosed maps. In some cases
we will require access to those properties for equipment storage and staging. The final location
of the proposed wells may be dependent upon our ability to obtain access agreements from the
owners of these properties. We will continue to coordinate with your department as the locations
become fmalized.
With your approval, EPA proposes to begin construction of these wells in late July of 1997. We
are currently planning to begin with MW-16 or MW-17 and move sequentially to the additional
sites. Each well is expected to require approximately five to six weeks to complete.
Please consider this request an addendum to the letter agreement between Kevin Mayer and your
agency, dated January 30,1997, which was signed by Shauna Clark on February 26,1992 (copy
enclosed for your infonnation). All conditions in that agreement will be in effect for this
addendum, including arranging for appropriate street cut pennits and EP A's agreement to return
the site to substantially the current conditions. We would appreciate your signing this letter on
the following page and returning all three pages to me. A second signed copy is enclosed for
your records.
As you may know, Kevin Mayer has taken on new responsibilities with EP A, and I have taken
over the Newmark Superfund project. I hope we can continue the cooperative relationship that
you and Kevin have established. Please feel free to call me at 415-744-2397 if you have any

The. United States Envirotallental Protection Aqency (EPA) is
conducting a Remedial Investigation/Feasibility study in the
northern portion .of the City of San Bernardino to determine both
the sourceS and extent of 9roun4water contamination. This
contamination has resulted from the improper disposal of
chlorinated solvents (predominantlyPCE and TCE) that pose a threat
to the public health and the envirotallent. The major known site of
this disposal, which occurred from approximately 1958 through 1974,
was a shallOW pit along the western side of the flood control
channel that runs parallel to Little Mountain Drive.' our analyses
suggest that this may be the only significant source, but we cannot
eliminate the possibility of undiscovered upqradient sources. The
pattern of contamination in city of San Bernardino water supply
wells allows an approximation of the extent of the qroundwater
contamination, but some additional subsurface information is needed
at this stage of the investigation.
The EPA is scheduling the construction and sampl.ing of two
qroundwater monitoring wells in City of San Bernardirio right-of-
ways. (see attached maps) One well is proposed for the center turn
lane in Little Mountain Drive north of 48th Street, and the other
~n the median of Mountain View near 23rd s~eet. "The exact date
that drilling will, commence is dependent on the completion of other
work at the site, but a mid-February to early March start date is
anticipated. EPA will need to secure access to the Little Mountain
Drive location for approximately one week for construction of the
well, and for short periods of time (perhaps several hours per
samp~inq event) for the duration of the Superfund project in order
to sample the wel],. The well at the Mountain view site could
-require siqnificantly longer to drill, since the aquifer depth is
two to three times qreater. We hope to complete drilling within
one month or sooner.
The need for additional drilling or remedia~ activities on city of
San Bernardino property will be determined upon 'analysis of the
results of this investigation, and the city will be notified and
qiven the opportunity to comment prior to any final'decision. The

Remedial Inve9tiqation/Feasibility study is scheduled for
completion by the end of 1992. site remediation (cleanup
activities) and continued monitorinq could conceivably extend for
a number of years beyond then. EPA will be responsible for
ensuring the proper abandonment ot the wells when they are no
longer needed.
Portions of the specifications of the construction work pertaining
to cleaninq, site satety and security as well as construction
details are enclosed for your information. The wells will be
completed below the grade of the roadway or mediaIl and the cover of
the access box will be flush with grade. Note that the cover will
be locked. We will take .care to restore the property to
substantially the same condition that existed prior to the work.
I understand that there are sOllle concerns about indemnification for
personal injury or property duaqe as a result of EPA conductinq
the above activities on your property. You should be aware that
the EPA does not enter into indemnification agreements with
landovners. However, the EPA does have a written agreement with
'ORS consultants, Inc., our contractor, requirinq it to carry a
comprehensive insurance policy to cover claims for personal injury,
death, or property duaqe to third parties. In additi?n, should
the claim exceed the policy limits, set at a minimum at $1,000,000
per. occurrence, the EPA has agreed to pay for any excess liability.
If this does not provide adequate compensation, the only direct
remedy against the EPA ~s tO,file a claim under the Federal Tort
Claims Act, 28 U.S.C. Sections 2671-2680.

to your property to complete this construction and sampling
activity. In order for us to plan successfully, we would
appreciate your siqninq this letter below (siqnature block on the
tOllowinq paqe) and returninq all three paqes of this letter in the
envelope provided. At your request, EPA will furnish you with the
test results of samples taken on your property.
The EPA is takinq the above action because of its responsibility to
respond to contaminated sites under the Comprehensive Respons~,
Compensation and Liability Act (SUperfund), 42 U.S.C Section 9601.
