POSITION JUSTIFICATIONS The following are justifications for appointments and promotions to be reviewed by the Mayor and Common Council at the July 21, 1997, Council meeting. CLASSTFTF.n GENERAL FUND 1. Gaskell. Gave. (Communitv Services ReDresentative) - Promotion POLICE CSR I's staff the front counter of the Police Department, as well as take police reports in the field. This allows for police officers to handle calls for service that need to be answered by a sworn officer. The department is currently authorized 23 CSR I positions, and has one vacancy. When a vacancy occurs in this position, it is backfilled by other community service representatives working overtime or by pulling a police officer off his/her beat to cover this position. This could create additional stacking of calls in the field and impact the quality of service delivered to the public. . 2&3. Molina. Linda & Otterbein. Eudora (Police Records Clerk m - Promotions POLICE There are four (4) authorized PRC II positions, with two (2) of the positions filled (currently there are two (2) PRC II vacancies). The PRC II position is a supervisory position within the Records Bureau. The Records Bureau operates on a 22-1/2 hour schedule, seven days a week. When vacancies occur in this position, there is no supervision of personnel for at least three days in each shift. Cost savings associated with vacancies are entirely offset with backfilling these positions with full-time police record clerks or community service representatives working overtime. Oftentimes, replacements from outside the Records Bureau impact the efficiency and level of quality service provided to the public due to their lack of familiarity with the Records Bureau operations. With the above promotions from PRC I'S to PRC II'S, there will be increased efficiency, because PRC II's can directly supervise personnel, as well as provide direction and resolve any problems. . Consistent with the budget reductions approved by the Mayor and Common Council, the two (2) newly promoted PRC II'S listed above (which will create two (2) PRC I , . . . . " openings), along with three (3) PRC I'S that recently resigned, will create the five (5) PRC I positions that will be cut via attrition in FY 1997-98. RENTAL HOUSING FUNDS 12. Houts. .Ir.. Robert. (Housinl!: Insnector) - Appointment CODE COMPLIANCE Currently, there is a vacancy at the Housing inspector position for Area A, which encompasses the majority of the West Side of the City. This area requires a lot of attention due to the deteriorating housing stock. Additionally, the division receives frequent complaints from local community groups to provide the same level of service provided to the other four geographic areas. This is one of the busiest areas for code enforcement efforts. Filling this position will decrease the overload to the current area inspectors, allowing staff to provide more effective service to the residents of this area.
