First Amendment to CDBG Al!reements
On May 6, 1996, the Mayor and Common Council of the City of San Bernardino approved and
adopted the Community Development Citizen Advisory Committee's (CDCAC) recommendations
and authorized the Mayor to execute CDBG Agreements. On October 21, 1996, the Mayor and
Common Council of the City of San Bernardino approved and authorized the Mayor to execute
CDBG Agreements for the Reallocations projects.
A review of the status of the projects noted below and discussions with the affected agencies,
revealed that the projects would need additional time to fully expend and invoice for
reimbursement. On June 16, 1997, the Mayor and Common Council approved Resolution
Number 97-180 which was to provide for the time extensions. However, inadvertently, only one
resolution was approved and each amendment requires a separate resolution.
The projects noted below have not been completed and it is appropriate and necessary to amend
the Agreements to extend the expiration date to September 30, 1997, for Projects 96-100, 96-
104,96-107, and 96-129. In addition, Project 96-109 was funded in conjunction with a
rehabilitation project which is not yet underway. Therefore, the time extension needed for this
project is June 30, 1998. The time extensions will allow for the completion of these projects.

Recommendation
It is appropriate for the Mayor and Common Council to rescind a resolution approved in error
and to approve the execution of the Amendments to the CDBG Agreements between the City of
San Bernardino and the above Agencies.
Based on the foregoing, staff recommends adoption of the attached Resolutions.

project implementation.
Now therefore, in consideration of the mutual covenants herein set forth and the

that provide food, emergency and permanent shelter and housing, jobs rental assistance,
