POsmON JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the May 19, 1997, Council meeting.
CLASSllf.It:. J
GENERAL FUND
1. Police Records Clerk I (Smith. Doris) - Appointment
POUCE DEPARTMENT
Filling the Police Records Clerk I position will help offset the need to use overtime to
adequately staff each shift, increase the efficiency of the Records Bureau and improve
the level of quality service delivered to both the public and field personnel. Mandatory
overtime will be reduced.
The Police Department Records Bureau has an authorized strength of one (1) Telephone
Operator, 26 Police Records Clerk I (pRCI) and four (4) Police Records Clerk II
(pRCII) [supervisor] positions. Currently, 25 of the PRCI positions are filled leaving
us with one (1) vacancy.
Two of the PRCII [supervisor] positions are vacant pending completion of the Civil
Service examination process. The Department is using two (2) PRC!'s in a higher-acting
classification to fill these vacancies.
Police Records Clerk vacancies are backfilled with full-time Police Record Clerks or
Community Service Representatives working overtime, so that savings from vacancies
are minimal. Oftentimes, replacements from outside the Records Bureau impact the
efficiency and level of quality service provided to the public due to their lack of
familiarity with the Records Bureau operations.
2. Dispatcher I (Walker. John) - Appointment
POUCE DEPARTMENT
Filling a Dispatcher I position will help offset the chronic need to use overtime to
adequately staff each shift, increase the efficiency of the Communications Center and
improve the level of quality service delivered to both the public and field personnel.
The Police Department Communication Center has an authorized strength of 21
Dispatcher I/II, four (4) Senior Dispatcher and five (5) Dispatch Supervisor positions.
Currently, 19 of the Dispatcher 1111 positions are filled. This leaves the Department with
two (2) Dispatcher I/II vacancies.

Additionally, the Department has one (1) Dispatch Supervisor and two (2) Senior
Dispatcher positions vacant pending promotions. Seven (7) Dispatcher I/IT are currently
paired up with veteran senior Dispatchers for training. This provides 18 fully-trained
Dispatchers to cover four shifts, seven days a week, in the Communications Center or
the equivalent of a 40 % vacancy factor [unfilled positions plus trainees].
Cost savings associated with vacancies are entirely offset with backfilling these positions
with full-time Dispatchers, Community Service Representatives or Police Officers
working overtime. Oftentimes, non-dispatcher replacements impact the level of quality
service provided to the public and field personnel due to their lack of familiarity with
CAD operations.
3.& TtIP.11tification Technician IT (Willison. Richard & Yandell. Robert) - Promotions
4. POllCE DEPARTMENT
As part of a career ladder, Identification personnel move from the Identification
Technician I, considered a trainee position, to the Identification Technician IT position.
The positional increase occurs when an Identification Technician I demonstrates the skill,
ability and proficiency to be raised to the next level. The increase occurs after review
and recommendation of the unit's supervisor.
The Identification Technician IT position was established to retain experienced employees
in the unit, because the City had difficulty attracting qualified candidates for the position.
After the City has paid to train and educate these specialized personnel, it is more cost
effective to provide them an incentive to stay.
Currently, excluding any new employees, Willison and Yandell are the only two senior
Identification employees who have not been raised to the Identification Technician IT
level. It is recommended that their promotions be approved.
5. Senior Planner (Finn. Mikp.) - Promotion
PLANNING & BUILDING SERVICES
It should be noted that a vacant Assistant Planner and vacant Typist Clerk IT positions
are proposed to be deleted in order to achieve a portion of the budget reduction for Fiscal
Year 97/98. With a smaller staff, it is requested that the department be authorized to fill
the vacant Senior Planner position.
The Senior Planner, a critical mid-management position, is responsible for the day-to-day
activities of the planners. This includes overseeing the public counter operations,
addressing Development Code questions/issues, assignment and orderly review of
projects. The Senior Planner is also responsible for processing special projects which
require a greater level of experience and expertise. If this position is not filled, the
department's customer service level will suffer.

The Planning Division has established time frames for processing major development
projects, as well as miscellaneous projects such as sign permits, plan checks and
correspondence. In order to continue to meet these established time frames, a Senior
Planner is essential. Planning staff takes pride in their ability to provide timely, accurate
and friendly service to the public and wishes to maintain this standard.
