CIT'10F SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Bids for the rehabilitation of pavement on Hospi tali ty
Lane and Lena Road were opened on Tuesday, July 1, 1997, at 2:00
p.m.
A total of 6 bids were received, ranging from $303,271.10
to $347,615.00. The low bid of $303,271.10 is 5.1% under the
Engineer's Estimate of $319,624.00.
Below is the total estimated project cost, based upon the
actual low bid price:
Construction Contract $ 303,271.10
Engineering & Inspection (W.O. #1520 ) 31,962.00
Sub-Total $ 335,233.10
Contingencies (15%) :!: 50,350.65
TOTAr, ESTIMATED PROJECT COST $ 385,583.75
Two alternates were included in the bid documents.
Alternate "A" is for regular asphalt, while Alternate "B" is for
rubberized asphalt concrete. The low bid for Alternate "B" is
$307,687.35, which is $4,416.25 higher than $303,271.10.
Rubberized asphalt concrete has been used over the past
few years with good results. From our experience, rubberized
asphalt concrete has better resistance to reflective cracking and
is more inpervious. We feel that Alternate "B" would be more
cost effective over the life of this paveMent. Selection of
Alternate "B" wouln increase the TOTAL ESTI14ATED PROJECT COST to
$390,000.00.
Two hundred eighty thousand ($280,000) of the costs
incurred for this project will be charged to the $500,000
allocated under Account No. 126-369-5504-1520, in the 1996-97 Gas
Tax Fund Budget. The remaining amount will be charged against the
1997-98 allocations.
An amount of $50,000 has been allocated from the 1997/98
Community Development Block Grant Program for removal of archi-
tectural barriers. Handicap ramps will be installed at any
location where they are needed, within the limits of this
property with these CDBG funds.
We recommend that a contract be awarded to the low bidder
for Alternate "B."
