Attached is a copy of a letter from Ann Atkinson, President, National Orange Show Board of Directors, requesting a waiver, or a reduction, of the following fees associated with Police Department services: Police Deparbnent Labor costs Regular Officers Reserves $35,480 8.888 T otallabor costs: $44,368.00 Equipment costs 1.515.00 Total $45,883.00 Due to current budget restraints, the Mayor denied the request for waiver of fees. The National Orange Show Board of Directors has requested that this request be placed on the Council Agenda for consideration. This annnal event is one of the oldest and most historic events in the Inland Empire. Over the past several years our partnership with the San Bernardino Police Department has been responsible for an unprecedented improvement in safety on the grounds. Many other fairs in the State have looked to the National Orange Show for guidance in developing programs to improve safety on their grounds. We believe the National Orange Show is one of the better ways to showcase San Bernardino and the lnland Empire. The expected positive results of the Show, the economic impact it has on our community and the level of interest we have received from area businesses will boost the morale, image and posture of the City. With the gracious assistance of Stater Bros. MaIkets we are able to offer FREE admission to the Show this year. We are requesting your consideration relative to a waiver or reduction offees associated with the San Bernardino Police Department involvement in the Show. In the past the National Orange Show has paid in excess of $40,000 for these services. The National Orange Show has not yet received a deployment plan from the Department, but we anticipate it to be approximately the same amount as in the past. Attached are two documents from 1992. The first covers a meeting held in which the NOS agreed to pay for 60% of police costs (for regular officers). There was agreement that this would increase in following year's shows in an incremental fashion to 100% of costs. The second document covers notification to the NOS that the 1993 event would be billed at 100% of costs. I believe that 1994-1996 have been billed at 100%. The 1991 show was billed at 50%. I believe that several years prior to that there was no billing for police services. Wes Farmer ~ S\ll)ject: 1992 Orange Show Negotiations Date: April 27, 1992 Copies: Captain Richards, Merro for file At approximately 1015 to 1035 hours on Monday, April 20, 1992, a meeting was held in the Mayor's conference roan between Assistant City Administrator Fred Wilson, Assistant Chief Wayne Harp, Orange Show Director Esther Annstrong, Orange Show Operations Manager Pat Morgan, and Lieutenant Wes Farmer, in order to negotiate the reimbursement to be provided to the city for police protection at the National Orange Show. During the meeting Ms. Annstrong and Mr. Morgan were provided with a zerox copy of a mano addressed to Chief Robbins fran Captain Richards which detailed the National Orange Show 1992 projected budget. The manorandum contained a break down of hours and dollar arrounts. for officers assigned to the National Orange Show, with a grand total of $37,700.55 in costs for "regular" officers and $25,807.50 for "reserve" officers (The total arrount of reserve scheduled hours was 1665 hours). During the meeting a number of issues were surfaced including assertions by Orange Show staff that over $300,000.00 has been provided to the city for reim- bursement. It was not clear to Lieutenant Fanner what that reimbursement was for (the assumption being that it was monies received as the result of profit sharing from the off track betting facility). It was asserted by city staff that in last year's negotiations there was an agreement to gradually increase reimbursement fran the Orange Show in an incre- mental fashion (at approximately 10% per year), so that eventually the Orange Show would be paying for the entire arrount of police protection. However, it was agreed during negotiations, that in this year's agreement no mention would be made of any incremental increase in participation by the National Orange Show. It was agreed that the National Orange Show would pay 100% of the reserve costs and would pay 60% of the cost of the regular officers. This calculated out to a total reimbursement to the city fran the National Orange Show of $22,620.00 for regular officers and $25,807.50 for reserve officers.e It was agreed by Mr. Wilson that it was unnecessary for the National Orange Show to follow the previous year's procedures in regards to insuring the event. This agreement called for payment of 100% of the reserve officers' charges and 60% of the regular police overtime charges for a total of $48,427. The approach we had discussed last year with respect to funding the police overtime charges was to incrementally increase the NOS portion of funding the overtime costs by 5% per year. Under this approach, 100% funding would not have been achieved until the year 2000. Due to very tight fiscal restraints, the Police Department was unable to include police overtime funding in their budget for the 1993 NOS. In order to help your organzation better plan for next year's event, this letter will serve as formal notification that the city will require the National Orange Show to pay 100% of regular police overtime costs as well as reserve police officer charges for their 1993 Exposition. It is hoped that this year's Exposition is a great success.
