STAFF REPORT
A request was received from the Northgate Business
Association for a stop sign to be installed on Hallmark Parkway
at Saratoga Way. This request was based upon the perception that
a speeding prob1p.m exiRted, and that a. stop sign would help
alleviate the problem.
An investigation revealed that the traffic volumes on the
Saratoga Way approaches to Hallmark Parkway were not sufficient
to satisfy the warrants for a 4-way stop. Therefore, we were
unable to recommend approval of the requested stop signs.
During this investigation, it was discovered that a speed
zone has not been established for Hallmark/Industrial Parkway.
Therefore, the maximum speed limit of 65 m.p.h. applies to this
street.
A study was conducted on Hallmark/Industrial Parkway to
determine the prevailing speed of traffic. This study revealed
that the critical speed (85th percentile) was 52 m.p.h. A
recommendation was submitted to the Traffic Safety Committee at
their meeting of 2-12-97 that a speed zone of 50 m.p.h. be
established for this street. The Traffic Safety Committee con-
curred with this recommendation.
We recommend

10.52 OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A FIFTY
3 MILE PER HOUR SPEED LIMIT ON HALLMARK PARKWAY/INDUSTRIAL PARKWAY
BETWEEN UNIVERSITY PARKWAY AND PALM AVENUE.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
5 BERNARDINO DO ORDAIN AS FOLLOWS:
6 SECTION 1: Section 10.52.050 of the San Bernardino
7 Municipal Code is amended to read:

"10.52.050 FIFTY MILES PER HOUR
9 In accordance with and pursuant to the authority of
10 Sections 22357, 22358, and 22360, of the California Vehicle Code
11 the Mayor and Common Council do hereby determine and declarp. upon
12 the basis of an engineering aDd traffic investig2tion that a
13 Prima Facie Speed Limit of Fifty Miles per Hour shall be
14 established upon the following streets or portions thp.reof in the
15 City:
