STAFF REPORT
On July 17, 1996, the IVDA Board requested the City, through the office of the Director of Public Works,
to initiate proceedings for the establishment of a Street Lighting and Landscape Maintenance Assessment District
within a major portion of the former Norton Air Force Base property presently under the control of the IVDA.
Although the IVDA has control of the majority of property proposed to be within the boundaries of the
assessment district, the United States Air Force is still the fee owner of the property. We have recently received
consent from the Air Force to the formation of an Assessment District.
The proposed improvements to be maintained will include present street lighting and landscaping along
portions of Tippecanoe Avenue and Del Rosa Drive and will include future street lighting and landscaping as the
area develops.
Amendments to the Article XIII of the California Constitution (as amended by Proposition 218) require
that a hearing be held and that all property owners subject to an assessment within the proposed district be given
mailed notice of the hearing, along with a ballot, which the property owners may submit to indicate support of,
or opposition to, the proposed assessment district. The ballots will be weighted by the amount of assessment of
each parcel and will require a majority approval for the formation of the district and levying of assessments.
Proposition 218 also requires that all publicly owned lands that receive a special benefit of the
improvements or maintenance be assessed. IVDA has indicated that they would assume payment of the
assessment for the Air Force. An agreement between the City and IVDA will be prepared and presented for
approval. As properties are sold to private ownership, those property owners will assume the assessments.
As part of the proceedings, a detailed report will be prepared by the Director of Public Works/City
Engineer, setting forth the method of assessment, assessment benefit, along with the assessment spread and a
proposed assessment roll and other pertinent details. The cost of establishing the assessment district is estimated
at $6,000, which will be included in the first year's assessment rolls.
We recommend that authorization be given to proceed with the establishment of a Street Lighting and
Landscape Maintenance Assessment District over portion of the former Norton Air Force Base property.
