CIlY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
It is requested that the Mayor and Common Council approve the procurement of twenty-
nine (29) Ford Crown Victoria patrol vehicles for the Police Department. Nineteen (19)
of the vehicles will be painted Black and White and ten (10) will be painted all White.
Staff were recently notified by Ford Motor Company officials, of a new vehicle order
deadline of May 1; previously August 1.
It is recommended that procurement be accomplished through a cooperative purchase
process with the County of San Bernardino. The County completed a competitive bid
process including local and non-local dealers, awarding Contract No. G70192 on March
6, 1997, to Robert H. Loud Ford of Pasadena. The unit cost per Black and White car is
$22,365.67.
The twenty-nine (29) vehicles scheduled for replacement are either out-of-service or have
exceeded their service life. Funds for these replacement vehicles will be contained in the
Police Department Budget account #001-213-5803 in next year's budget.
It is requested that the Mayor and Common Council: 1) award a purchase order for lease-
purchase for twenty-nine (29) patrol vehicles to the low bidder, Robert H. Loud Ford in
the amount of $644,833.13; 2) authorize the Purchasing Manager to solicit as needed,
lease-purchase rate quotes under existing Master Lease Agreements and to award a lease-
purchase to the lowest responsible leasing company.
