Interim agreement with AMR for
ambulance transport service.
Synopsis of Previous Council action:
Mayor and Common Council approved on May 4, 199~, a Memorandum of Understanding
(MOU) with Courtesy/AMR to provide ambulance transport within the City of
San Bernardino. That MOU expired on May 1, 1997.

Adopt resolution.

STAFF REPORT
Background
City of San Bernardino (City) and Courtesy Ambulance Service (Courtesy) entered into a
Memorandum ofDnderstanding (MOD) that allowed Courtesy to provide ambulance transport
within the city of San Bernardino. The MOD was effective May 4, 1995, and expired May 1,
1997.
On October 7, 1996, Mayor and Common Council directed the Fire Department to begin 911
initiated ambulance transport service effective May 1, 1997. However, the California Supreme
Court on April 23, 1997, issued a Temporary Restraining Order disallowing the City to proceed
with ambulance transport implementation. Consequently, an interim agreement with Courtesy's
successor, American Medical Response (AMR) to continue providing ambulance transport is
needed.
Proposed Interim Agreement
To comply with the Order issued by the California Supreme Court, City staff and AMR
representatives have agreed to an addendum to the original MOD. Specifically, the addendum
provides for an extension of the MOD for a period of90 days following the date on which the
Court issues its final opinion, reo County of San Bernardino et al v City of San Bernardino et
al Case No S050179
Recommendation
It is recommended that Mayor and Council adopt the resolution approving an addendum to the
original MOD between the City and AMR.
